Malaria Program Monitoring and Evaluation Manager

PSI seeks a Malaria Program Monitoring & Evaluation Manager to provide support to PSI’s global mission. This individual will be responsible for the design, implementation and oversight of monitoring strategies, tools, procedures and surveys to assess success of the Global Fund Round 7 Malaria Program. The $75 million program was established for increased utilization of Long Lasting Insecticide-treated Nets and widespread adoption of Artemesinin-Combination Therapy (ACT) among target populations. The Manager will also supervise two to three locally recruited staff. This full-time position is based in Juba, Southern Sudan and reports to the Malaria Program Director.

RESPONSIBILITIES:
- In concert with the PSI Country team, the Ministry of Health and other key stakeholders, contribute to the design of the malaria control implementation strategy for Southern Sudan, especially the establishment of key success indicators and milestones throughout the intervention area;
- Working with the grant manager and project sub-recipients to develop monitoring strategy, frameworks and tools for activity monitoring and evaluation of program impact;
- Lead implementation of necessary formative research to inform project implementation;
- Supervise the collection, quality control, consolidation and analysis of distribution and other activity-related data in cooperation with all sub-recipients;
- Design and implement surveys to assess success of the program in meeting key project outputs where appropriate and in collaboration with key stakeholders;
- Share findings and evidence with relevant stakeholders and contribute to discussions on how to re-direct interventions as appropriate; and
- Establish networks of information collection and sharing, and strengthen overall M&E capacity of all SRs.
QUALIFICATIONS:
- Masters in Public Health with substantial monitoring and evaluation experience or PhD in epidemiology, demography or related research discipline;
- 3-5 years of experience in a challenging developing country context such as Sudan;
- Demonstrated experience with quantitative and qualitative research processes;
- Strong English written and oral communication skills; ability to present information effectively to various audiences, large and small; and
- Ability to work productively in a fast-paced team environment and capacity to exercise influence with sub-recipients diplomatically and effectively.

The International Rescue Committee currently seeks a Logistics Coordinator for its Southern Sudan program, based in Juba with extensive travel to the field.

The Logistics Coordinator will head the IRC Southern Sudan logistics team, under the direct supervision of the Deputy Director Operations. S/He will provide strategic direction to the department's work in terms of ensuring quality and effective logistical support to programs. S/He also and has overall policy and management responsibility for various functions in the Logistic Department. The Logistics Coordinator is expected to provide the field teams with the tools necessary to provide effective and efficient logistical support to the programs being implemented in their field site. The position has linkages with the Program Technical Coordinators, Finance, Grants and IRC Technical Unit to support and strengthen IRC's programming in Southern Sudan. The Logistics Coordinator is expected to travel extensively to provide technical support to the field offices. S/He would supervise Logistics Manager in Juba and a Logistics Officer in Kenya. S/He is expected to spend 50% of the time in the field.

RESPONSIBILITIES:

* Provide quality leadership and oversight of all IRC Southern Sudan Logistics functions, including procurement, asset and stock management, transport and communications.
* Establish, maintain and ensure that IRC Southern Sudan Logistics staff and systems are meeting the needs of end users in a timely and efficient manner.
* Ensure proper planning and expenditure of all Logistical funds, review of Budget vs. Actual expenditure reports and monthly Logistics reports and give feed back to all field sites and the DDO.
* Work closely with Finance, Admin and Program Departments and Field Offices to ensure a smooth flow of information on matters pertaining to Logistics, particularly with the Operating Budget, budget development, Grant Opening/Mid-term/Closing meetings, procurement planning and donor reporting.
* Liaise with IRC Kenya, Uganda and Sudan, as necessary, to ensure procurement done outside the country is done efficiently.
* Ensure that all IRC Southern Sudan Logistics policies and procedures are compliant with relevant IRC, donor (USG, EU and UN), and Government of Southern Sudan regulations and legislation.
* Ensure that IRC Southern Sudan Logistics Manual and Policies are up-to-date, and that all staff is trained in and conversant with the same.
* Within the first 4 months of assignment, design and begin implementation of a program of systematic training and support to all field-based staff to improve their awareness of and compliance with Logistics systems and procedures.
* Design and implement a program of capacity-building for all logistics staff designed to strengthen the capacity for autonomous action of the Juba and field-based Logistics departments.
* Maintain current knowledge of local government requirements related to logistical matters and ensures compliance with legal requirements
* Develop a long-term plan for continued quality leadership of the IRC Southern Sudan Logistics Department, including developing the senior logistics staff at each site.
* Participate in IRC Southern Sudan Security Management Planning, and assist the DCR / DDO with operational security matters.
REQUIREMENTS

* Qualification in Logistics or Supply Chain Management or similar experience.
* Minimum 3 years international experience in logistics management, preferably within an NGO setting.
* Demonstrated excellence in training and capacity-building of specialist and non-specialist staff in logistics management.
* Strong knowledge and practical experience of the logistics policies and regulations of IRC's key donors – particularly USG (USAID, PRM, DRL) and EU. (IRC-experience preferred).
* Strong team-player, excellent leadership, communication and inter-personal skills, ability to work independently.
* Ability to identify and communicate potential problems and propose solutions to the level of management and then effect change.
* Good verbal and written English language skills. Local languages an advantage.
* Must be able to function effectively in complex work environment, set appropriate priorities and deal effectively with numerous simultaneous requirements
* High level of familiarity with computer word-processing, spreadsheet and database packages essential.
* Willingness to travel to and work in remote and/or insecure environments - this position will spend up to 50% of time traveling to IRC Southern Sudan Field Offices.

