UN EXPERT EN NUTRITION (H/F),
BASÉ A PARIS

Mission:

Dans le cadre de la politique du département Technique & Recherche et sous la supervision du directeur technique, l’expert en nutrition propose la stratégie d’intervention, impulse les projets de développement et en assure l’évaluation à postériori.

- Force de proposition, il définit les normes et procédures, propose les indicateurs propres à son domaine et réalise des audits qualité dans le cadre de leur mise en œuvre (au sein des missions comme du siège) Il assure la définition des priorités de la nutrition et les activités appropriées.

- Il anime l’ensemble des techniciens (techniciens opérationnels siège et terrain), notamment sur les aspects de développement technique (recherche, études, capitalisation, diffusion), d’amélioration des normes, outils et règles, de mise à jour des connaissances (formation). Sans lien hiérarchique avec les équipes de techniciens opérationnels, il les évalue sur les aspects transverses dont il a la responsabilité.

- Véritable animateur de réseau, il se situe en amont et en aval des missions. Pour cela, il doit anticiper les évolutions nécessaires aux missions poursuivies par ACF, proposer des programmes adaptés aux orientations actuelles et futures (en tenant compte des retours d’expérience)

- Il réalise des actions de communication interne et externe dans le domaine de la nutrition et représente ainsi ses savoir-faire auprès de différents interlocuteurs (bailleurs, universités, enceintes françaises et internationales).

Profil:

- De formation supérieure en nutrition, ou bien de formation paramédicale ou médicale avec spécialisation en nutrition.
- Expérience professionnelle significative de 10 ans minimum, dont au moins 5 ans d’expérience humanitaire de terrain dans le traitement de la malnutrition.
- Une expérience au siège d’une organisation internationale est souhaitée.
- Excellente connaissances techniques dans le domaine de la malnutrition dans les PED.
- Grandes capacités d’analyse et de synthèse, aptitudes à vulgariser son domaine d’expertise. Faculté à manier les concepts et à les transmettre. Très bonnes aptitudes à la communication et à l’animation d’équipes. Aptitude à capitaliser les expériences. Volonté d’innovation. Bonne représentation.
- Forte implication humanitaire.
- Anglais et français courant et bonnes capacités rédactionnelles dans les deux langues.
- Déplacements à l’étranger à prévoir.

Statut: Cadre – CDI – Temps plein
Conditions salariales: Salaire compris entre 36,4 et 40,3 K€ bruts annuels sur 13 mois, 20 jours RTT / an, titres restaurant à 8 € (prise en charge à 60% par AcF), complémentaire santé (prise en charge à 80% par AcF), remboursement 50 % transport en commun en région parisienne.

JOB PURPOSE

- Provide technical supervision and technical quality management to the integration of Concern’s CTC (Community Therapeutic Care) Programme in Tahoua Region.

DUTIES & RESPONSIBILITIES

Programme Development, Design & Leadership
1. Support the day-to-day operations of the CTC programme through regular and extensive field management of the CTC mobile team and conduct regular M+E on CTC practice – ensuring teams have adequate and sufficient work plans, that activities are taking place to appropriate standards as per the monitoring plan and that adequate technical and management support is being provided to the teams.
2. Ensure key M&E findings are reported to the Nutrition Manager and incorporated into the design of the CTC programme as appropriate.
3. Work closely with the Nutrition Manager, inputting into the training and supervision plans for integration and taking a lead in implementing agreed CTC plans.
4. Manage the Nutrition Mobile Team Leaders and support the SC Supervisor to ensure adequate training and follow up support is provided to MoH as per the training plan for the integration of SC and OTP components.
5. Work closely with the Community Mobilisation Manager to support the community mobilisation programming especially in technical nutritional elements of the Community Mobilisation work, ensuring continued training and follow-up for community volunteers, and that volunteers are linked with MoH local structures
6. Work with the MoH and Concern team, lead in developing and conducting bi-annual anthropometric and coverage surveys in Tahoua and Illéla Districts and other survey work as agreed with the Nutrition Manager.
7. Proactively identify areas where in integrating OTP, standards diverge from protocols and work with the Nutrition Manager in programme adjustment and design to minimise any standards drop below protocols. Clearly document such findings and responses as part of integration documentation.
8. Work in close collaboration with the Nutrition & Health Manager, developing integrated operational plans between the Nutrition and Health Programmes, as appropriate, and sharing key lessons learnt.
9. Work with the Nutrition Programme Manager MoH, Concern Logistics and systems in developing data management systems that allows the accurate recording of necessary information in the management of Concern and donors supplies provided to the MoH, nutritional and medical statistics essential for the monitoring of the programmes efficacy.
10. Promote the application of SPHERE minimum standards for food aid, nutrition and food security in Concerns CTC programme, and ensure the programme respects the NGO/Red Cross Code of Conduct, the People in Aid Code and other Concern regulatory codes and procedures.

