Job Description

OVERALL RESPONSIBILITIES
The Program Associate will provide technical assistance to improve pharmaceutical management systems in Kenya as a malaria team member working under the supervision of the SPS Regional Malaria Advisor based in Kenya. The Program Associate will support the provision of SPS technical assistance to the Division of Malaria Control (DOMC) and other Roll Back Malaria stakeholders in planning, coordinating, implementing, monitoring, and evaluating activities, with special attention to pharmaceutical management and implementation of Artemisinin-based Combination Therapy policy.

SPECIFIC RESPONSIBILITIES
1. Collaborate with the Division of Malaria Control (DOMC), Kenya to identify priorities and develop strategies to support the overall strengthening of pharmaceutical systems for the appropriate management of malaria.
2. In coordination with the Regional Malaria Advisor and the SPS Malaria team in Kenya, work with the DOMC to achieve the development of appropriate policies for the treatment of malaria.
3. Work within SPS Malaria team to provide the DOMC with tools and technical assistance to improve access to and promote the rational use of antimalarial commodities and services.
4. Support the SPS Malaria team to assist the DOMC to improve quantification, procurement, distribution and use of antimalarials through the public and private sectors.
5. Provide the DOMC with tools and technical assistance to assess and improve pharmaceutical use practices in the community and health facilities.
6. In collaboration with the SPS Malaria team, provide timely information to the USAID/ Kenya, and SPS Arlington on the status of existing and planned activities as requested.
7. Support the deployment of appropriate tools to collect, collate, analyze and disseminate data and information on pharmaceutical management in Kenya.
8. Coordinate with the SPS Malaria team to write technical reports and assist with the documentation of lessons learned and good practices in Kenya for dissemination.
9. Keep a written record of all meetings attended by SPS in the provision of technical assistance to the DOMC and its partners
10. Other duties as assigned by the SPS Regional Malaria Advisor in Kenya.
QUALIFICATIONS
1. Professional degree or other equivalent relevant training with significant experience in public health and research methods. Qualification in health sciences, public health, epidemiology or pharmacy preferred.
2. Strong familiarity and experience with pharmacy and/or pharmaceutical management systems.
3. Demonstrated ability to collaborate with others in developing creative and strategic solutions to achieve common goals.
4. Strong organizational and communication skills.
5. Knowledge of and/or experience in Malaria interventions and public health management issues in developing country context preferred
6. Excellent knowledge of Microsoft Office suite applications such as MSWord, Excel, Access, Power point and Outlook.
7. Database experience required.
8. Willingness and ability to be flexible depending on changing priorities and deadlines.
9. Competency in English language.
10. Ability and willingness to travel periodically within Kenya..

4. Draft the basic requirements and methods for a drought warning system including monitoring and early warning, risk assessment and contribute to the drought assessment methodology study.
5. Evaluate the use of regional and global scale satellite derived rainfall estimates and forecasts for use in Somalia, and outline methods for developing climate-based risk information in support of agricultural decision making and water management.
6. Review and evaluate the meteorological observational networks and set the basic procedures for processing data collected from these networks.
7. Produce the technical report entitled: “Analysis of the general climatic conditions of Somalia to support drought and flood warning systems”.
8. Perform any other duties as required by the Water Coordinator/River Management or CTA

Minimum Requirements:

- Minimum an M. Sc. or equivalent in climatology, meteorology or climate modelling.
- Demonstrated professional competence in the field of climate, agro-meteorology and climatic data analysis with strong background in remote sensing and strong understanding of the meteorological processes leading to droughts and floods.
- At least five (5) years of professional experience, including on issues related to climatic data analysis and modelling, at least three years of which should have been in a developing country.
- Strong interpersonal and communication skills - English language is essential with demonstrated ability in report writing.
- Team player with prior work experience in complex emergencies and knowledge of the Somali language would be a distinct advantage.

Responsibilities

The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Communications and Public Information (DCPI) communicates UNEP's core messages to all stakeholders and partners, raising environmental awareness, influencing attitudes, behaviour and decisions related to the local and global environment, and enhancing the profile of UNEP worldwide.

This post is located in UNEP/DCPI at the Nairobi duty station. Under the supervision of the Head of the Internet Unit in DCPI, the Associate Website Officer will be responsible for the following duties:

1. Developing www.unep.org/fr navigation/browsing structure: a. Developing navigation or browsing structures for efficient access to UNEP’s French content on the web; b. Providing advice on the appropriate use of internet technologies to ensure efficient functional and aesthetically appealing French content websites; c. Determining the elements for the www.unep.org/fr homepage and corresponding transitional pages.

