SUMMARY: Primarily responsible for long-term mine planning. Will also provide technical support in short-term planning.

ESSENTIAL DUTIES DEPENDING UPON EXPERIENCE:

1. Prepare pit designs and equipment scheduling to maximize efficiency.

2. Lignite loading and hauling planning and scheduling to optimize efficiency while meeting the quality requirements of our customer.

4. Participate in meetings with our Customer related to mine plans and process optimization.

5. Prepare economic analyses and make recommendations.

6. Prepare and compile results for production reports.

7. Prepare specifications and evaluate bids for equipment and services.

9. Assist and coordinate with Contractors and our Customer permit applications and permit revisions as needed.

POSITION SUMMARY

Promotes optimal, quality, cost-effective health care services to members throughout the continuum of care by coordinating, procuring, negotiating and managing the medical care delivery of members; working collaboratively with primary care providers, specialty and ancillary providers, in-patient case managers and discharge planners, and community-based organizations to meet members’ health care needs.

RESPONSIBILITIES

* Uses clinical judgment to review, monitor, and coordinate facility admissions, proposed surgical procedures, and specialty services requests by utilizing -approved clinical guidelines; reviewing clinical reports and records; determining medical necessity of proposed procedures; coordinating services at the appropriate level of care; communicating decisions to primary care practitioners.
* Monitors in-patient care and facilitates appropriate transition to out-patient or lower levels of care by referencing -approved clinical guidelines; reviewing member’s medical record; communicating with member, attending physician, hospital case managers and discharge planners, member’s primary care physician and other health care professionals to address member-specific needs; discussing cases with’s Medical Director and Case Managers regarding appropriateness of care and alternatives; arranging home health, referral to community-based resources, and other services to meet the member’s post-discharge needs.
* Coordinates case management and disease management programs by assisting primary care physicians and primary care site case managers in managing the care of members; assisting in the coordination of care post hospital discharge; reviewing covered benefits and alternative community and government based programs that may be available to member; identifying members in need of intensive case management and targeted disease-management initiatives; assisting IPA case managers and serving as a liaison between and IPAs; monitoring patient outcomes; analyzing existing policy and providing feedback as indicated.
* Serves as an intradepartmental “expert” or one or more product lines (e.g., Medi-cal, Healthy Families, Medicare), programs (e.g., CCS, CPSP) and/or functions (MEDecision) by developing a comprehensive knowledge base on each area of expertise; representing the department in interdepartmental and external meetings and forums regarding each area of expertise; educating and serving as a resource to staff members.
* Contributes to the team effort, maintains customer confidence, protects operations, and identifies potential quality issues by attending department meetings; giving and receiving feedback; performing other duties and assignments as requested; accomplishing related results as needed; keeping information confidential; communicating quality of care issues to CQI staff; providing requested data as required for QI studies; providing case-specific follow-up on an as-needed basis.
* Provides oversight in the appropriate use of emergency room services by reviewing selected emergency room claims for services provided beyond the initial evaluation; fostering relationships with staff at assigned hospitals to improve coordination of care at appropriate levels; identifying member and provider education opportunities regarding the appropriate use of emergency room services.
Education:

* Registered Nurse (RN) in CA (active status); current driver’s license and proof of auto insurance.
* Certification in utilization review and/or case management.
* Graduate from an accredited school of nursing.
* BS degree in nursing preferred

Experience/Skills:

* 2 years experience working in an acute care facility (ICU, emergency department, and/or medical/surgical unit) or 2 years experience in a managed care environment.
* Experience in case management, home health, medical claims review, discharge planning.
* Knowledge of managed care principles, CPT, ICD-9, HCPCS coding, experience with medical review criteria (Milliman & Robertson).
* Ability to communicate effectively verbally and in writing; exceptional telephone and customer service skills; ability to establish effective working relationships with physicians and medical professionals; ability to organize work effectively, determine priorities, and work well independently

Concurrent Review RN

POSITION SUMMARY

Assesses plans and coordinates optimal and timely care delivery for members along the entire continuum of care. Responsible for ensuring that ongoing services being utilized for patient care continue to meet the guidelines for that level of care. Participates in UM/CM quality and outcome monitoring.