Representation, Advocacy & Research
11. Take the lead role on documentation and research on issues arising out of programming.
12. Carry out reporting and attend meetings as requested by the Nutrition Programme Manager.
13. Proactively seek out key staff in other agencies engaged in CTC Nutrition and share lessons, experiences and coordinate planning as a collective of INGO’s engaged in CTC Nutrition.

Programme Support/Systems
14. Ensure that there is forward planning in staffing requirements against projections based on nutritional caseloads. Ensure that any variations in team size and structure variations are done in line with Concern HR procedures and the National Labour Legislation – in this proactively seek support and input from the Concern HR and Systems staff.
15. Manage staff according to Concern’s Performance Management systems. This will include supporting the team to set objectives, regular one to ones and performance appraisals and ensure that Concern’s values are reflected in the team’s personal objectives
16. Draw on support from logistics, HR, finance,admin and other programme teams for the implementation of the nutrition programme.
17. Work closely with field teams to involve the community at each stage of the programme – ensuring accountability and transparency.
18. Promote good team work and a positive working environment within the Nutrition Programme and between other Concern Niger Programme

PERSON SPECIFICATION

Essential:
- A degree in nutrition, food science/economics or other discipline which provides an understanding of nutrition and food security issues in developing countries
- A minimum of 2 years overseas experience working in nutrition programmes (preferably CTC programmes), with proven experience in carrying out and leading teams in participatory community needs assessments, anthropometric/coverage surveys
- Fluency in written and spoken French
- Proven experience in mentoring, coaching and developing staff &/or partners (MoH, etc..)
- At least 2 years experience in performance managing staff
- Commitment to principles of Equal Opportunities (gender, race & disability etc..)
- Good planning and organisational skills with the ability to develop and monitor work plans together with staff and communities
- Excellent team work skills, with an ability to motivate and develop team through period of changes
- Commitment to principles of Equal opportunities (gender, race & disability, etc.) and an understanding of mainstreaming gender, equity and HIV/AIDS within programming

Desirable:
- An understanding of mainstreaming gender, equity and HIV/AIDs within programming
- An understanding of the integrated public health and livelihoods approach
- Familiarity with Concern Worldwide systems and procedures
- Working/living in a francophone setting
- Familiarity with Niger
- Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts within a team
- Good knowledge of written and spoken English
- Delegation, time management and prioritising skills
- Capacity building of national staff through both formal and on the job training
- Excellent interpersonal and diplomacy skills
- Self motivation and flexibility

Supervisor: Country Director/ Medical Director

Position:
The primary responsibility of the Nutritionist is to provide some hands-on care and upgrade the skills and knowledge of local counter parts and/or community health workers in the areas of nutrition.

Responsibilities:
1. Assess, plan, implement, and evaluate nutrition programs
2. Assist malnourished populations
3. Prepare food for minimum nutritional benefit
4. Assess dietary treatment of diarrhea
5. Conduct weight for height comparison surveys
6. Establish and manage supplemental and therapeutic feeding programs for infants, young children, pregnant and lactating women, the sick and elderly
7. Integrate nutrition with other health and related programs
8. Coordinate and collaborate with other sectors (micro-credit, education, agriculture, etc) as appropriate.
9. Develop proposals for funding nutritional programs, and write project/program reports
10. Provide technical assistance to IMC staff and other collaborating agencies such as MOH, CBOs, local NGOs etc.
11. Assist in developing formal and informal training materials to build the capacity of refugees and the host population in health and nutrition
12. Develop a monitoring and evaluation system for the program
13. Submit weekly statistic and the monthly narrative report to the team leader and HTU at headquarters in DC
14. Ensure that food stock and the nutritional equipment are in place on a monthly basis

Qualifications:
1. Bachelor's degree and 3+ years of relevant work experience (minimum 2 years in developing country or international development program
2. Experience in Primary Health Care and therapeutic and supplementary feeding projects required
3. Strong organizational and supervisory skills;
4. Possess excellent interpersonal skills and the ability to work within different cultural environments, the ability to analyze and prioritize needs.
5. Ability to exercise sound judgment and make decisions independently.
6. Extremely flexible, and have the ability to cope with stressful situations and frustrations.
7. Ability to relate to and motivate local staff effectively.
8. Creativity and the ability to work with limited resources.
9. Excellent decision making skills.
10. Must work independently under difficult conditions.
11. Ability to read, analyze, and interpret administrative reports, technical procedures, or governmental regulations.
12. Ability to write reports, and procedure manuals; ability to effectively present information and respond to questions from managers, counterparts, Ministry of Health, IMC headquarters office.
Language Skills:
1. Ability to read, analyze, and interpret, technical and non-technical English and French language documents and manuals.

Work Environment:
