Groupe One, créé en 1997, est une ONG active dans le domaine du développement durable appliqué aux entreprises (responsabilité sociétale des entreprises). Les projets de Groupe One sont partagés entre la Belgique et l'international. Initialement l'activité s'est développée au travers du « Guichet d'Economie Locale » à Saint-Gilles visant à soutenir la création de micro-entreprises.
Depuis trois ans, Groupe One a développé des projets de coopération au développement avec la RD Congo. Trois « Guichets d'Economie Locale » (GEL) ont été créés (à Kinshasa, Bukavu et Lubumbashi) avec l'aide des partenaires congolais et continuent d'être appuyés. Ces guichets permettent également de réinsérer des publics plus vulnérables dans la vie économique et sociale. A Lubumbashi, Katanga, Groupe One conduit aussi un projet de réinsertion socio-économique des enfants creuseurs artisanaux dans les mines de cuivre et de cobalt, au travers de formation professionnelle ou de l'appui au développement d'activités génératrices de revenus. Actuellement, les activités internationales s'orientent davantage vers la promotion du développement durable et à la concrétisation sous forme de futurs projets de promotion de l'entreprenariat à forte valeur ajoutée environnementale.
Projets de Lubumbashi
Une brève description des projets situés à Lubumbashi sont repris ci-dessous :
- Un projet de développement économique local a été lancé au courant de l'année 2007, au travers de la création d'un « guichet d'économie locale » (GEL) sur le même modèle que les projets de Kinshasa et Bukavu. Le GEL offre des services d'appui à la micro- et petite entreprise en matière, d'information, de formation (jeux d'initiation à la création et gestion d'entreprise et formations thématiques approfondies en comptabilité, gestion des ressources humaines, etc.), d'accompagnement pré- et post-création des (candidats-) entrepreneurs et d'appui-conseil aux entreprises existantes.
- Un projet de réinsertion socio-économique des enfants creuseurs dans les mines de cuivre et de cobalt est en cours depuis l'année 2005. Il vise d'une part à assurer la réinsertion scolaire des enfants de moins de 16 ans et d'autre part à assurer la réinsertion socioprofessionnelle des enfants de plus de 16 ans au travers de formation technique et d'un appui au lancement de leur activité économique.
RESPONSABILITES
Les responsabilités du Coordinateur se déclinent de la manière suivante :
- Il/elle assure la supervision de l'ensemble des activités et équipes de Groupe One à Lubumbashi ;
- Il/elle assure la gestion du projet de « réinsertion des enfants creuseurs » ;
- Il/elle assure la représentation de Groupe One à Lubumbashi.

DESCRIPTION DES TACHES COORDINATION GÉNÉRALE
Supervision des projets
- Animer une réflexion stratégique et stimuler l'identification de nouveaux projets ;
- Assurer la planification, la coordination, la mise en œuvre des actions ;
- Suivre l'état d'avancement, et assurer les mesures correctives nécessaires ;
- Assurer la qualité des projets et réaliser des visites de terrains régulières ;
- Assurer un appui méthodologique et organisationnel au staff local ;

- Rédiger des articles pour la communication de Groupe One en Belgique.
GESTION DE PROJET « MINES »
- Appuyer le Chef de Projet dans ses activités de coordination, planification, mise en œuvre et évaluation des activités du projet et dans ses fonctions de supervision/encadrement de l'équipe ;
- Formuler, développer et mettre en place le volet du projet lié à la responsabilité environnementale et sociale des entreprises, notamment en matière d'outils, interventions, partenaires, stratégie, etc. ;
- Apporter une expertise sur les actions, outils et modalités de travail et assurer la qualité des actions ;
- Assurer la formation du personnel en matière de gestion de projet et en matière de responsabilité sociale et environnementale des entreprises ;
- Assurer la capitalisation des bonnes pratiques et expériences ;
REPRÉSENTATION
- Représenter Groupe One auprès des autorités locales, provinciales et internationales ainsi qu'auprès des bailleurs de fonds ;
- Maintenir et développer des relations de collaboration dans le cadre des projets en cours et à développer, avec des partenaires locaux, des entreprises minières et organisations internationales ;
- Assurer une présence médiatique régulière de Groupe One dans les médias locaux ;
- Collaborer avec les autres acteurs (ONG, agences U.N. et MONUC) en matière de sécurité.

Qualifications et compétences requises
- Formation universitaire à orientation économique et de gestion (ou toute formation similaire).
- Formation en environnement est un atout.

1. Provide technical assistance to CRS and partner staff in support of specific SGBV programming in Maniema and Ituri Provinces. Ensure the implementation of sound and effective SGBV programming.

8. Serve as liaison and support for the SGBV components of country-specific and/or regional advocacy efforts in coordination with the project Chief of Party (CoP).

Water, Sanitation, and Hygiene Engineer
The Water, Sanitation and Hygiene Engineer will oversee and manage WASH activities for Mercy Corps' Multi-Year Assistance Program (MYAP). WASH activities include constructing rainwater harvesting systems, building household and communal latrines, mobilizing community health works and committees, and working with the state water utility to install a new pumping station. The MYAP program will include Food for Work and Food for Training components. ESSENTIAL JOB FUNCTIONS:
Manage the WASH activities of the MYAP.

LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:
In 2006, the DRC had its first democratic elections in more than forty years. While conditions in the country are improving, there are still pockets of violence and insecurity. There are variable levels of insecurity depending on location. Years of conflict and corruption have badly damaged the country's infrastructure. Air travel is necessary to get from one end of the country to the other. There are virtually no telephone land lines in the DRC, though mobile phones and cellular service are widely available. Internet is available in larger cities. Mercy Corps' base in the DRC is along the country's eastern border in Goma. Goma is a provincial capital of approximately 600,000 inhabitants. II. Contexte Organisationnel
Après une longue période de crise, la République démocratique du Congo (RDC) a été engagée dans un processus de transition politique basée sur l'Accord global et inclusif signé le 17 décembre 2002 en Afrique du Sud par toutes les parties prenantes au conflit. Un des objectifs principaux de cet Accord était l'organisation des élections libres, démocratiques et transparentes. Les élections, qui se sont tenues en juillet et octobre 2006 sont les premières élections démocratiques depuis 1965. Elles devront donc contribuer à la mise en place d'un régime démocratique et d'un état de droit.
Le rôle du Parlement est ainsi primordial pour régler des questions d'urgence par voie de législation et/ou par voie de médiation. Cependant, le Parlement n'étant pas outillé et inexpérimenté a besoin d'un appui particulier dans cette période de démarrage des travaux.
Dans ce contexte, il est primordial que les partenaires extérieurs assistent les institutions à démarrer leurs activités et à remplir leur mandat octroyé par la constitution. Un manque d'assistance et un manque de vision peut avoir un impact négatif sur le déroulement de la première législature de la troisième République sans vouloir exagérer la marge de manœuvre d'un appui extérieur sur les questions politiques de la RDC.
Dans le but d'atteindre les objectifs fixés et de tenir les engagements pris, le PNUD recrute un(e) Spécialiste pour apporter un appui technique au parlement.
III. Fonctions et Responsabilités
Sous l'autorité du Directeur Pays du PNUD et sous la supervision directe du Coordonnateur de la composante Appui au Parlement et aux Partis Politiques, le/la Spécialiste en Appui au Parlement a les responsabilités suivantes:
Supervision:
* Assurer l'appui technique du PNUD à la gouvernance démocratique dans le domaine du renforcement des capacités institutionnelles des parlements nationaux et provinciaux;
* Assurer, avec efficacité, efficience et conformément au plan de travail du projet, l'assistance technique du projet ;
* Superviser les experts recrutés pour les activités du projet, dans la programmation des activités, assurer l'exécution, le suivi de la mise en œuvre de l'assistance technique du projet selon le document de projet et le plan de travail approuvé ;
* Coordonner, appuyer et suivre dans ses domaines de compétence, les conseils techniques des différentes agences d'implémentation et des experts internationaux et nationaux intervenant dans le cadre du projet (à Kinshasa et dans les provinces).
Expertise Technique:
* Contribuer à la stratégie du PNUD pour soutenir et améliorer la gouvernance démocratique et renforcer la paix en RDC dont un élément est l'appui aux parlements ;
* Créer une stratégie pour le soutien aux parlements dans les domaines de l'administration et de la formation des parlementaires et pour l'appui aux parlements dans l'exerce de leurs rôles dans le système politique : représentation ; contrôle et surveillance de l'exécutif ; autorisation et législation ; et diplomatie parlementaire.
* Assurer que la conceptualisation et programmation des activités d'appui aux parlements se fait en coordination avec l'Unité 'Gouvernance';
* Faire des formations pour les parlementaires ;
* Travailler étroitement avec des parlementaires, surtout les bureaux des parlements et des principaux partis de l'opposition pour les appuyer dans l'exercice de leurs fonctions, ainsi qu'avec l'administration des parlements ;
* Concevoir un système de suivi/évaluation des activités du projet et veiller à sa mise en œuvre par les différents experts/institutions chargés de la mise en œuvre d'activités et de l'appui/ conseil aux partis politiques ;
* Promouvoir et renforcer la dimension genre dans toutes les activités du parlement ;

Education :

Expérience :
* Avoir au minimum entre 7 ans d'expérience professionnelle en matière d'appui au renforcement des capacités institutionnelles des parlements, notamment, dans les domaines : de leurs rôles de représenter la population, de légiférer, de contrôler l'exécutif et de faire la diplomatie parlementaire ; et l'organisation de l'administration du parlement ; de former des parlementaires et de l'administration. Une expérience en appui technique aux partis dans leurs fonctions parlementaires est un atout. Bonne connaissance de l'environnement politique et des processus législatifs dans des pays africains sortant de crise en général ; la connaissance du contexte de la RDC constitue un avantage.
* Capacité prouvée à travailler en milieu institutionnel avec des responsables des parlements et des partenaires au développement de haut niveau et avec des organisations de la société civile.

Background:
The overall mission of the department is to ensure high quality, just and sustainable relief and development programs in accordance with the CRS mission statement. The conflict specialist will manage a USAID Bureau of Conflict Management and Mitigation/Democracy, Conflict and Humanitarian Assistance (CMM/DCHA), for two and half years (30 months). The purpose of the program is to promote durable peace and stability in the Eastern Congo. The position is based in Goma, DRC, and is conditional upon receipt of funds.
Primary Function:
The Deputy Chief of Party will provide analysis and guidance based on education in and/or practical knowledge of Conflict Management and Mitigation practices, fragility frameworks, early warning, support to peace processes, reconciliation and security sector reform in the DRC.
In the absence of the COP, he/she will be responsible for over all program responsibilities.
Specific responsibilities:
1. Management of start up and ongoing conflict mitigation and peace building program initiatives including peace, security, reconciliation, reintegration, development and stabilization of the DRC.
2. Liaise with development program partners (peace building, social infrastructure, reconstruction, basic services) staff, to ensure appropriate linkages with all program approaches.
3. Identify and address staffing needs for project support and programs, ensuring personnel structure and qualifications are sufficient to achieve objectives.
4. Provide leadership and technical support to partners, with the goal of building partner capacity in conflict mitigation/rehabilitation/reintegration programming as well as in efficient financial and administrative systems. Assess partner needs and design/implement capacity building plans with them.
5. Maintain strict oversight of partner narrative and financial reports, ensuring these are submitted on schedule and are meeting project objectives and budget expenditure.
6. Take the lead in the design, formatting and development of project proposals for the conflict mitigation and peace building program. This should be participatory and involve discussions with all stakeholders.
7. Organize and lead CRS and consortium assessments, while also participating in inter-agency assessments led by other institutions.
8. Represent CRS to district-level authorities coordinating project efforts.
9. Provide progress reports as appropriate, coordinate all reports to CRS, donors & other stakeholders.
10. Prepare fragility frameworks, early warning, and support to project peace processes, as appropriate, for project implementation and for reporting purposes.
11. Contribute to peace building-related strategic and operational decision-making processes at the country level
12. Participate as a full member of the CRS DRC team in SPP, APP, Justice Lens, the establishment of new policies & procedures and other country programme activities as required.
13. Other tasks needed for fulfillment of CRS DRC’s mission, as assigned by supervisor.
Required Qualifications:
1. Academic qualifications in development, conflict management, social science, or other relevant field; Master’s degree preferred. However candidates with only Bachelor’s degree will be considered if they have substantial relevant experience.
2. Minimum five years work experience in complex emergency setting outside country of origin, including planning and implementation of humanitarian assistance activities.
3. Demonstrated management skills.
4. New program/proposal development experience.
5. Knowledge of internationally accepted emergency program standards, good practice and theory such as SPHERE Standards and Code of Conduct.
6. Ability to coordinate effectively with diverse actors such as government and Church officials.
7. A demonstrated ability to work independently and proactively with a high degree of sensitivity in a complex conflict environment is desirable.
8. Good team player, flexible and capable of working with a national country team and local partners possessing diverse skills.
9. Strong written and oral communication skills in English;
10. Strong French language skills required;
11. Willingness to reside, work and travel in remote, insecure areas.

