Job Description

1. Background:

The United Nations Development Programme (UNDP) in Timor-Leste is currently seeking a writer of the second report on the national Millennium Development Goals, which is planned to be published in September/October 2008. The project aims to enhance the capacities of the National Statistics Directorate (NSD) in monitoring the implementation of poverty reduction policies and programmes to address the MDG process through the production of the second national MDG Report, while enhancing transparency and promoting accountability through dissemination of the results on the implementation of poverty reduction policies and programmes to the people. By having more accurate and disaggregated data, there will be a stronger analytical base for MDG target setting and refinement. This project will be catalytic in building national capacities to carry out monitoring and reporting on the MDG and targets in a systematic way, and inform policy making on intervention designed to benefit the poor.

2. Activities:

Under the overall supervision of the UNDP Deputy Country Director (Programme), and the direct supervision of the Head of Pro-Poor Policy Unit, and working in cooperation with the Programme Officer and the National Consultant of the MDG Report, the Writer will be responsible to perform the following tasks:

* Review existing literature and relevant reports, data and information, including the first MDG report 2004.
* Consult with relevant institutions / organisations (Ministries, the private sector, development partners and civil society organizations and individuals).
* Based on the data and information gathered, prepare the first draft of the report.
* Submit the draft report to the Head of Pro-Poor Policy Unit, which will be scrutinized by peer reviewers and other experts as well as the relevant elements of the institutional framework.
* Taking into account the feedback and inputs, finalize the report.
* Assist in the preparation of the executive summary of the report and a press kit for the launch of the report.
* Consult and coordinate with the UN Country Team.

3. Expected outputs:

The Writer is expected to write and produce Timor-Leste’s 2008 MDG Report, in a manner that is comprehensive and easy to understand by lay people.

4. Duration: 14 days (beginning early May 2008)

5. Profile of the writer:

The Writer should have:

* Masters degree in social science.
* A minimum of 5 years of work experience, particularly in poverty analysis
* Experience with writing English language texts.
* Experience and familiarity with the Millennium Development Goals Reports.
* Familiarity with basic computer software, i.e. Microsoft Office Word and Excel.
