Job Description

I. SUMMARY

This document sets out terms of reference for expertise to establish and maintain a coordinating capacity within the “socio-economic risk & security threat mapping and analysis” component of the Strategic Planning Support Team of UNDP Sudan.

II. BACKGROUND

UNDP Sudan is carrying out a restructuring of many of its programme units, with the idea of integrating its security programmes (DDR, Mine Action) with the Natural Resource and Resource-based conflict Unit, its Community Recovery and Rehabilitation Unit and its Recovery and Rehabilitation Programme presently within the Trust Funds Management Unit. The objective of this restructuring is to address and correct multiple overlapping within programmes and projects, to identify and build on potential strategic synergies between them, rationalizing and optimizing the use of resources, particularly in terms of staffing. Finally, and possibly more importantly, the objective is to assure that the overall programming in the new Unit is responsive to strategic national needs and priorities, internally coherent, and appropriately integrated within the overall strategy of UNDP Sudan.

The complexity and breath of Sudan’s security enhancement and socio-economic recovery and development challenges call for strategic planning tools that are capable of clearly identifying and presenting the multiplicity of the security threats and the socio-economic recovery risks, and of detailing their inter-linkages, while supporting the process of priority-setting in terms of selected responses and interventions.

Based on the existing security threat mapping methodology being developed within UNDP’s Interim DDR Programme (IDDRP), and calling upon UNDP Sudan (and other key international partners’) prior experience with socio-economic risk mapping, together with BCPR tools and experience in conflict and risk analysis, it is proposed to create a socio-economic risk & security threat mapping and analysis team (termed the TRMA), initially focused on Eastern Sudan, 3 Areas and other key (mostly southern) states in Sudan.

The TRMA team should have the capacity to support both UNDP and its’ key counterparts, particularly community, regional and state-level authorities, in the strategic selection and planning of interventions, through both the presentation and definition of the critical challenges, and the facilitation of effective analysis and scenario building. It will also be a key facilitator of effective coordination, by clearly evidencing gaps and overlaps of the selected interventions.

The unit will additionally provide, through the periodic updating of its’ mapping, a dynamic tool for M&E and impact assessment of the interventions.

III. RESPONSIBILITIES

The socio economic risk & security threat mapping system, at present, is a semi-manual process and
needs to acquire a GIS capacity in order to institutionalize it as an operational tool.

The Database Officer will undertake the following activities:

- Develop and maintain a multi-language socio-economic risk & security threat mapping database based on the output requirements & guarantee its compatibility with the web based application;
- Identify needs and advise on database functionalities the socio-economic risk & security threat mapping and analysis team requires in order to develop and maintain a dynamic threat-/risk mapping system;
- Develop a strategy and mechanism for socio-economic risk-/ security threat mapping field data collection and management (downloading and uploading of datasets);
- Liaise with national and international counterparts in South Sudan to identify existing databases, support inter-operability and data exchange and promote co-ordination and information sharing;
- Provide technical support to the TRMA team on data information management;
- Prepare training module exercises for national capacity building;
- Data entry;
- Basic mapping and other duties as may be required by the Head of the TRMA.

V. OUTPUTS

Through the duration of the assignment, the Database Officer will deliver the following outputs:

- Develop a multi-lingual dynamic mapping-database interface compatible with web-based GIS;
- Continuously develop extra functionalities according to needs;
- Produce field data-entry guidelines and prepare training module exercises for national counterpart institutions utilizing the threat mapping tool on the ground;
- Data entry and basic map production;
- Other outputs as may be required by UNDP Sudan.

VI. REPORTING

The Database Officer will report directly to the Data Coordinator and liaise daily with members of the TRMA Team and partners as required. He/She will produce reports on various activities as required by The Head of TRMA, as well as a final end of assignment report reviewing activities undertaken.

