Job Description

The International Center for AIDS Care and Treatment Programs (ICAP), Mailman School of Public Health, is seeking a Grants and Development Manager. Reporting to the Director of the Operations Unit, the incumbent will work closely with the members of ICAP's leadership group, New York-based and overseas programmatic staff, and the ICAP-NY Finance Team to manage the development of reports and renewal requests for ICAP's grants and cooperative agreements. In addition, the incumbent will be responsible for the preparation of proposals for additional funding.

Responsibilities include:

Grant Management Tasks

1. Liaise with financial management staff when proposals are awarded to ensure the timely establishment of accounts
2. Maintain a "database" of grant renewal dates, and due dates for all periodic technical and financial reports. Ensure that ICAP technical staff receive ample notice of these due dates
3. Coordinate the preparation of renewal proposals (as below under Development Tasks)
4. Coordinate the preparation of technical reports (e.g., quarterly and/or annual reports for major programs)
5. Notify financial management staff of due dates for financial reports. Assist with any necessary liaison between ICAP financial and technical staff
6. Liaise with ICAP-NY Finance and ICAP-NY Human Resources staff to ensure that systems are in place to appropriately communicate salary support allocations in funded proposals
7. Serve as ICAP point of contact for New York and overseas based staff with regard to funding proposals; direct inquiries to appropriate ICAP-NY Finance staff as necessary
8. Liaise with funding agencies as required
Development Tasks

9. Coordinate the preparation and production of all ICAP proposals, including project management of the proposal team, assuring that proposals contain all required information and data and comply with funding agency and Columbia University policies
10. Develop and maintain standard operating procedures for ICAP proposal preparation
11. Develop and adapt templates for narrative elements, budgets, and budget justifications that meet the requirements of funding agencies and Columbia University and are user friendly for program and country staff
12. Assure that proposals receive appropriate input from internal stakeholders and appropriate review by Columbia University's Office of Research Administration
13. Manage review of budgets prepared by programmatic staff: coordinate with the Finance Unit and Project Officers to ensure timely development and review of budgets, edit budgets as necessary, manage the development of summary budgets, and ensure that appropriate information is uploaded and entered into Columbia University systems
14. Maintain searchable files of past proposals and assist in the adaptation of existing text and data to meet the needs of new proposals
15. Liaise with ICAP Communications Manager to ensure consistency of information between funding proposals and renewals, ICAP's website, and other ICAP communications materials; assist the Communications Manager in designing and producing a variety of print- and web-based materials for publicity and informational purposes
16. Assist in editing technical proposals
17. Coordinate all correspondence related to proposal preparation, review, and follow-up
18. Coordinate with any subcontractors that may be participating in proposals
19. Supervise temporary and administrative staff during final proposal production
20. Review key publications (e.g. CDC, USAID, NIH websites) and advise staff of upcoming RFA and other grant application deadlines
21. Perform other duties as assigned

Minimum Qualifications:

Requires a Bachelor's degree and five years of related experience. Grants Management and proposal development experience. Excellent budgeting, written and oral communications skills. In addition, strong organizational and communication skills.

Preferred Qualifications:

Master's degree and knowledge of US Government rules and regulations strongly preferred.