Job Description

I. SUMMARY

This document sets out terms of reference for expertise to establish and maintain a coordinating capacity within the “socio-economic risk & security threat mapping and analysis” component of the Strategic Planning Support Team of UNDP Sudan.

II. BACKGROUND

UNDP Sudan is carrying out a restructuring of many of its programme units, with the idea of integrating its security programmes (DDR, Mine Action) with the Natural Resource and Resource-based conflict Unit, its Community Recovery and Rehabilitation Unit and its Recovery and Rehabilitation Programme presently within the Trust Funds Management Unit. The objective of this restructuring is to address and correct multiple overlapping within programmes and projects, to identify and build on potential strategic synergies between them, rationalizing and optimizing the use of resources, particularly in terms of staffing. Finally, and possibly more importantly, the objective is to assure that the overall programming in the new Unit is responsive to strategic national needs and priorities, internally coherent, and appropriately integrated within the overall strategy of UNDP Sudan.

The complexity and breath of Sudan’s security enhancement and socio-economic recovery and development challenges call for strategic planning tools that are capable of clearly identifying and presenting the multiplicity of the security threats and the socio-economic recovery risks, and of detailing their inter-linkages, while supporting the process of priority-setting in terms of selected responses and interventions.

Based on the existing security threat mapping methodology being developed within UNDP’s Interim DDR Programme (IDDRP), and calling upon UNDP Sudan (and other key international partners’) prior experience with socio-economic risk mapping, together with BCPR tools and experience in conflict and risk analysis, it is proposed to create a socio-economic risk & security threat mapping and analysis team (termed the TRMA), initially focused on Eastern Sudan, 3 Areas and other key (mostly southern) states in Sudan.

The TRMA team should have the capacity to support both UNDP and its’ key counterparts, particularly community, regional and state-level authorities, in the strategic selection and planning of interventions, through both the presentation and definition of the critical challenges, and the facilitation of effective analysis and scenario building. It will also be a key facilitator of effective coordination, by clearly evidencing gaps and overlaps of the selected interventions.

The unit will additionally provide, through the periodic updating of its’ mapping, a dynamic tool for M&E and impact assessment of the interventions.

III. ACTIVITIES

The socio-economic risk & security threat mapping system, at present, is a manual process and needs to acquire a GIS capacity in order to institutionalize it as an operational tool.

The GIS Officer will undertake the following activities:

- Update the socio-economic risk & security threat mapping database based on the output requirements;
- Develop and maintain socio-economic risk & security threat geographic datasets and maps and disseminate these products based on the output requirements using server-based GIS technology;
- Identify needs and advise on the GIS products and services the socio-economic risk & security threat mapping and analysis team requires in order to develop and maintain a dynamic threat-/risk mapping system;
- Develop a strategy and mechanisms for threat-/risk mapping data collection and management;
- Liaise with other organizations (UN, NGOS, international agencies, national counterparts) in order to identify existing geographic datasets, support inter-operability and data exchange, promote data management best practices, and provide technical support;
- Provide strategic guidance to the Strategic Planning Support Team on data and information management needs for the threat-/risk mapping system;
- Assist the Head of the TRMA in threat-/risk mapping sensitization, security threat-/socio-economic risk analysis, training, and design activities;
- Develop strong links with other GIS staff and spatial data providers in Sudan to promote co-ordination and information sharing between organizations;
- Participate in sector working groups to identify information needs and provide technical support;
- Other duties as may be required by the Head of the TRMA.

IV. COMPETENCIES

- Develop GIS data repository and update the database;
- Produce specialized maps (national, state, local) displaying security threat and socio-economic recovery risk data as required;
- GIS training modules for national counterpart institutions utilizing the threat mapping tool;
- Set of GIS threat-/risk mapping system guidelines and SOPs;
- Mobile mapping/GIS techniques
- Other outputs as may be required by the Head of the TRMA.

VI. REPORTING

The GIS Officer will report directly to the Head of TRMA and liaise daily with members of the TRMA Team and partners as required. He/She will produce reports on various activities as required by the Head of TRMA, as well as a final end of assignment report reviewing activities undertaken.

VII. QUALIFICATIONS

The following educational and professional requirements apply for the selection of this position:

- Advanced university degree (Master's degree or equivalent), preferably in preferably in Geographic Information Systems, computer science, or related field; A first level university degree or a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

- At least five years of progressively responsible experience in Information planning and management, at least 2 years of that experience at the international level;
- Strong practical knowledge and experience in GPS, GIS and cartography, including knowledge of current GIS software (ArcGIS, MapInfo) and the use of server-based GIS technology;
- Knowledge of related software and systems (database, word processing, desktop publishing);
- Knowledge of Remote Sensing and raster – vector integration techniques;
- Familiarity with Spatial Data Infrastructure (SDI);
- Knowledge of or experience with threat/conflict analysis, security sector, DDR, Arms Reduction/Control, and/or post-conflict recovery programming would be an asset.
- Excellent inter-personal and communication skills;
- Excellent English writing and oral skills; fluency in one or more official UN languages is desirable

The Analyst/Programming specialist will undertake the following activities:

- Support the development of the security threat and socio-economic risk mapping and analysis project based on the output requirements;
- Support the develop the “Priority Information Requirements” for the TRMA with all relevant information collection providers and stakeholders to ensure effective threat and risk mapping by the Information Collection Team, through the TRMA collection plan, with the support of the GIS teams;
- Support maintenance and coordination of “Priority Information Requirements” with all relevant information collection providers and stakeholders and ensure regular update of the TRMA collection plan;
- Based on the preliminary threat and risk mapping, support the work of the Conflict Advisory Group (s), the State Strategic Planning groups and the RC-coordinated Working Groups, in developing a multi-stakeholder conflict analysis and promote participatory planning for the required responses/interventions, through the work of the TRMA Analysis and Mapping teams;
- Provide appropriate support given for the capacity-building of partners/counterparts, both within State/national government and within the UN agancies/NGOs, through the RCO;
- Provide timely briefings to senior UN staff and key national counterparts, both on a periodic basis and as needed;
- Contribute to timely production and quality of products (strategic assessments, risk and threat assessments; early warning/critical information reports, thematic reports) produced by the TRMA;
- Ensure that the appropriate level of confidentiality for TRMA products is maintained and prepare standard operating procedures for the work of the TRMA, as required.

VII. QUALIFICATIONS

The following educational and professional requirements apply for the selection of this position:

- A first level university degree with a relevant combination of academic qualifications and experience. An advanced university degree (Master's degree or equivalent), preferably in political/social science, business administration, international relations or other related field (Police College, Military Staff or War College) is desirable.
- At least 5 years progressively responsible experience in policy analysis and strategy development in an advisory and/or managerial position. Experience in an intelligence collection environment with emphasis on source management concepts and operations. Experience in drafting high quality analytical products as well as experience in military, security, political and/or economic development. Previous experience in a peacekeeping operation is an advantage.;
- Experience in coordinating the development of enhanced data management and visual display facilities, including the integration of Geographic Information Systems (GIS) into operational support tools;
- Knowledge of or experience with threat/conflict analysis, security sector, DDR, Arms Reduction/Control, and/or post-conflict recovery programming would be an asset.
- Excellent inter-personal and communication skills;
- Excellent English writing and oral skills;
- Good computer skills, including proficiency in word processing, databases, design- and presentation software;

- Develop and maintain a multi-language socio-economic risk & security threat mapping database based on the output requirements & guarantee its compatibility with the web based application;
- Identify needs and advise on database functionalities the socio-economic risk & security threat mapping and analysis team requires in order to develop and maintain a dynamic threat-/risk mapping system;
- Develop a strategy and mechanism for socio-economic risk-/ security threat mapping field data collection and management (downloading and uploading of datasets);
- Liaise with national and international counterparts in South Sudan to identify existing databases, support inter-operability and data exchange and promote co-ordination and information sharing;
- Provide technical support to the TRMA team on data information management;
- Prepare training module exercises for national capacity building;
- Data entry;
- Basic mapping and other duties as may be required by the Head of the TRMA.

- Advanced university degree (Master's degree or equivalent), preferably in Computer Sciences, Engineering, Geographic Information Systems or related field; A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree..
- 5 years professional working experience at the national and international levels of responsibility in supporting information technology infrastructures;
- Strong practical knowledge and experience in Relational Database Management Systems, Access, SQL, ArcSDE, Oracle, C++ and knowledge of mapping software (ArcGIS) is an asset;
- Familiarity with Spatial Data Infrastructure (SDI) and Spatial Database Engines (SDE);

PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps has been working in Sudan since 2004 and is implementing humanitarian, recovery and development program in Darfur, the three transitional areas and southern Sudan. Program activities include Emergency NFI distribution to IDPs, hygiene promotion, water and sanitation, civil society capacity building, agricultural livelihoods and education programs. Mercy Corps programming in Sudan is in highly dynamic and volatile locations where safety and security systems will support the flexibility ability for MC to continue programming. MC currently has over 40 expatriates, 450 national staff in 16 offices.

GENERAL POSITION SUMMARY:

The Safety and Security Officer (SSO) will be brought in to accomplish three major functions. The primary function will be:

1. To assess the current operational context in each Mercy Corps Offices in the North Sudan, Three transitional areas and southern Sudan, identify our operational limitations and solutions based on potential insecurity, as well as make recommendations as to the budgetary and procedural implications for continued programming in this potentially insecure environment. For this, the SSO will work in coordination with the Operation Director to draw up a work plan that will allow him or her to travel and to implement safety and security mechanism in all Mercy Corps offices in the region

2. The second function will be updating or develop security management plan (SMP) base on the assessment of current operational context to enhance security and safety of Mercy Corps staff and operations in all offices in northern, transitional areas and southern Sudan. The SMP will emphasize acceptance as the primary strategy for security with consideration on protection and deterrence strategy when it is needed. Each field office will have specific security and safety plan as part of the general Security Management Plan which can include security tree, warden system, evacuation route, etc. This can be synchronized with existing UN security and safety plan in each area.

