Job Description

OVERALL RESPONSIBILITIES
SCMS Rwanda requires the services of a procurement specialist who will manage the placement and tracking of all SCMS Rwanda commodity orders.

SPECIFIC RESPONSIBILITIES
1. Participate in meetings of the SCMS Team and coordinate meetings with MoH departments, CAMERWA, clients, and donor agencies.
2. Collect, compile and maintain all original files for all commodity supply plans from quantification and supply planning advisor and other sources.
3. Communicate with clients to assure correct specifications for all items ordered and communicate with SMCS buyers to assure correct items are procured.
4. Technical assistance to CAMERWA with the preparation of tendering documents for PEPFAR funded procurement, and for the analysis of bids received and selection of vendors.
5. Preparation of SCMS procurement documents using SMCS enterprise management system (ORION and Resource Manager) to initiate procurement actions, including Price Estimate Request (PER) and Firm Price Request (FPR).
6. Submission of FPQs to CAMERWA for signature and transmission of signed documents back to PMO (Project Management Office).
7. Daily tracking of Firm Price Quotations (FPQs), Requisition Orders (ROs), Sales Orders (SOs), Purchase Orders (POs), Advance Shipment Notices (ASNs), and Delivery Notes (DNs) in ORION and Resource Manager.
8. Production of weekly reports on status of all active procurements for review by LRA and CAMERWA.
9. Production of monthly and quarterly reports of procurement actions and status.
10. Perform other specific assignments as agreed

QUALIFICATIONS
1. Bachelor’s degree with at least 5 years successful managing pharmaceutical and or laboratory commodity procurement at central medical stores, commercial wholesaler of hospital in east or central Africa
2. Strong organizational skills and ability to work in a team-oriented, culturally diverse environment.
3. Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve policy and operational constraints
4. Ability to handle multiple tasks simultaneously, set priorities, and work independently.
5. Demonstrated skills in Microsoft Office Suite applications, including Word, Excel, Project and Powerpoint
6. Fluent in French and English
