Background:

Founded in 2001, CARDI (the Consortium for Assistance and Recovery towards Development in Indonesia) is a coalition of the International Rescue Committee (IRC), the Dutch refugee foundation Stichting Vluchteling (SV) and the Norwegian Refugee Council (NRC). CARDI's clients are Indonesians affected by poverty, conflict and natural disaster in the provinces of Aceh, Yogyakarta, Central Java, Central Sulawesi, Maluku and North Maluku. By investing in Economic Development, Health and Children and Youth Initiatives, CARDI's support provides resources that enable Indonesians to articulate their needs, advocate for change and affect improvements in their lives through social and economic entrepreneurship. CARDI also equips its clients with the ability to recover from disasters and conflicts, and prevent the reoccurrence of future conflicts, through Disaster Response and Mitigation programming. Four strategic, cross-cutting approaches—Advocacy, Rights, Good Governance and Gender—are evident in all CARDI programs, and ensure that change is both durable and sustainable. While still addressing basic needs for displaced populations and returnees, CARDI increasingly provides transitional, post-conflict recovery and development programs.
At present CARDI has assured funding for a 12 month, 1.5 million dollar Community Driven Regeneration program, focusing on providing small grants for community based economic development activities in two districts. There is also the possibility of a 1.5 million dollar project for the construction of a clean water system in 22 villages in Aceh Besar district to be funded by UNICEF and AmeriCares.

CARDI is looking for a social entrepreneur, with proven program management and program development experience, to represent and manage the CARDI Aceh program operations. The Aceh Program Coordinator will represent CARDI in Aceh and oversee the implementation of CARDI projects and programs along both Aceh's north and west coasts. He/she is responsible for facilitating project development for CARDI in Aceh. In addition, he/she will provide overall coordination for CARDI programs and personnel, provide regular monitoring and evaluation, lead program development initiatives in Aceh, and act as a liaison with donors and other local and international partners.

RESPONSIBILITIES:

Program / Personnel Management

- Ensure consistent management oversight and coordination for CARDI's current Aceh field offices and personnel along the north and west coasts to develop overarching programs and synergies, including regular scheduled coordination meetings;

- Undertake regular monitoring and evaluation of programs to ensure that they are in compliance with the grant agreement objectives, indicators and budget and on track to ensure deliverables;

- Liaise with Jakarta on a regular basis to ensure adequate support and coordination to Aceh Programs;

- Integrate CARDI programs and CARDI's Strategic Plan 2007 - 2009 with province level reconstruction, regeneration and poverty reduction initiatives in both tsunami and conflict-affected regions;

- In coordination with Director of Programs, develop monitoring and evaluation tools and provide adequate training for staff to implement effective M&E systems;

- Coordinate timely and accurate reporting to donors and headquarters via reporting mechanisms in Jakarta;

- Design mentorship, training and capacity building program for the development of key national staff leadership positions in coordination with CARDI national staff capacity building plan.

Program / Partnership Development

- Research new funding opportunities and manage program development in collaboration with national teams, Director of Programs and the Country Director with a focus on the CARDI's strategy for Aceh and in line with CARDI's Strategic Plan 2007 - 2009;

- Research and develop new partnership opportunities in Aceh for multi-partner program applications and projects in line with CARDI's Strategic Plan 2007 – 2009;

- Research and develop, in collaboration with field teams, innovated targeted program opportunities in Aceh's conflict-affected communities, including the development of concept papers and proposals;

- Determine and identify the technical assistance required to develop programs in new sectors that are in line with CARDI's Strategic Plan 2007 – 2009, including the design and implementation of comprehensive assessments.

Liaison

- Represent CARDI in Aceh Province with donors, international and local partners;

- Represent CARDI at interagency meetings, conferences, seminars or other events as requested by the Country Director;

- In coordination with the Director of Programs, meet regularly with current and potential donors in Aceh.

- Undertake other tasks requested by Country Director.

REQUIREMENTS:

- Masters degree (or equivalent) preferred;
- Four years work experience in a development, refugee and/or conflict setting;
- Proven skills in program management, program development and donor liaison.
- Familiarity with budgeting using MS Word and Excel;
- Familiarity with different USG and European donor formats, guidelines, and requirements;
- Program development, monitoring, and evaluation experience;
- Organized and detail-oriented with multi-tasking abilities;
- Excellent communication skills, both oral and written;
- Strong writing and management skills;
- Excellent English (written and spoken); Bahasa Indonesia a plus;
- Relevant work experience in Asia preferred.