VII. QUALIFICATIONS

The following educational and professional requirements apply for the selection of this position:

- Advanced university degree (Master's degree or equivalent), preferably in Computer Sciences, Engineering, Geographic Information Systems or related field; A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree..
- 5 years professional working experience at the national and international levels of responsibility in supporting information technology infrastructures;
- Strong practical knowledge and experience in Relational Database Management Systems, Access, SQL, ArcSDE, Oracle, C++ and knowledge of mapping software (ArcGIS) is an asset;
- Familiarity with Spatial Data Infrastructure (SDI) and Spatial Database Engines (SDE);
- Previous field experience in peacekeeping or post-conflict operations;
- Knowledge of or experience with threat/conflict analysis, security sector, DDR, Arms Reduction/Control, and/or post-conflict recovery programming.
- Excellent inter-personal and communication skills;
- Good English writing and oral skills; Fluency in one or more official UN languages

Key Responsibilities and Accountabilities:

Within limited delegated authority, the IT Applications Support Officer will be responsible for the following duties:

In the area of applications support, ensure follow up actions of the operation of IT Help Desk and manage IT clinics. Act as the focal point; supervise the fundamental operations of The Global Fund applications, oversee and provide work direction to external contractors; follow standard Help Desk operating procedures; work close with users to identify, resolve or escalate issues in a timely manner ensuring custemer satisfaction.

Provide advanced technical guidance; solve complex problems and ensure service quality is upheld; test, analyze, diagnose, solve or escalate applications issues, prepare periodic reports on applications support activities.

Be an advocate for TGF applications by working closely with users to resolve any issues they may encounter in a timely fashion and to ensure user satisfaction in a customer oriented manner. Answer incoming second Level tickets in a timely manner with particular emphasis on customer service. Understand and qualify issues, isolate the root cause of the problem. Escalate incident tickets to third level support staff when necessary.

The incumbent will create, revise and maintain documentation on TGF applications when required in accordance with ITIL Framework, configure systems, she/he will manage and administer user security within applications, participate in the design and testing phases of new releases and training for applications, develop tracking indicators related to the 2nd/3rd level support, participate in customer services improvement initiatives, define and coordinate Help Desk training sessions.

PERSON SPECIFICATION

Qualifications and Membership Essential:
- University Degree or equivalent training, self study/work experience in IT or related area. Formal training and certification in computer science or related field; ITIL foundation certification; Microsoft Certified Professional.

Desirable:
- Project Management training.

Experience Essential:
- At least two years of progressively responsible experience at the national or international level in the public/private sector, specializing in information technology. Previous customer service experience and Management of Help Desk staff is required, including experience with the administration of mid-scale Microsoft Windows, NET (C#) and .Net Development environment. IT system troubleshooting and user and 2dn-3rd level desktop support (Microsoft Office).

Desirable:
- Creation and maintenance of IT documentation and IT operational procedures.

Technical skills and competencies Skills:

I. Background

ORGANIZATIONAL CONTEXT

The PeopleSoft Functional Human Resources Management System team is a group of skilled IT personnel with specific competencies in PeopleSoft. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Communications and Public Information (DCPI) communicates UNEP's core messages to all stakeholders and partners, raising environmental awareness, influencing attitudes, behaviour and decisions related to the local and global environment, and enhancing the profile of UNEP worldwide.

This post is located in UNEP/DCPI at the Nairobi duty station. Under the supervision of the Head of the Internet Unit in DCPI, the Associate Website Officer will be responsible for the following duties:

1. Developing www.unep.org/fr navigation/browsing structure: a. Developing navigation or browsing structures for efficient access to UNEP’s French content on the web; b. Providing advice on the appropriate use of internet technologies to ensure efficient functional and aesthetically appealing French content websites; c. Determining the elements for the www.unep.org/fr homepage and corresponding transitional pages.

2. a. Creating French content websites and sub-sites as necessary and/or appropriate; b. Developing, managing and maintaining the static and dynamic French content websites assigned by the DCPI, Internet Unit Head; c. Following up, gathering and updating information/data on assigned French content websites on an agreed upon frequency; d. Identifying information/data within the organization that could be leveraged to enhance both the delivery of substantive information and enhancing the image of the organization; e. Automating French content websites (dynamic websites)/ developing and maintaining databases as appropriate.