3. The third function is to institutionalizing the security management plan by building the capacity of the security management team to systematically hold the staff members accountable for the adherence to and periodic review of security protocols. This will be done by conducting formal safety and security training in each office base on the updated security management plan to ensure that staff are capable and confident in coordinating and leading security management functions, including threat assessment, policies/protocols, communications, inter-agency liaison, and critical incident response. The training will also ensure that appropriate field managers are fully cognizant of prevailing security threats and fully advised on means to reduce staff vulnerability to those threats. At the end of his/her contract, the SSO need to ensure that SMP is implemented consistently and effectively and that all employees are aware of their roles in maintaining staff safety and security.
ESSENTIAL FUNCTIONS:

Security Assessment of context and Mercy Corps Operations in Darfur, the three transitional areas and southern Sudan

The reported presence of the hostile parties in Darfur, the transitional area and a dramatic increase in violence in the region requires an expert assessment of the viability of continued operations in the area as well as the implications for the security of Mercy Corps staff stationed in the region. The Security Advisor will devote a considerable amount of time to this task and will be required to deliver a detailed assessment and security recommendations based this work, particularly regarding budgetary and procedural implications.

Security Management Plan and other Documents

Lead the implementation and the evaluation of the current SMP and other security-related documents, bringing them up to date and involving both national and international staff to ensure understanding and buy-in. Make concrete recommendations for revising Mercy Corps policies and procedures to further enhance safety and security. Institutionalize the revised SMP throughout Mercy Corps' presence in Sudan. The revised SMP will take into account the different contexts in which each office is located, as well as changing logistics according to the time of year.

Staff Capacity Building

Ensure that staff in all offices has the knowledge and skills necessary to effectively implement the SMP and keep it up to date in the face of evolving contexts. This will include ability to provide orientation to all new staff; proper use of Mercy Corps communications systems; acquire and disseminate information routinely to all staff in all security-related developments; appropriate networking with other NGOs, the UN system and other appropriate bodies; institute a consistent incident reporting mechanism and post incident follow-up procedures; enable staff to assist the Country Representative, Regional Director and the headquarters Crisis Management Team in the even that a staff member is killed, seriously injured, kidnapped, et cetera; and other tasks as appropriate according to the SMP.

Workplace safety

Address basic safety-at-work issues, including the provision of fire extinguishers/other tools, first aid equipment, etc., in all offices, vehicles, and residences. Ensure that relevant staff members are trained in basic first aid and proper use of safety equipment.

Other duties as requested by the Operations Director.

ACCOUNTABILITY:

WORKS DIRECTLY WITH: Operations Manager, Deputy Country Director, Heads of Office, Program Managers, project and administration staff

KNOWLEDGE AND EXPERIENCE:

At least 6 years field experience working with United Nations and/or NGOs in complex emergency operations.
Experience monitoring and directing staff security and safety related tasks, including training.
Experience living, traveling and working effectively in insecure and austere environments.
Excellent English oral and written communication skills required, knowledge of local languages preferred.
Demonstrated proficiency in using computers, basic software systems, and email. Strong knowledge of communications equipment (e.g., radio and satellite telephone systems), protocols, systems and usage.
Must be able to work in an environment where modern medical facilities may be several days away, and must maintain 24-hour on-call status for emergency purposes.

SUCCESS FACTORS:

The successful SSO will have the ability to thrive in a fast-paced, multi-tasking environment, in which security management is only one facet of operations, while maintaining the respect of staff, vendors and colleagues. A keen understanding of security management practices, particularly with regards to promoting acceptance strategies while balancing program objectives and needs will be essential. The successful SSO will also demonstrate a strong understanding for the cultural, political and religious environment in the region, and be able to live and work successfully in those environments. LIVING CONDITIONS:

The Safety and Security Officer will travel to different offices in North and South Including Darfur, Khartoum, transitional areas and south Sudan. Living conditions in Sudan are mostly basic with better facilities in capital cities like Juba and Khartoum. Although conditions and services continue to improve rapidly, in some places, there are no permanent structure and activities needs to be carried out from camping facilities. Medical facilities are basic, and tropical diseases including malaria are endemic.

The USAID Southern Sudan Mission has been funding the Capacity Project for 3 years to support the Government of Southern Sudan (GOSS) to plan and implement a Human Capacity Development (HCD) program that will support both the public and NGO sectors. The Capacity project program responsibilities have grown over time and a second technical team member is now required to support the work of the Country Coordinator and to provide technical expertise and advice in aspects of the work.

PRIMARY RESPONSIBILITES

The Technical Advisor will provide support to the Country Coordinator in designing, planning, implementing, monitoring and evaluating Capacity Project activities in South Sudan. The Advisor will from time to time deputize for the Country Coordinator in the day to day management of Capacity South Sudan activities. He/she will, in cooperation with the Counrty Coordinator and the point person in Chapel Hill, take forward the development of the Capacity project South Sudan strategy, focusing on program development and implementation and ensuring complimentarily and synergy with other partners and with the GOSS. The incumbent will provide technical support in workforce development activities.

The Technical Advisor will be accountable for meeting the specified goals of her/his work to the Country Coordinator in the first instance.

ESSENTIAL FUNCTIONS

* Provide technical support in development of plans and preparation of technical reports and take responsibility for the final quality of plans and reports.
* Work with the Country Coordinator, Point Person in Chapel Hill and Technical Support Teams to prepare high quality proposals for funding.
* Manage overall project planning, monitoring and reporting including development of project reporting systems and tools.

Description de la mission :

Triangle GH est présent au Soudan depuis septembre 2003. Sur le plan opérationnel, TGH a ouvert son premier projet d’assistance aux victimes de la crise du Darfour en Juin 2004. Ce programme, installé dans l’ouest Darfour dans le camp de déplacés de Riyad, comprend un volet coordination globale du camp, recensement des personnes, la construction d’abris d’urgence et de latrines, accès à l’eau pour la consommation et l’usage quotidiens, la distribution de produits non alimentaires et la promotion à l’hygiène.