Job Description
The IRC DRC Grants Coordinator (GC) plays a central role in supporting IRC DRC program compliance within the entire country, with a specific focus on reporting requirements. The GC supervises the Grants Unit that comprises at present 3 expatriate and 1 national staff person. The Grants Unit (1) supports the focal point of each of the IRC DRC grants in producing high quality (complete, accurate and on time) donor reports, (2) provides them with proactive donor and IRC regulations compliance advice and supports the country office in producing the project proposals required for its development. The Grants Coordinator also supports grants focal points in tracking that the required data are appropriately and regularly collected for monitoring and reporting purposes.
ESSENTIAL JOB FUNCTIONS:
Strategy
Become familiar with the IRC Program Framework and with the IRC DRC Strategic plan, incorporate their outputs in his/her work and contribute to their institutionalization processes.
Donor Reporting Support
This element is the main and key responsibility of the Grants Unit. The expectation is that IRC DRC submits all its required donor reports on time.
- Ensure up-to-date tracking of donor reporting requirements in IRC financial and management tracking and reporting tools;
- Allocate reporting support workload throughout the unit such as to ensure that grants focal points receive the appropriate level of support and that donor reports are produced with a high level of quality (completeness, accuracy and timeliness of submission). This includes ensuring him/herself direct reporting tasks including developing reports templates, mentoring program staff, translating, editing and publishing reports and obtaining in-country and HQ technical reviews – all tasks normally performed by other staff within the Unit – when the workload requires it;
- Review all reports before submission to ensure quality and ensure submission after senior management approval;
- Ensure that all donor reports and reporting materials are appropriately filed in up-to-date, clean, consistent soft and hard libraries available in all IRC DRC offices.
Compliance Support
- Maintain, through self- and formal training, reading and exchanges a broad and deep understanding of IRC DRC donor (focus on DFID, World Bank-IDA and USAID, with also UNICEF, EuropeAid, Irish Aid, SV / Dutch Government, Comic Relief, CIDA) policies, regulations and procedures;
- Develop and maintain the appropriate tools to make this knowledge available to IRC DRC staff, this including at minimum an up-to-date soft and hard library, briefing notes on each grant and memos on key/recurrent compliance issues;
- Proactively identify compliance risks/issues throughout the portfolio and proactively offer advice to grants focal points and other IRC DRC staff (senior management, finance, procurement, etc.) as relevant – alert senior management on compliance issues when programs or other departments are potentially exposing IRC to compliance risks;
- Contribute to building skills in compliance issues across the IRC DRC team.
Proposal Support
As IRC DRC has a portfolio mostly made of relatively long-term grants, and has, from a fundraising perspective, achieved most of its growth strategy, the country office is not expected to process many proposals each year until at least 2009. However, work on cost extension proposals, on smaller add-on grants, and on the renewal of certain components of the portfolio is required in the shorter tem.
- Under the supervision of the Deputy Director for Programs, keep track of IRC DRC current and upcoming proposals with standard IRC tracking and reporting tools;
- Support proposal focal points in the planning, writing, translating, editing and publishing of required proposals, and ensure the processing of these proposals through the standard IRC review, approval and submission processes – the design of the projects itself and purely programmatic and financial decisions remain with the IRC DRC senior management, the sectors’ Heads and the Finance Department;
