Job Description

Crown Agents USA, Inc., in partnership with the Bureau for Industrial Cooperation (BICO) of the University of Dar Es Salaam (BICO), will (i) provide procurement agent services, assisting the GoT to diligently oversee, discharge and perform all services necessary to achieve the optimum value for the monies in MCC funded contracts, while ensuring that all procurement transactions are conducted in compliance with the principles, rules and procedures set out in the MCC Compact; and (ii) provide procurement oversight & advisory services to the government entities which were identified by the GoT and approved by the MCC to assume Procurement Agent responsibilities.

* The project office, based in Dar Es Salaam, will handle all day-to-day contact with the client, and ensure, to the extent practicable, that all project deliverables are provided in a timely manner.
* Coordinate the general day-to-day activities of the in-country team and manage the local office;
* Act as chief liaison with MCA-Tanzania and other stakeholder ministries regarding activities to be undertaken under the assignment;
* Coordinate all activities and information/ feedback with MCA-Tanzania and other stakeholder ministries: (a) standards and timetable for the preparation of work programs/procurement plan and bi-annual review of these; (b) review of work programs/procurement plan; (c) format and schedule of project reporting in accordance with MCA-Tanzania and MCC procedures and approvals;
* Develop the Procurement Operations Manual and suite of standard bidding documents in accordance with MCC Program Procurement Guidelines, the Compact and any Supplemental Agreements; and introduce MCA-Tanzania staff to these documents;
* Manage the procurement of goods, services and civil work, in a transparent and ethical manner, in accordance with MCC Program Procurement Guidelines, including inter alia: (a) preparation of advertisements and organization of procurement arrangements; (b) preparation of all procurement documents e.g. bidding documents/request for proposals, (c) Bid Evaluation Reports, (d) notification of award, (e) contract management (f) arranging inspection, etc.;
Qualifications

* 5-10 years experience managing large donor-funded contracts
* Extensive knowledge of US Government procurement regulations
* Excellent communications and project management skills