L’expérience et l’analyse de Triangle GH sur le terrain nous amènent aujourd’hui à concentrer une partie de nos efforts sur les populations isolées afin de garantir leur protection grâce à la coordination régionale de l’aide humanitaire et la mise à disposition de produits couvrant les besoins vitaux et / ou de première nécessité et la production agricole.

Une première expérience en matière de sécurité alimentaire a eu lieu à Bindizi, une des zones sérieusement affectées par le conflit.

Plus de ha ont pu être cultivées et récoltées grâce :

- à la présence de Triangle dans cette zone

- la distribution de semences et outils agricoles à plus de 5.000 familles

- à un travail de réconciliation et de dialogue communautaire entre nomades et agriculteurs par le support aux activités d’un comité de gestion des conflits composé de représentants de toutes les tribus présentes dans la zone

- l’implication des autorités locales (communautaires et gouvernementales) dans ce processus de réconciliation

- à l’attention accordée au milieu nomade : entretien de contacts et visites régulières, distribution de semences fourragères, vaccinations, formation d’auxiliaires vétérinaires et projets de puits pour les nomades.

- Aujourd’hui a Triangle étendu ses zones d’intervention sur : Mukjar et Um Dukhun où les besoins en sécurité alimentaire sont aussi justifiés, avec des contextes semblables mais avec des spécificités locales.

- L’équipe Triangle a bien avancé sur le dialogue communautaire et le recensement des besoins dans ces zones (Bindizi Um Dukhun Mukjar).
Poste

1. Responsabilités :

Le poste de Coordinateur Agronome se crée sur la mission, les objectifs sont les suivants:
- Poursuivre et renforcer les initiatives d’échanges inter bases
- Renforcer le lien avec la cellule technique agro du siège
- Consolider la planification des activités agro à l’échelle de la mission
- Créer / renforcer un processus et des outils de capitalisation du travail au sein de la mission
- Former et travailler dans les sens de l’autonomisation les équipes locales
- Travailler sur la stratégie de TGH en lien aux activités agricoles ; en prenant en considération les chantiers déjà entrepris (collecte et analyse de l’information, dialogue communautaire, structures de réconciliation et des ébauches d’organisation des producteurs).
- Appuyer la mise en place de la cellule agro à Geneina

Le coordinateur agronome travaillera en étroite collaboration avec le Chef de Mission, le coordinateur Darfour, les coordinateurs de bases et il supervisera les activités des expatriés agro en poste sur les bases.

Présentation des activités actuelle de la mission :

Activités en milieu paysan (Um Dukhun, Mukjar & Bindizi):

- distributions d’intrants agricoles
- soutien logistique du comité de paix de Bindizi (par le dialogue et l’implication des autorités locales) comme appui à la sécurisation des terres contre les dégâts provoqués par les animaux
- accompagnement et soutien à la mise en place du Comité de gestion des ressources naturelles à Um Dukhun
- accompagnement d’un projet d’organisation paysanne actuellement rédigé mais encore en phase de construction,
- soutien aux activités génératrices de revenus (apiculteurs, activités de transformation, poulailler..)

Activités de formation (Um Dukhun, Mukjar & Bindizi) :

- formation des agriculteurs ; enrichissement des thématiques, supervision des sessions de formation et organisation de groupes de bénéficiaires des formations
- suivis techniques des pratiques agricoles locales, et réflexion quant à leurs possibles améliorations


Activités en milieu nomade (Um Dukhun, Mukjar & Bindizi)

- Structurer les besoins de nomades par priorité; (éducation des enfants, eau pour la consommation humaine ainsi que pour le bétail, santé animale et formation professionnelle…).
- Mise en place du projet de centre vétérinaire (si financements obtenus)
- En lien avec le coordinateur Hydraulique, identification d’éventuelles structures traditionnelles à réhabiliter (ou nouvelles) pour la collecte et stockage de l’eau.

Responsabilités du Coordo Agro :

- Développement des activités locales existantes soutien aux apiculteurs, aux activités de transformations (fromage…)
- Révision / création et mise en œuvre des outils de suivi appropriés pour l’ensemble des activités agricoles du projet,
- Soutien technique et organisationnel aux expatriés agro
- Accompagnement et soutien aux comités de Um Dukhun et Bindizi
- Appui à la méthodologie de mise en place des organisations paysannes, selon le contexte
- Appui à la mise en place des activités dans la zone de Geneina où l’activité est pour le moment limitée à de la distribution d’intrants.
- Appui à la mise en place des activités à Gracila (zone en cours d’évaluation)
- Mettre en place un programme annuel de formations techniques pour les agriculteurs, en fonction de leur besoins et des formations effectuées précédemment.
- Mettre en place un programme de formation pour les superviseurs agronomes nationaux et assurer les sessions, et le suivi.
- Réfléchir sur des formes d’organisation de l’activité nomade notamment dans le domaine de la gestion de l’eau.
- Des échanges ont débuté entre les équipes agro de Um Dukhun & Bindizi, notamment sur le travail lié au support des comités de gestion des ressources naturelles. Relations à renforcer et à capitaliser.
- Capitaliser le travail effectué au cours des années précédentes.
- Travailler en collaboration avec le Chef de mission sur la stratégie de TGH pour les mois/ années futures ; et participer à la programmation des activités.