- For larger scale, complex proposals, and especially competitive bids, IRC typically hires a short-term proposal team – the Grants Coordinator might, as required, integrate these teams as a writer;
- Ensure that all proposals and related materials are appropriately filed in up-to-date, clean, consistent soft and hard libraries available in all IRC DRC offices.
Data collection and M&E Support
M&E and data collection remains the responsibility of the IRC DRC program staff, as they remain accountable for overall program implementation and quality. However, as data collection and M&E also relates to reporting and other compliance issues, the Grants Coordinator supports Sector Heads in tracking that the required M&E processes are in place and the necessary data collected.
- Keep track of reporting and other donors’ requirements as regard with data collection and M&E for each proposal and grant. Put in place the appropriate checks and tracking tools to ensure that proposals and projects comply with these requirements;
- Verify on a regular basis that each grant of the portfolio effectively has the necessary data collection and M&E systems and tools in place to comply with its expected reporting and compliance requirements –provide feedback to Sector Heads and Senior Management on any issues identified and track effective implementation of corrective actions;
- Maintain IRC DRC compliance with the institutional memory component of its survey policy, and to this end maintain a soft and hard library of all past and current surveys, studies and significant data collection processes conducted by the country office.
Other Responsibilities
- Be the primary interlocutor for the HQ-based (NYC and London) DRC focal points as regard with reports submission, proposal processing, compliance and other grants-related functions;
- Contribute to the setting up and maintenance of a nationwide intranet, as it relates to areas of responsibility;
- Provide translation, editing and publishing support to the country office, this going beyond only reporting and proposal issues, mainly by supervising a Translation Assistant;
- As requested, ensure appropriate dissemination of information throughout the country office – this includes for example the monthly distribution of Budget Versus Actuals for each grants, diffusion of new or updated forms, procedures and guidelines as they are made available by Senior Management or HQs, etc;
- In collaboration with senior management, engage in donor-relation and representation functions on behalf of IRC DRC; produce information, communication and other documents and presentations; organize donor and other field visits as required;
- In close collaboration with the Deputy Director for Programs, organize and/or support Grants Opening/Closing workshops, produce and circulate their reports and track – and as relevant support – the implementation of the actions decided during these meetings.

- Line Manage 2 expatriate staff, at distance, as well as a Translation assistant;
Security
- Achieve competency in use of all communications equipments;
- Be fully capable of implementing emergency response procedures without assistance.
REQUIREMENTS:
- Professional fluency in spoken and written French and English;
- Excellent English writing skills;
- Prior professional experience, preferably in Africa in a post-conflict and/or conflict setting, preferably with an international NGO;
- Prior knowledge of relevant donor regulations an advantage;
- Strong capacity to learn and apply new knowledge;
- Strong capacity to mentor and build capacity of staff;
- Flexibility to adapt to changing requirements;
- Strong organizational and analytical skills;
- Ability to work independently while being a strong team player;
- Be culturally sensitive and have the ability and interest to identify and work with a multi-ethnic team;
- Ability to work well under unstable security environments, and administrative and programmatic pressures;
- Advanced knowledge of usual desktop software such as Word, Excel and Outlook.