Works closely with all departments necessary to ensure that the processes, programs and services are accomplished in a timely and efficient manner in accordance with policies and procedures and in compliance with applicable state and federal regulations including CMS and/or Medicare Part D and Special Needs Plan (SNP).

RESPONSIBILITIES

· Reviews inpatient census on a daily basis and prioritizes cases based on high risk assignment, diagnosis, and available information. Obtains clinical information and reviews against nationally recognized guidelines.

· Review not meeting pre-certification guidelines are referred to Chief Medical Officer for determination.

· Conducts concurrent review by telephone or on-site.

· Applies Milliman USA guidelines to monitor, review and coordinate proposed services for adult and pediatric populations; and determine LOS; screen for under and over utilization.

· Forwards quality of care concerns to QI using criteria for identification of these cases; assist with QI studies; provides case-specific follow-up for pre determined cases.

· Collaborates with Provider of care, patient and significant others to arrange for alternative care and post-discharge needs.

· Utilizes pharmacy, ER encounter history, and admission history summaries to assist providers in developing a comprehensive discharge plan which includes member’s total potential discharge needs..

· Refers catastrophic and targeted disease management cases to appropriate Case Manager.

· Coordinates member’s continued care needs upon discharge from inpatient setting with assigned Case Manager.

· Reviews or assist in reviewing policies and workflow at least annually. Participates in QIA activities that would identify conditions appropriate for DM efforts.

· Under the direction of department manager researches and assist in the implementation of processes surrounding workflow and internal guideline development designed to enhance member outcomes and increase customer satisfaction.

· Attends department meetings; provides feedback for existing processes; maintains patient confidentiality; represents department in interdepartmental and external meetings and forums regarding each area of expertise.

· Functions as a resource to internal and external customers by developing relationships with staff at assigned hospitals, clinics, and delivery care providers in order to facilitate and improve coordination of care. Provides education to members and providers on available resources to members. Offers assistance to peers when needed.

Education:

· Graduate from an accredited school of nursing.

· Registered Nurse (RN) in CA active status); current driver’s license and proof of auto insurance.

· BSN degree in nursing and certification in utilization review and/or case management preferred.

Experience/Skills:

· 3 years experience working in an acute care facility (ICU, emergency department, and/or medical/surgical unit) and 1 year experience in a managed care environment or hospital discharge planning or high risk management or outpatient clinic.

· Inpatient discharge planning and high risk management experience or outpatient referral management preferred.

· Working knowledge of Microsoft Word programs.

· Knowledge of managed care principles, CPT, ICD-9, HCPCS coding, experience with inpatient and outpatient medical review guidelines (Milliman USA,Interqual).Familiar with Medi-Cal, Medicare. Familiar with Web based standard of care sites i.e. NIH, ACOG.

· Ability to communicate effectively verbally and in writing; exceptional telephone and customer service skills; ability to establish effective working relationships with physicians and medical professionals; ability to organize work effectively, determine priorities, and work well independently.

Physical Requirements:

· Prolonged periods of sitting at desk; intermittent standing, walking, bending, stooping, lifting 10 lb. or less.

