Job Description

The Institute for Sustainable Communities (ISC) is looking for chief of party candidates to lead the development and implementation of expected new nationwide civil society programs in the Balkans and FSU. We are especially interested in candidates who have achieved positive program impacts and demonstrate creative and adaptive program management in challenging environments.

Ideal candidates will have senior-level civil society experience in designing, implementing and directing international programs that present innovative approaches to: increasing advocacy and citizen participation in public policy decision making; capacity development; legal framework; and the use of public information networks and media to advance civil society.

Qualifications: Senior level of management, preferably as chief of party; strong prior experience in overseeing complex grant-making operations that ensure transparency and can be adapted to emerging opportunities and trends is required; significant past experience in Balkans and/or FSU preferred; management of USAID funded programs; financial management; demonstrated ability to rapidly establish an office and operational presence in-country; ability to hire exceptional national staff; and ability to develop and sustain close relationships with program partner organizations, USAID’s country mission, host government officials and a wide range of national and international NGOs.
Experience in developing annual work plans and preparing regular program reports and documentation is critical, as is the ability to establish and sustain program monitoring teams and impact evaluation. Must be fluent in English; regional Balkan languages or Russian language skills desired.