3. Translating website content from English to French, or French to English: a. Creating, converting or translating website content from English to French or from French to English; b. Performing as an integral member of the Internet Unit Language Team to ensure consistency of language versions of www.unep.org website (French, Chinese, English, and Spanish); c. Liaising with Divisions in order to determine the appropriate content to be translated for use of the French website; d. Translating press releases produced by UNEP and partners; e. Translating books, booklets, brochures and other promotional material into French language for posting on the website.

4. Maintaining and populating databases that will be used by end users; Preparing, updating and maintaining database documentation and related procedural manuals.

5. Assisting in training courses/seminars/workshops/meetings, awareness / promotional campaigns and demonstrations: a. Booking appropriate training facilities at the request and direction of the supervisor; b. Assisting and providing user support to the technical web managers and the web architect when training technical staff and/or end-users during courses/workshops/etc.; c. Drafting training materials and assisting in conducting training sessions and demonstrations of systems for users; d. Assisting with demonstration of web applications.
Competencies

Professionalism - Good understanding of translation methodology and environmental terminology used in technical documents, reports, and press releases. Overall understanding of and interest in key current environmental issues. Ability to liase with the francophone community and with relevant stakeholders to determine areas of particualr interest for web development in French.

Technological awareness - Uses appropriate technology for assigned tasks, is familiar with various web development tools and content management systems.

Communication - Ability to speak and write clearly, ability to interact with partners effectively and to demonstrate openness in sharing information.

Accountability - Demonstrates the taking of ownership of all responsibilities and honoring commitments; delivers outputs within prescribed time and quality standards.

Qualifications

Education: Advanced University degree in linguistic studies or journallism, combined with Computer, Information Systems or other related field. Equivalent combination of education, certification or a first University degree with a relevant combination of academic and professional qualifications.

Work Experience: A minimum of three years of progressively responsible professional experience in translating technical text from English to French and vice versa. Experience in web development, management and maintenance in a bilingual (French and English) or multilingual environment. Experience in maintaining databases, computer programming, and information management desirable.

Languages: English and French are the working languages of the UN Secretariat. For the advertised post, fluency in oral and written French and English is required. Knowledge of another UN official language is an asset.

This is an exciting opportunity to develop and manage the content for the online presence of Shelter Centre, and international non-governmental organisation, following the development of their new website. The new website, produced by some of the leading specialists in the open-source content management system, Drupal, uses the some of the latest technologies to support the community of practice working to provide shelter following humanitarian crises.

Shelter Centre is an NGO currently hosted by the International Federation of Red Cross and Red Crescent Societies, with an office in Cambridge hosted by the Humanitarian Centre.

Shelter Centre is a small office whose work includes the drafting and evaluation of guidelines, the development of policy, equipment, coordination tools and training, and the organisation and facilitation of meetings, conferences and workshops. The successful applicant can expect to spend a proportion of his or her time working on the duties supporting these functions.

The responsibilities of the post include:

- managing the content of the website, including writing, editing, and testing;
- researching new sources of news and information relevant to the sector, to ensure the site remains up-to-date;
- developing and maintaining an understanding of the community of practice of stakeholders to be supported;
- improving the number and variety of books available in the online Shelter Library;
- analysing site usage statistics and ensuring content is targeted at the needs of the sector;
- providing recommendations and drawing up specifications for further stages of development;
- other activities under the supervision of the co-directors, which may include drafting guidelines, research, report writing, and preparation of training materials.

Required experience/skills:

- university degree, graduate degree preferred;
- website management and development, including writing, editing and testing;
- use of analytics.

Preferred experience/skills:

- use of Drupal CMS, or other open source CMSs;
- use of PHP, ASP, HTML, SQL, and/or style sheets;
- developed and monitored user profiling;