Prepare and submit permit applications as needed to assure continuous compliance. Participate in negotiations with each of these agencies to obtain approvals and/or permits and releases of completed projects. This item incorporates preparation of maps and text, including use of AutoCad, ArcView, and other computer systems.
- Coordinate implementation of reclamation and wetland mitigation plans with Mine Planning and Mine Services to accomplish the work. Maintain knowledge of current status of work on each project and take actions as required to meet project schedules. Take actions as necessary to correct deficiencies and assure timely completion of projects and acceptance of the work by the relevant agencies.
- Develop, implement and maintain effective systems for monitoring and reporting of progress of reclamation and mitigation, including appropriate and efficient balance of internal and external resources. Prepare or manage preparation of all required reports to federal, state, and local authorities.
- Participate in negotiations with other agencies, such as the River Water Management District, Fish and Wildlife Conservation Commission, and others, whenever reclamation is involved in permitting or information requests with these agencies. Provide information as appropriate on reclamation technology, costs, and performance.
- Conduct research and experimentation on reclamation procedures, materials, and techniques, including cooperative efforts with outside entities such as Florida Institute of Phosphate Research, universities, consultants, and government agencies. Evaluate research results and apply to ongoing work as appropriate.
- Maintain knowledge of current regulatory requirements and technological advances relative to reclamation and mitigation. This item includes participation in the Florida Minerals & Chemistry Council and relevant meetings and conferences.
- Develop training materials and conduct periodic training in environmental compliance for other personnel and other departments for this position’s areas of responsibility.

REQUIREMENTS:
- Bachelors degree in Engineering or environmental science related field is preferred, with knowledge of biology and hydrology desirable. Must have experience in permitting and compliance related to reclamation of wetlands, mining and mitigation.
- A thorough knowledge of environmental regulations, particularly those related to impacts to land, is required.

This individual will be responsible for the design, implementation and oversight of monitoring strategies, tools, procedures and surveys to assess success of the Global Fund Round 7 Malaria Program. The $75 million program was established for increased utilization of Long Lasting Insecticide-treated Nets and widespread adoption of Artemesinin-Combination Therapy (ACT) among target populations. The Manager will also supervise two to three locally recruited staff. This full-time position is based in Juba, Southern Sudan and reports to the Malaria Program Director.

RESPONSIBILITIES:
- In concert with the PSI Country team, the Ministry of Health and other key stakeholders, contribute to the design of the malaria control implementation strategy for Southern Sudan, especially the establishment of key success indicators and milestones throughout the intervention area;
- Working with the grant manager and project sub-recipients to develop monitoring strategy, frameworks and tools for activity monitoring and evaluation of program impact;
- Lead implementation of necessary formative research to inform project implementation;
- Supervise the collection, quality control, consolidation and analysis of distribution and other activity-related data in cooperation with all sub-recipients;
- Design and implement surveys to assess success of the program in meeting key project outputs where appropriate and in collaboration with key stakeholders;
- Share findings and evidence with relevant stakeholders and contribute to discussions on how to re-direct interventions as appropriate; and
- Establish networks of information collection and sharing, and strengthen overall M&E capacity of all SRs.
QUALIFICATIONS:
- Masters in Public Health with substantial monitoring and evaluation experience or PhD in epidemiology, demography or related research discipline;
- 3-5 years of experience in a challenging developing country context such as Sudan;
- Demonstrated experience with quantitative and qualitative research processes;
- Strong English written and oral communication skills; ability to present information effectively to various audiences, large and small; and
- Ability to work productively in a fast-paced team environment and capacity to exercise influence with sub-recipients diplomatically and effectively.

Groupe One, créé en 1997, est une ONG active dans le domaine du développement durable appliqué aux entreprises (responsabilité sociétale des entreprises). Les projets de Groupe One sont partagés entre la Belgique et l'international. Initialement l'activité s'est développée au travers du « Guichet d'Economie Locale » à Saint-Gilles visant à soutenir la création de micro-entreprises.

Depuis trois ans, Groupe One a développé des projets de coopération au développement avec la RD Congo. Trois « Guichets d'Economie Locale » (GEL) ont été créés (à Kinshasa, Bukavu et Lubumbashi) avec l'aide des partenaires congolais et continuent d'être appuyés. Ces guichets permettent également de réinsérer des publics plus vulnérables dans la vie économique et sociale. A Lubumbashi, Katanga, Groupe One conduit aussi un projet de réinsertion socio-économique des enfants creuseurs artisanaux dans les mines de cuivre et de cobalt, au travers de formation professionnelle ou de l'appui au développement d'activités génératrices de revenus. Actuellement, les activités internationales s'orientent davantage vers la promotion du développement durable et à la concrétisation sous forme de futurs projets de promotion de l'entreprenariat à forte valeur ajoutée environnementale.

