Job Description

Job title: Administrative Logistics/Procurement Assistant
Type of Contract: Service Contract
Category/Grade level: G4
Duty station: Nairobi with possibility of short field missions in PEER’s countries of intervention
Duration: 12 months

Duties and Responsibilities

Under the direct supervision of the AO and general guidance of the Head of Office the incumbent will perform the following duties:

* Liaise with Kenyan authorities and Embassies and/or Missions on official matters related to UN official missions, e.g. Visas, re-entry, work permits, etc.
* Liaise with all UNESCO PEER offices in the field on a regular basis for the supply of equipment and stationery.
* Maintain the tracking system for distribution and collection of supplies and pouches to and from the field.
* Liaise with the Administrative Officer (AO) for sourcing of quotations and procuring essential goods and services as required by PEER projects in Nairobi and the field.
* Maintain an updated inventory of equipment in Nairobi and field offices, and assist in preparing the reports as and when required by HQ;
* Be responsible for the logistical needs of the Projects, organize transport for Programme activities in Nairobi and coordinate logistics for conferences and meetings as required.
* Organize transport and take a lead in all travel arrangements for staff/consultants going on mission and field-based staff and prepare Travel Orders and DSA advance forms for staff on Mission and travel for incoming UNESCO staff whether from HQ or any other areas as may be required;
* Process VAT exemption for suppliers (Ministry of Foreign Affairs, Kenya Revenue Authorities) and any other authorities involved.
* Supervise drivers and assist in submitting their overtime as per UNESCO rules.
* Assist by acting as the security focal point on all security related issues for UNESCO PEER staff.
* Assist in preparation of procurement plans and follow UNESCO and UN rules and regulations for all procurement related activities including maintaining the suppliers’ database.
* Assist in the preparation of contracts between PEER and other parties, and ensure full adherence to UNESCO PEER guidelines and policy governing the scholarship programme.
* Assist in advising the AO and UNESCO PEER in his/her areas of responsibility.
* Assist in monitoring and reporting on accounting and financial matters pertaining to the post.
* Perform any other duties as assigned by AO, Coordinator & Head of Office.
Recruitment Qualifications

Education: Secondary Education and qualification in Procurement or other related discipline, university education is an added advantage;

Experience:

* Minimum of 5 years of relevant work experience, preferably in emergency and reconstruction situations;
* Strong written/spoken English skills and Kiswahili; knowledge of French is an added advantage.
* Capacity to work under pressure and in a multicultural environment
* Ability to work in a team and without close supervision