2. a. Creating French content websites and sub-sites as necessary and/or appropriate; b. Developing, managing and maintaining the static and dynamic French content websites assigned by the DCPI, Internet Unit Head; c. 4. Maintaining and populating databases that will be used by end users; Preparing, updating and maintaining database documentation and related procedural manuals.

5. Assisting in training courses/seminars/workshops/meetings, awareness / promotional campaigns and demonstrations: a. Competencies

Qualifications

Work Experience: A minimum of three years of progressively responsible professional experience in translating technical text from English to French and vice versa. Experience in web development, management and maintenance in a bilingual (French and English) or multilingual environment. 1. Background

Post-election violence triggered by the announcement on 30 December 2007 of presidential elections led to the displacement of over 500,000 people in Kenya to camps and/or camp like situations and host families particularly in Nyanza, Rift Valley, Coast, Western, Central and Nairobi Provinces. There are a further estimated 250,000 - 300,000 IDPs who were displaced prior to the current crisis including by violence in 1992 and 1997, cattle raids, and competition over limited resources, floods, drought and other natural disasters.

Although the violence was triggered by disputed election results there was a clear ethnic dimension to the violence with members of specific groups targeted. It has also become evident that there the underlying historical, political and social-economic factors including land grievances contributed considerably to the violence patterns and intensity.

The signing of the Peace Accord on 28 February 2008 between the two opposing parties; the Party of National Unity (PNU) and the Orange Democratic Movement (ODM) has created the space to start discussions on outstanding issues. To partly implement the Peace Accord, the government has drafted a National Reconciliation and Emergency Social and Economic Recovery Strategy which sets out the broad parameters for the return of IDPs in the coming three months. In coordination with the government and the Kenya Red Cross, the humanitarian agencies have revised an Emergency Humanitarian Response Plan appealing for USD 189 million through 2008.

In early January 2008 eleven sector/clusters were adopted to organize the international humanitarian response in Kenya. The sectors/clusters currently operational are; Health, Wash, Education, Food, Nutrition, Shelter & NFIs, Logistics, Protection, Camp Management & Coordination Emergency Telecoms and Early Recovery.

OCHA supports the Humanitarian Coordinator with coordination of humanitarian action and supports the sectors with the necessary common services and tools for effective cross-sector collaboration in the areas of Information Management, Advocacy/Resource Mobilization and Disaster Preparedness and Response efforts to ensure more inclusive, comprehensive and well-prioritized coordination.
Effectively collecting, compiling, analyzing and disseminating timely and relevant information is one of the primary challenges for humanitarian organizations in any response. In Kenya in particular, accurate information is a prerequisite to implementing effective relief operations, as well as addressing other longstanding acute and chronic vulnerabilities and as an advocacy tool for improvements of the humanitarian situation.

2. Accountabilities / Duties

The incumbent, based in Eldoret, will be reporting on a daily basis to the Head of Office. In particular, the incumbent will be responsible for the following tasks:

1. Analyze, prepare position reports and provide advice on a range of policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance;

2. Prepare regular situation reports highlighting relevant operational factors affecting the humanitarian situation and response efforts;

3. Support and facilitate the development and implementation of inclusive, field level humanitarian coordination mechanisms, including managing working relationships between funding and implementing agencies of the UN, NGOs and other humanitarian partners in line with the Humanitarian Reform agenda.

4. Support the preparation, implementation and monitoring of the county’s humanitarian work plan (usually expressed through the Common

5. Humanitarian Action Plan (CHAP)/Consolidated Appeal Process (CAP)), soliciting and negotiating inputs with relevant authorities, UN agencies, NGOs, etc.;

6. Facilitate substantive linkages between emergency response, preparedness/prevention, rehabilitation and recovery programs; as well as with other related areas such as peace building, human rights, etc;

7. Facilitate / participate in interagency assessment missions to build consensus on sector and geographic priorities;

8. Assist in matters related to natural disasters and new emergencies including monitoring and reporting; supporting United Nations Disaster Assessment Coordination (UNDAC) missions; preparation, monitoring and reporting on appeals, elaborating costs plans, initiating lessons learned, etc.;

9. Consult UN agencies, NGOs, the diplomatic community and non-state actors in order to develop strategies to identify and track information required for early warning of potential conflict and conflict-related vulnerability.