Projets de Lubumbashi

Une brève description des projets situés à Lubumbashi sont repris ci-dessous :

- Un projet de développement économique local a été lancé au courant de l'année 2007, au travers de la création d'un « guichet d'économie locale » (GEL) sur le même modèle que les projets de Kinshasa et Bukavu. Le GEL offre des services d'appui à la micro- et petite entreprise en matière, d'information, de formation (jeux d'initiation à la création et gestion d'entreprise et formations thématiques approfondies en comptabilité, gestion des ressources humaines, etc.), d'accompagnement pré- et post-création des (candidats-) entrepreneurs et d'appui-conseil aux entreprises existantes.
- Un projet de réinsertion socio-économique des enfants creuseurs dans les mines de cuivre et de cobalt est en cours depuis l'année 2005. Il vise d'une part à assurer la réinsertion scolaire des enfants de moins de 16 ans et d'autre part à assurer la réinsertion socioprofessionnelle des enfants de plus de 16 ans au travers de formation technique et d'un appui au lancement de leur activité économique.

RESPONSABILITES

Les responsabilités du Coordinateur se déclinent de la manière suivante :
- Il/elle assure la supervision de l'ensemble des activités et équipes de Groupe One à Lubumbashi ;

The Logistics Coordinator will head the IRC Southern Sudan logistics team, under the direct supervision of the Deputy Director Operations. S/He will provide strategic direction to the department's work in terms of ensuring quality and effective logistical support to programs. S/He also and has overall policy and management responsibility for various functions in the Logistic Department. The Logistics Coordinator is expected to provide the field teams with the tools necessary to provide effective and efficient logistical support to the programs being implemented in their field site. The position has linkages with the Program Technical Coordinators, Finance, Grants and IRC Technical Unit to support and strengthen IRC's programming in Southern Sudan. The Logistics Coordinator is expected to travel extensively to provide technical support to the field offices. S/He would supervise Logistics Manager in Juba and a Logistics Officer in Kenya. S/He is expected to spend 50% of the time in the field.

RESPONSIBILITIES:

* Provide quality leadership and oversight of all IRC Southern Sudan Logistics functions, including procurement, asset and stock management, transport and communications.
* Establish, maintain and ensure that IRC Southern Sudan Logistics staff and systems are meeting the needs of end users in a timely and efficient manner.
* Ensure proper planning and expenditure of all Logistical funds, review of Budget vs. Actual expenditure reports and monthly Logistics reports and give feed back to all field sites and the DDO.
* Work closely with Finance, Admin and Program Departments and Field Offices to ensure a smooth flow of information on matters pertaining to Logistics, particularly with the Operating Budget, budget development, Grant Opening/Mid-term/Closing meetings, procurement planning and donor reporting.
* Liaise with IRC Kenya, Uganda and Sudan, as necessary, to ensure procurement done outside the country is done efficiently.
* Ensure that all IRC Southern Sudan Logistics policies and procedures are compliant with relevant IRC, donor (USG, EU and UN), and Government of Southern Sudan regulations and legislation.
* Ensure that IRC Southern Sudan Logistics Manual and Policies are up-to-date, and that all staff is trained in and conversant with the same.
* Within the first 4 months of assignment, design and begin implementation of a program of systematic training and support to all field-based staff to improve their awareness of and compliance with Logistics systems and procedures.
* Design and implement a program of capacity-building for all logistics staff designed to strengthen the capacity for autonomous action of the Juba and field-based Logistics departments.
* Maintain current knowledge of local government requirements related to logistical matters and ensures compliance with legal requirements
* Develop a long-term plan for continued quality leadership of the IRC Southern Sudan Logistics Department, including developing the senior logistics staff at each site.
* Participate in IRC Southern Sudan Security Management Planning, and assist the DCR / DDO with operational security matters.
REQUIREMENTS

