Job Description

ESSENTIAL JOB DUTIES/SCOPE OF WORK:

1. The Finance Director is responsible for administrative and financial management to ensure compliance with IMC and donor regulations and procedures; establishing finance and supporting function policies, systems and procedures, and directing or performing their development, documentation, and implementation 2. The Finance Director is responsible setting up and supervising accounting operations and financial management functions that are in compliance with IMC, donor, and Yemeni regulations:
a. Review and account for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments;
b. Oversee training of finance staff and provide technical support to country program and logistics;
c. Supervise and/or prepare budgets; Present & facilitate review of actual to budget expenditures with Country Director and Program Managers; Provide recommendations for budget realignments as required;
d. Provide training to finance staff on IMC procedures and requirements
3. Finance Director is responsible setting up and supervising administrative and human resource functions that are in compliance with IMC, donor, and Yemeni regulations. Oversight of staff contracts, leave records and associated HR requirements

QUALIFICATIONS:

1. Minimum of a college or university degree in accounting or Business Administration; preferably a Master’s degree.
2. Minimum 3 years managerial experience in a non-profit organization or equivalent experience, training and education.
3. Extensive experience in the administrative and financial management of overseas programs at the management level. Three years of experience required, of which 1 year should be of developing country experience or resource deprived environment.
4. Extensive experience in working with computerized accounting systems, preferably ACCPAC
5. Knowledge of PRM, UNHCR, DfID, and USAID financial regulations;
6. Ability to communicate financial information to supervisors, department managers, and upper management, and employees from other departments.
7. Extremely flexible, and have the ability to cope with stressful situations and frustrations.
8. Fluency in English required. Arabic language skills a plus.

OTHER COMMENTS:

While performing the duties of this job, the employee frequently works in precarious places. There may be no telephones, air conditioning, central heating or electricity in the home or work place. Some travel between program sites may be a requirement of this position.