10. Liaise with humanitarian partners on the collection of information to effectively map areas of humanitarian needs and response activities in support of coordination efforts;

11. Foster and reinforce linkages between field monitoring, information management and coordination efforts;

12. Support inter-agency contingency planning efforts, ensuring linkages between various contingency plans, adequate pre-positioning of stocks as required, etc.;

13. Support advocacy initiatives on issues impacting humanitarian needs and response efforts through the collection of information, liaison with humanitarian partners, government officials, and media, development of appropriate strategies, etc.;

14. Support the Head of Office in the day to day management of field and sub-offices as relevant, including assisting in the work planning and budgeting process, resource mobilization, financial, administrative and security (MOSS / MORSS) management, etc;

15. Manage day-to-day activities of the OCHA sub-office in the field duty station, providing oversight for all substantive/programmatic, logistics, administrative, and security issues;

16. Support human resources planning and management in field and/or sub-offices including: recruitment, supervision and support of field staff;

17. Provide leadership and work direction to a team and mentor/supervise the work of new/junior officers.

18. Take lead in the planning and budgeting process, support resource mobilization and ensure sound financial management.

19. Oversee and monitor human resource requirements of the sub-office including planning and overseeing the selection of field staff as well as supporting the overall development of field staff, fostering teamwork and communication amongst field staff, and promoting linkages between field staff and relevant regional and headquarters colleagues.

20. Ensure the Office produces timely, quality outputs including comprehensive work plans, concise and factual situation reports, analytical papers, comprehensive and fact-based information products, etc.

21. Perform other duties, as required.
Work implies frequent interaction with the following

Professionalism:
Sound knowledge of and exposure to a range of humanitarian assistance, protection and human rights issues, strong analytical capacity and in particular the ability to analyze and articulate the humanitarian dimension of issues which require a coordinated UN response; ability to identify issues and to use sound judgment in resolving a wide range of problems; including ability to evaluate and integrate information from a variety of sources to assess the impact of the humanitarian situation in assigned country/area; ability to work under pressure, including in insecure environments; solid understanding of institutional mandates, policies and guidelines related to humanitarian affairs and of the institutions of the UN system, in particular, the mandate and core polices of OCHA.

4. Qualifications / Experience

An advanced university degree (Master’s degree or equivalent) preferably in political science, business or public administration, sociology, law, international relations, economics, management, or related area of studies. A combination of extensive relevant professional experience with at least a first-level university degree (i.e. Bachelor’s degree or equivalent) in one of the academic disciplines listed above, may be accepted in lieu of the advanced university degree.

Successful candidate(s) must have, at least, a minimum of seven (7) years of progressively responsible professional experience in the field of humanitarian affairs, disaster management and response, inter-agency coordination, or in a related area of expertise. The required professional experience must include at least three (3) years of international experience. Professional field experience (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency and/or natural disaster) is highly desirable.

Excellent command (i.e. mastery of verbal and written) of English is a requirement.
Knowledge of a second UN language is desirable.

Knowledge of institutional mandates, policies and guidelines pertaining to humanitarian assistance. Knowledge of the institutions of the UN system. Relevant experience in the region an asset.

- Establishment of Project Plan to undertake Security Risk Assessment and Security Plan.
- Conducting Security Risk Assessment in multiple locations. Security Risk Assessment should include identification of overall country security risk level, vulnerability assessment of Islamabad and Kashmir office, local, expatriate personnel, project activities / approaches employed and submission of Corrective Action Plan.
- Preparing a comprehensive Threat Assessment to include all locations in the areas where Diakonie staff are present and operational;
- Working together with local Law Enforcement and Security Resources, conducting and arranging meetings with United Nations Offices and bodies, local and International NGOs (Non-Governmental Organizations) and other relevant organizations within the region.
- Working with and leading Diakonie's local team at all phases of the assignment.

A smaller, yet substantial, part of the job will be to undertake a range of job related administrative and organizational tasks within the Diakonie Pakistan Office as part of the team.

Requirements:

- Minimum 5 years of experience in Security Planning and Security Training for the international humanitarian aid community such as UN bodies, NGOs and other aid organizations is a must.
- Ability to complete tasks and meet deadlines.
- Former project experience in Afghanistan, Pakistan, India and/or South East Asia is preferable.
- Ability to work well in teams and good at interpersonal communication.
- Tactical and diplomatic.