2. Activités concrètes quotidiennes :

Coordination avec les équipes TGH au niveau des 3 bases (expatriés et locaux) :

- Participation aux réunions de coordinations, internes et externes
- Coordination des activités agricoles des projets TGH
- Supervision des expatriés rattachés aux activités agricoles

Description de la mission :

Ce programme, installé dans l’ouest Darfour dans le camp de déplacés de Riyad, à la périphérie de la ville de Geneina s’articule désormais essentiellement autour de l’approvisionnement en eau, de la construction de latrines, de la collecte d’ordures et de la promotion à l’hygiène.

Suite à cette première intervention, Triangle a ouvert deux nouvelles bases dans le Wadi Saleh, au sud de l’ouest Darfour, à Bindizi et Um Dukhun, situées en zone rurale et isolée, et où les acteurs humanitaires sont peu nombreux.

Il est à noter que l’environnement sécuritaire de la mission est rendu volatile par la présence de différents groupes armés, tant soudanais que tchadiens, et nécessite une attention constante à l’évolution de la situation, afin d’en anticiper une éventuelle détérioration.

Les activités de Triangle dans le Wadi Saleh s’articulent autour de trois principaux axes :

- Le renforcement de la sécurité alimentaire, à travers un soutien aux activités agricoles et d’élevage (fourniture d’intrants agricoles, travail sur la sécurisation des terres, formations diverses, campagnes de vaccination du bétail)

- L’assistance apportée aux personnes réfugiées et déplacées du Tchad, de la Centrafrique et du Soudan (suivi des mouvements de populations, reporting aux agences concernées, organisation et fourniture de l’assistance appropriée)

- Des activités liées à l’eau et l’assainissement (gestion du système d’approvisionnement en eau sur le camp de Bindizi, réhabilitation/construction de latrines, promotion à l’hygiène, construction de puits en zone rurale).

Poste

1. Responsabilités :

1.1. Logistique base Bindizi :

- Assurer le bon état et fonctionnement des locaux professionnels et privés de la base concernant les aspects logistiques (approvisionnement et maintenance)

- Assurer les besoins logistiques des projets :

- En coordination avec le chef de projet agro, coordo base et coordo Watsan, il établi les commandes et réalise les achats au niveau local et/ou transmet les demandes de matériel non disponible à Bindizi au Coordo log à Nyala.

- Assure l’acheminement de tous les matériaux, équipements et NFIs nécessaires, en coordination avec le coordo log.

- Assure la mise en place des stocks nécessaires et en assure la gestion

- Appui à l’organisation et à la supervision de distributions (NFIs, intrants agricoles, matériaux de construction, biens de première nécessité..) – les distributions sont organisées en collaboration avec le chef de projet agro, le coordo base et le coordo watsan, selon le matériel distribué

- Améliorer et suivre le stockage de tous les différents matériaux

- Assure la tenue de l’inventaire (mise à jour une fois par mois et transmis au coordo log)

- Assure le respect des procédures d’achat ; application des procédures de la mission

- Former le staff log national (responsable des stocks, assistant logisticien, gardes, chauffeurs)

- Coordination avec l’administrateur volant lors de sa présence sur Bindizi (point financier, procédures…)

- Reporting interne une fois toute les 3 semaines (RCI)

1.2. Sécurité :

- S’assure que les moyens logistiques de la base permettent le respect des consignes de sécurité pour tout le personnel Triangle

- Connaît et, en appui au coordo base, il veille au respect des consignes de sécurité

- Veille à l’application des responsabilités et tâches des gardes en lien direct avec la sécurité de la base et du personnel. Formation continue sous forme de briefings hebdomadaires des gardes et des chauffeurs en rapport au comportement à avoir en cas d’incident

2. Activités concrètes quotidiennes :

2.1 Logistique de la base de Bindizi :

- Assure la maintenance des lieux de vie et de travail (disponibilité des commodités, alimentation en eau et électricité, outils de sécurité et de communication fonctionnels ; état des bâtiments)

- Anticipe et réalise les stocks nécessaires avant la saison des pluies

- Assure le suivi et la maintenance des véhicules TGH, en coordination avec le personnel local

- Assure la bonne utilisation et l’entretien des équipements divers disponibles sur la base (Rbgan, turayas, parc informatique, handsets…)

- Assure la logistique liée aux projets (agriculture, eau et assainissement et assistance aux populations réfugiées) : achat et livraison, appui à l’organisation et à la supervision des distributions

- Veille à la disponibilité en stock de pièces détachées et organiser l’approvisionnement de celles-ci

- Tient à jour les outils de suivi et de gestion logistique (log book, check list, inventaires…)

- Respecte les procédures logistiques mises en place sur la mission

- Forme le personnel local à l’utilisation des outils de gestion et de suivi et aux fonctions de "logisticien"

- Effectue et suit avec le personnel local les inventaires de l’équipement bureau et des matériaux des projets

- Organise le stockage des différents matériaux.

- Gère les stocks

- Assure l’approvisionnement des huiles et carburant et s’assure de leur stockage en toute sécurité.

- Gère et contrôle les achats sur le marché local. (qualité/prix)

- Effectue le reporting mensuel des achats au coordinateur de base et coordo log

- Participe à l’établissement de la demande d’approvisionnement en trésorerie de la base

- Participe aux réunions de coordination interne

- Rationalise l’utilisation de ressources de Triangle (le meilleur prix, qualité, sécurité, utilité)

- Améliore les conditions de vie du personnel expatrié.