* Qualification in Logistics or Supply Chain Management or similar experience.
* Minimum 3 years international experience in logistics management, preferably within an NGO setting.
* Demonstrated excellence in training and capacity-building of specialist and non-specialist staff in logistics management.
* Strong knowledge and practical experience of the logistics policies and regulations of IRC's key donors – particularly USG (USAID, PRM, DRL) and EU. (IRC-experience preferred).
* Strong team-player, excellent leadership, communication and inter-personal skills, ability to work independently.
* Ability to identify and communicate potential problems and propose solutions to the level of management and then effect change.
* Good verbal and written English language skills. Local languages an advantage.

PRIMARY PURPOSE OF THE POSITION

The ARC Program Development and Technical Services Team works in four priority areas: 1) Strengthening the ARC programmatic quality via expert technical assistance and guidance to better work with the community, 2) Strengthen specific programs related to technical areas such as health and economic opportunities through assistance and monitoring and evaluation to ensure quality, 3) Development and innovation of proposals and subsequent funds, 4) Integrating ARC’s global approach with awareness of global trends.
The Program Development Advisor will serve as the leader on ARC’s long-term program development strategies, proposal quality assurance, and donor outreach. In this capacity, s/he will set the team’s program development agenda based on needs identified in the field and in close coordination with the field, the technical units and the advocacy team. Furthermore, s/he will support the field teams and the technical units in strengthening their capacities to secure diverse and multi-year funding.
To fill this role, ARC is looking for a seasoned, independent and motivated self-starter to join the Program Development and Technical Services Team at ARC as the team focuses strategically on securing a diverse range of donors and multi-year funding with the goal of increasing ARC’s overall impact. The Program Development Advisor will be responsible for cultivating a portfolio of existing donors, as well as developing strategies that lead to the identification and cultivation of new funding sources. S/he will be responsible for fostering new relationships that result in the development of program initiatives and that further ARC’s global leadership priorities. In addition, this individual will serve as a focal point for liaising with the ARC field staff and HQ departments on researching, developing and responding to new opportunities for funding. The Program Development Advisor will be committed to fostering organizational learning and will use creative approaches to facilitate learning in his/her technical area.
A major component of securing funding is building credibility. The Program Development Advisor will work with various staff at ARC to ensure the documentation of best practices and select the best methods to document and provide evidence supporting these best practices.

MAJOR AREAS OF ACCOUNTABILITY

PRIMARY DUTIES/RESPONSIBILITIES % OF TIME

- Support team members in identifying, cultivating and developing new funding opportunities.

- Write and edit high quality proposals to potential donors. Develop proposal protocols and coordinate the review process with the field, within International Programs, Finance and Human Resource departments.

- Establish and spearhead an internal Program Development Committee that will research, review and prioritize programmatic directions and proactively seek continued and new funding for ARC programs.

- Monitor requests for proposals and review and disseminate donor guidelines.

- Create proposal writing guidelines, tools and tips for field staff and technical staff and conduct trainings on this areas.

- Budget creation in coordination with other members of International Programs and the field.

- Represent ARC International with internal and external entities.

- Serve as the focal point for troubleshooting and problem solving as it relates to proposal development.

- Coordinate the technical teams’ review of program reports to donors.

- 30% Travel to donor agencies and ARC field sites

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

Education and Training

- Masters Degree in an international and relevant field

Experience

- 5-10 years in international and relief programming
- Solid knowledge of relief programs and methods
- Strong experience in proposal development and programmatic design
- Familiarity with research and analysis
- Experience working in emergency, conflict, or post-conflict settings
- Experience working for a private voluntary organization
- Experience in donor relations
- Strong experience in proposal development

Technical Skills: Required
- Relevant experience in crisis settings
- Knowledge of Government donors including a good understanding of donor regulations and budgeting processes
- Excellent verbal and written English skills, particularly communication skills for diverse audiences
- Demonstrated ability to conceptualize and operationalize program strategies