II. Organizational Context

The pooled fund, the Humanitarian Response Fund (HRF) for Somalia, was established in 2004 to provide rapid, flexible and predictable funding for emergency response and gap filling humanitarian interventions. The HRF is managed by OCHA, in partnership with its Advisory Board, under the authority of the Humanitarian Coordinator. Since its inception, the Fund has increasingly become an important coordination and financing tool for the humanitarian community for Somalia, including UN agencies, local and international NGOs and the Red Cross/Crescent Movement. In 2007, the HRF allocated over $10 million to 63 projects. In 2008 and onwards, the HRF is expected to remain instrumental in enabling life saving response, addressing gaps in funding, sector and geographical coverage and promoting coordination and collaboration as well as fostering complementarily with other funding mechanisms.
III. Summary of Key Functions:

Under the overall guidance of the UNOCHA Head of Office, and under the direct supervision of the HRF /Donor Relations Officer, the HRF/Donor Liaison Officer will assist in the functioning of the HRF secretariat to support efficient and effective management of the Fund in line with its mandate and strategic objectives as well as the strategic goals set forth in the Somalia CAP.

The HRF/Donor Liaison Officer will be based in OCHA Somalia Country Office in Nairobi and is expected to travel to Somalia as necessary to monitor HRF-supported projects and liaise with partners in the field.

1. Responsible for HRF funding, administration and monitoring of proposals in the assigned portfolio throughout their project life cycle:
- Proposal screening: Liaise with OCHA field offices, the respective Clusters and other relevant entities in order to screen their relevance based on the needs and priorities, appropriateness and feasibility for funding consideration. Review proposals also in light of the HRF guidelines, overall humanitarian response priorities and plans of the Clusters and field coordination mechanisms. Liaise with implementing partners to improve or adjust proposals to ensure that HRF-funded projects contribute to the enhancement of coordinated response. Advise the Head of the Unit with recommendations for funding and prepare necessary documentation to the Board. Follow up with the Board on their consideration and if approved prepare necessary documentation for the Humanitarian Coordinator for his/her final endorsement;
- Project administration: Prepare Agreements, disbursement requests and other necessary correspondence and documentation pertaining to the administration of funding of approved proposal within his/her portfolio. Ensure timely and appropriate liaison with OCHA Administrative Office in Geneva to accomplish the necessaries in a timely manner throughout the project life cycle;
- Monitoring: Continuously liaise with implementing agencies in his/her portfolio to stay abreast with progress and bottlenecks of interventions and provide necessary support and advice to partners to ensure effective and timely implementation. Also liaise with implementing agencies throughout project life cycle to ensure their compliance with the terms and conditions for the use of the funds;
- Reporting: Ensure timely and effective reporting by implementing agencies on progress, impacts and the utilization of the funds. Analyze reports and recommend measures for improvement or correction. Ensure the Advisory Board, the Clusters, the field offices and OCHA management are kept informed of the progress. Contribute to OCHA’s information products, including the fact sheet, monthly cluster reports, periodical HRF updates and OCHA Somalia web site as well as donor reporting. Correspond with OCHA Geneva CAP section to ensure HRF allocations are accurately reflected on the Financial Tracking System (FTS);
- Other HRF Secretariat support: Assist in convening Advisory Board meeting, including meeting preparation and recording of proceedings and decisions. Assist in any other matters pertaining to the functioning of the HRF Secretariat.

2. Provide back-up support to the HRF/Donor Relations Officer on matters relating to OCHA’s support to UN Agencies in accessing the Central Emergency Response Fund (CERF) as assigned, including following up on the status of applications, advising Agencies on guidelines and procedures, monitoring the progress in the use of the fund, coordinating the drafting of the annual report of the Humanitarian Coordinator, and providing update and analysis of the CERF allocations to the Somalia Humanitarian Country Team as required.

3. Provide back-up support to the HRF/Donor Relations Officer on the general donor relations matters, as assigned, including monitoring, analyzing and reporting on the funding level of the CAP projects, contributing to OCHA’s information products regarding CAP funding, liaising with partners to collect information on allocation priorities and gaps, drafting donor communication documents and correspondence, and ensuring timely and accurate reporting to the FTS.

4. Provide back-up support to the HRF/Donor Relations Officer on matters relating to the resource mobilization for OCHA Somalia and the HRF, including tracking of incoming contributions, liaison with OCHA Geneva External Relations and Administrative Office, drafting of funding proposals and donor reports and communications, and reporting to the FTS.

5. Perform any other duties assigned by the Office.

- Minimum 5 years of experience in International Organizations including UN agencies with an emphasis on humanitarian emergency intervention with a strong background in project management, monitoring and evaluation, administration, or financial management. Experience with the United Nations is an asset.