2.2 Sécurité

- En appui au Coordo base, sensibilise le personnel TGH aux comportements et réactions adaptés dans un contexte de sécurité instable

- Briefe et forme le personnel TGH sur l’utilisation des moyens de communication et le respect des consignes de sécurité

- Supervise les "check radio" en lien avec les autres bases de TGH au Darfour et assure le suivi radio lors des déplacements

- Forme le personnel à la bonne utilisation et au respect par tous du matériel de sécurité (communication et véhicules)

- Assure la disponibilité constante et le bon fonctionnement du matériel de sécurité dans chaque véhicule et sur tous les lieux de travail (pharmacie, extincteur, check list, mode d’emploi radio dans chaque véhicule)

- Assure la disponibilité constante et le bon fonctionnement du matériel de communication (radio, téléphone) dans tous les véhicules et sur chaque base

- S’assure de l’existence d’un stock de nourriture et d’eau (et tout le nécessaire) dans la base en cas d’hibernation prolongée si détérioration de la sécu

- En appui au coordinateur et en cas de vacance de celui-ci, centralise, analyse et transmet les informations collectées au Chef de mission / Coordo Darfour afin de prendre les décisions qui s’imposent et si besoin adopter des nouvelles consignes de sécurité en fonction du contexte.
- Assure la mise à jour des listes du personnel transmises aux UN en cas d’évacuation

- Participe aux réunions sécu avec le coordo base à Mukjar 2 x par mois.

5. PURPOSE OF THE POSITION

Provide effective management of the Livestock development project under different donors and ensure they are implemented in accordance with the approved budgets and work plans.

6. MAJOR DUTIES AND RESPONSIBILITIES

a) Preparation of project proposals for Livestock development activities including:

* Prepare proposals using the required format issued by the donor in close cooperation with staff and partners.
* Establish appropriate implementation targets showing clear process and impact evaluation indicators.
* Prepare accurate project budgets in line with donor and NPA guidelines, including established work and staff support policies.

b) Implementation of the Livestock development projects according to donor guidelines and in consultation with relevant staff and partners:

* Document activities of the Livestock development projects including progress and evaluation reports on a quarterly basis.
* Recommend ways to overcome constraints in the projects in consultation with other related managers.
* Supervise all veterinary staff.
* Be responsible for proper utilization and accounting of all project funds (ECHO, MDTF etc).
* Liaise closely with the Logistics department for timely requisitions and receipt of project items.
* At time of closure of any project activities, ensure exit strategy is followed and lead on hand over to relevant authorities.


c) Coordinate the training function and ensure compliance with HR policies and practices.

* Coordinate with other agencies and relevant ministries on training programmes, materials and opportunities.
* Identify and arrange suitable internal training opportunities for NPA veterinary staff in order to build capacity.
* Recommend training budgets to be included in all proposals and identify Sudanese staff to be forwarded for advanced training in the region.
* Perform the above in coordination with HR Manager and after documented performance appraisals.
* Ensure compliance with HR policies for all staff under the veterinary project.


d) Responsible for strategy development in the veterinary project

* Recommend veterinary and livestock development strategies to the line manager after consultation with staff and partners.

e) Management and Supervision of NPA staff

RESPONSIBILITIES

Programming

- Provide overall leadership and management to IRC Southern Sudan programs, protecting and enforcing strategic program direction and growth
- Lead the development of strategic work-plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation
- Review all programs through regular field visits and ensure that program implementation strategies are compatible with overall program goals and objectives as well as ensuring program meetings are held with program coordinators/managers; encouraging holistic approach and innovative program marketing strategies in post conflict operating environment
- Liaise with national and district authorities, donors, NGOs, and other operational partners in Southern Sudan and the field via attendance at meetings, consultations and other forums

- Ensure surveys/assessments and evaluations are conducted timely in accordance with donor specific requirements, information is analyzed and shared with all stakeholders; and appropriate actions are effected by program technical staff in collaboration with clients, and partners
- Review all program donor reports and new project proposals in collaboration with the Grants Department, technical coordinators, operations and finance departments; ensure completeness and timely submission
- In coordination with technical staff, identify viable, active local NGO partners; develop and implement capacity-building protocols for the transfer of IRC skills and experience to local government and local NGO/CSO partners

Grant Management

- Ensure timely budget development with field teams and Technical Coordinators, consultating with Finance and Operations; ensure all grants carry appropriate Technical Unit costs
- Ensure that program coordinators/managers actively review their BVAs each month and take an active role in managing the budgets according to donor and IRC requirements.
- Recommend interventions to correct any deviations that impact budget adherence; where necessary ensure timely and justified grant and /or budget revisions / realignments / (No) Cost Extensions in consultation with the Technical Coordinators;
- Ensure spending, procurement and travel plans are developed for each grant and closely monitored by the budget holder to ensure successful completion of programs within grant time-lines
- Encourage constructive and productive communication between program and operations staff in close collaboration with the Deputy Director, Operations in order to guarantee timely service
- Ensure program compliance with internal control policies and procedures

Human Resources

- Directly supervise Technical Coordinators and Grant Unit staff
- Determine personnel needs in consultation with the Technical Coordinators for field-level activities and in coordination with the Human Resources; Oversee recruitment of all program staff; recommend promotions, disciplinary action and termination of program staff in consultation with direct supervisors, Human Resources and the Deputy Country Representative
- Ensure the Performance Management System for all program staff is carried out as required
- Ensure Technical Coordinators develop and implementing approved staff development plans.
- Work with the Deputy Country Representative and Human Resources to establish a nationalization policy

