Job Description

The Department of Cooperatives is the umbrella organization of the Government of Nepal that not only works as a regulating structure but also actively works towards promotion and development of cooperatives. Among other things, the Department is involved in research and study on cooperatives, formulation of laws and policies, provision of various capacity building trainings to cooperatives through Cooperative Training Centre, institutionalization, monitoring and evaluation of cooperatives and representation functions at national and international levels. In order to supplement the local expertise, the Department is seeking international expertise on financial cooperatives and Credit Unions. The objective of this assignment is to play an advisory role to Department of Cooperatives for reforms in financial cooperatives policy. The volunteer is expected to present the cases of Canada and preferably of a third country and do a comparative study with what is proposed in Nepal and provide policy recommendations as well as assist in preparing monitoring and evaluation procedures.RESPONSIBILITIES

* Assist in preparation of national financial cooperative policy and procedural guidelines by presenting experiences from other countries;
* Assist to prepare supervision, monitoring and evaluation standards of financial cooperatives.


EXPERIENCE AND REQUIRED COMPETENCIES

* Masters Degree in Cooperatives/Financial Policy or related field;
* Strong background/knowledge on global cooperative movement and specific experience in cooperative/credit union movement in Canada.
* Skills in organizing, planning and prioritising work and meeting deadlines;
* Ability to write clearly and precisely in English is essential;
* Ability to work in multicultural teams with autonomy, flexibility, creativity and innovation.
