JOB PURPOSE:

As a member of the Senior Management team to contribute to the management of the country programme in Afghanistan with specific responsibility for ensuring effective administrative, logistics and human resource systems are established and maintained. Responsible for maintaining and updating Concern Afghanistan security guidelines and advising senior management on security policies and procedures.

MAIN DUTIES AND RESPONSIBILITIES:

a) Senior Management

* Assist the Country Director in the management of the country programme through involvement in the decision making process.
* Contribute to the roll out of the Country Strategic Plan
* Participate in Senior management meetings


b) Administration:

* To maintain effective systems for the maintenance and security of the Concern Offices.
* To oversee the purchase of office equipment and supplies.
* To ensure that the offices and houses conform to recommended health and safety standards
* General administration – design, implement, manage and ensure the maintenance of appropriate administrative systems and procedures.
* Ensure travel arrangements for all staff, process entry permits and work permits for international staff.


c) International Staff Administration

* Ensure that visas and work permits for all international personnel are in order and advise HR Department of any changes to visa requirements, papers etc.;
* Co-ordinate the arrival, in-country induction and briefing of all new international personnel;
* Regularly advise the HR Dept of location and movement of international personnel;

d) Logistics

* Oversee the central logistics unit ensuring that systems including ordering, transportation, delivery, storage, control and reporting on the use of programme and team supplies are in accordance with standard Concern procedures and policies.
* Ensure that guidance and monitoring in all Concern logistical procedures and policies are given to all field locations.


e) Transport

* Oversee the Transport and Maintenance Departments ensuring smooth management, maintenance, allocation and scheduling of Concern's vehicles.
* Oversee the revision of the country Transport policy.


f) IT and Communications

* To oversee the establishment, maintenance, development and security of all Concern Afghanistan's IT equipment and systems.
* Ensure that Concern Afghanistan procedures and policies are in conformance with Concern Worldwide guidelines on IT.
* Oversee the continual revision of IT Equipment and policies.


g) Security

* Monitor and report on security in all programme areas and in other areas that likely impact Concern's programme areas.
* Ensure the implementation of the security policy and train staff where necessary in security procedures and thinking.
* Make recommendations for the updating of the security policy.
* Provide security orientations to all new staff and refresher orientation periodically for all staff.


h) Concern Afghanistan Support Offices

* To oversee and support Concern Afghanistan Support Offices (CASOs) in Islamabad and Dushanbe with regular and periodic visits to each.


i) Management

* Set Objectives, conduct reviews and perform Performance Development Reviews with all direct reports.
* Work with direct reports to coach and train in order to develop their own management skills.
* Ensure that direct reports in turn set objectives, conduct reviews and perform PDRs with their staff.