Communication, Reporting and Networking

- Liaise with counterparts, UN agencies and NGOs; ensure IRC participation in respective sector specific coordination forums and help foster exchanges of program information, best practices and training materials with partners, involved communities and various line Government ministry officials
- Keep the Deputy Country Representative informed of all developments and issues through monthly reports, informal updates and written minutes documented for all external meetings
- Ensure regular communication between field program teams and Juba/Rumbek-based Technical and Grant Unit staff
- In coordination with the Deputy Country Representative liaise with IRC’s Technical Units for technical guidance on implementation and new program design

REQUIREMENTS

- Masters degree in relevant field (Development Studies, Social Sciences, International Relations, etc) or equivalent experience
- Five years of overseas experience (ideally in sub-Saharan Africa), preferably in relief/development work with management and supervisory responsibilities in program, administration at senior management level
- Experience working with and coordinating with US, EU and UN donors, other INGOs, national NGOs and government agencies
- Proven ability at staff management, multi-tasking, time management, and flexibility, particularly in a multi-cultural environment
- Knowledge and understanding of project cycle, including project design and M&E systems and procedures
- Knowledge and experience in local NGO/local government capacity-building; Knowledge of word processing and spreadsheet software programs
- Computer literate in common software packages (MS Word, Excel, EPI INFO and Power Point)

Job Summary:

The International Mechanic is responsible for assessment of the local DCA mechanic capacity in terms of human resources and equipment, in particular the vehicle fleet. He/she is responsible for the training of the local mechanics and building up their technical skills on a day to day basis.

The International Mechanic is responsible for proposing and organizing specific trainings for local personnel, and planning for upgrading of workshop technical capacity in terms of equipment.

He/she is overall responsible for repair and maintenance of the vehicle fleet as well as other repairs (e.g. generators) in the camp and guesthouse in Kadugli, and the office in Khartoum. The position is based in HMA South Kordofan field office in Kadugli, with possible travels to Khartoum and Alobeid.

The International Mechanic will report directly to the Logistics Officer. The person will be responsible for supervising staff in the workshop.Responsibilities:

1. Capacity Building of local mechanics with focus on transfer of knowledge and build up of technical skills.

1. Assess qualifications of DCA mechanic workshop personnel and
- identify needed training
- undertake such training
2. Review and adapt effective workshop procedures to ensure:
- regular vehicle maintenance, including maintenance system
- vehicle worksheets
- vehicle records
- vehicle amortisation system
3. Organise workshop personnel and update job descriptions
4. Supervise workshop personnel
5. Assess workshop capacity vis-à-vis needs, and recommend best handling of maintenance and repairs
6. Undertake repairs, including generators and other mechanical related equipment

BACKGROUND:
IRC’s International Programs provides relief, rehabilitation, and development programming for refugees, internally displaced persons and those affected by conflict in 25 countries worldwide. IRC’s programs cover a broad range of sectors from health, protection, education, infrastructure rehabilitation, and community development, to emergency response and assistance. In support of these programs, the IRC Finance Team seeks to achieve excellence in financial management by providing accurate and timely financial information to IRC management and programs and by adhering to established financial practices and accounting principals.

SCOPE OF WORK:
Upon request, the Roving Finance Controller provides technical assistance to field programs and staff in matters of financial processes & procedures and will therefore be deployed to IRC field offices in various countries on a temporary basis. This position includes constant international travel (80-90% deployed) to developing countries and requires high flexibility in terms of physical movement from country to country and duration of assignments. The Roving Finance Controller will report to the Senior Regional Controller at Headquarters in New York and will work closely with IRC finance and program staff in field programs worldwide.
ESSENTIAL JOB FUNCTIONS:
- Assume the position of the country or program office’s Financial Controller on a temporary basis and until a permanent controller can be identified and trained;
- Provide training and support to financial and non-financial staff regarding IRC financial procedures and internal controls;
- Work with the Regional Controller, Finance Controller, Regional Director and Country Director to develop the job descriptions and Terms of Reference (TOR) of various finance field positions;
- Meet with the respective Country Director and Finance Controller at the beginning and end of each assignment to discuss the terms of reference and the findings;

- Participate in and facilitate regional and international finance conferences as required;

- Assist the Director, International Finance with other duties as required.

REQUIREMENTS:
- Bachelors Degree in Accounting, or Finance - Masters Degree a plus;
- Professional certification highly desirable: CPA/CA;
- Min. 5 years progressive NGO accounting experience in an international development environment;
- Previous experience in a humanitarian emergency setting highly desirable;
- Detailed knowledge of fund accounting, procurement and financial management of USAID and UN cooperative agreements;
- Knowledge of US Government, European Union, and United Nations donor reporting regulations highly desirable and knowledge of European Union funding a plus;
- Highly reliable and flexible approach to professional responsibilities: the ability to change course at a moments notice, yet remain focused and productive;
- Excellent communication, interpersonal, and diplomatic skills: the ability to effectively liaise with colleagues in diverse multi-cultural environments;
- Solid organizational skills: the ability to be productive under pressure in a fast-paced team environment;
- Flexible work attitude: the ability to work productively independently and as a team member and ability to meet unexpected demands;
- Strong Computer skills: facility with MS Word, Excel, various accounting software, and email/internet software.
