Malaria Program Monitoring and Evaluation Manager

PSI seeks a Malaria Program Monitoring & Evaluation Manager to provide support to PSI’s global mission. This individual will be responsible for the design, implementation and oversight of monitoring strategies, tools, procedures and surveys to assess success of the Global Fund Round 7 Malaria Program. The $75 million program was established for increased utilization of Long Lasting Insecticide-treated Nets and widespread adoption of Artemesinin-Combination Therapy (ACT) among target populations. The Manager will also supervise two to three locally recruited staff. This full-time position is based in Juba, Southern Sudan and reports to the Malaria Program Director.

RESPONSIBILITIES:
- In concert with the PSI Country team, the Ministry of Health and other key stakeholders, contribute to the design of the malaria control implementation strategy for Southern Sudan, especially the establishment of key success indicators and milestones throughout the intervention area;
- Working with the grant manager and project sub-recipients to develop monitoring strategy, frameworks and tools for activity monitoring and evaluation of program impact;
- Lead implementation of necessary formative research to inform project implementation;
- Supervise the collection, quality control, consolidation and analysis of distribution and other activity-related data in cooperation with all sub-recipients;
- Design and implement surveys to assess success of the program in meeting key project outputs where appropriate and in collaboration with key stakeholders;
- Share findings and evidence with relevant stakeholders and contribute to discussions on how to re-direct interventions as appropriate; and
- Establish networks of information collection and sharing, and strengthen overall M&E capacity of all SRs.
QUALIFICATIONS:
- Masters in Public Health with substantial monitoring and evaluation experience or PhD in epidemiology, demography or related research discipline;
- 3-5 years of experience in a challenging developing country context such as Sudan;
- Demonstrated experience with quantitative and qualitative research processes;
- Strong English written and oral communication skills; ability to present information effectively to various audiences, large and small; and
- Ability to work productively in a fast-paced team environment and capacity to exercise influence with sub-recipients diplomatically and effectively.

Groupe One, créé en 1997, est une ONG active dans le domaine du développement durable appliqué aux entreprises (responsabilité sociétale des entreprises). Les projets de Groupe One sont partagés entre la Belgique et l'international. Initialement l'activité s'est développée au travers du « Guichet d'Economie Locale » à Saint-Gilles visant à soutenir la création de micro-entreprises.

Depuis trois ans, Groupe One a développé des projets de coopération au développement avec la RD Congo. Trois « Guichets d'Economie Locale » (GEL) ont été créés (à Kinshasa, Bukavu et Lubumbashi) avec l'aide des partenaires congolais et continuent d'être appuyés. Ces guichets permettent également de réinsérer des publics plus vulnérables dans la vie économique et sociale. A Lubumbashi, Katanga, Groupe One conduit aussi un projet de réinsertion socio-économique des enfants creuseurs artisanaux dans les mines de cuivre et de cobalt, au travers de formation professionnelle ou de l'appui au développement d'activités génératrices de revenus. Actuellement, les activités internationales s'orientent davantage vers la promotion du développement durable et à la concrétisation sous forme de futurs projets de promotion de l'entreprenariat à forte valeur ajoutée environnementale.

Projets de Lubumbashi

Une brève description des projets situés à Lubumbashi sont repris ci-dessous :

- Un projet de développement économique local a été lancé au courant de l'année 2007, au travers de la création d'un « guichet d'économie locale » (GEL) sur le même modèle que les projets de Kinshasa et Bukavu. Le GEL offre des services d'appui à la micro- et petite entreprise en matière, d'information, de formation (jeux d'initiation à la création et gestion d'entreprise et formations thématiques approfondies en comptabilité, gestion des ressources humaines, etc.), d'accompagnement pré- et post-création des (candidats-) entrepreneurs et d'appui-conseil aux entreprises existantes.
- Un projet de réinsertion socio-économique des enfants creuseurs dans les mines de cuivre et de cobalt est en cours depuis l'année 2005. Il vise d'une part à assurer la réinsertion scolaire des enfants de moins de 16 ans et d'autre part à assurer la réinsertion socioprofessionnelle des enfants de plus de 16 ans au travers de formation technique et d'un appui au lancement de leur activité économique.

RESPONSABILITES

Les responsabilités du Coordinateur se déclinent de la manière suivante :
- Il/elle assure la supervision de l'ensemble des activités et équipes de Groupe One à Lubumbashi ;
- Il/elle assure la gestion du projet de « réinsertion des enfants creuseurs » ;
- Il/elle assure la représentation de Groupe One à Lubumbashi.

DESCRIPTION DES TACHES COORDINATION GÉNÉRALE

Supervision des projets

- Animer une réflexion stratégique et stimuler l'identification de nouveaux projets ;
- Assurer la planification, la coordination, la mise en œuvre des actions ;
- Suivre l'état d'avancement, et assurer les mesures correctives nécessaires ;
- Assurer la qualité des projets et réaliser des visites de terrains régulières ;

- Formuler, développer et mettre en place le volet du projet lié à la responsabilité environnementale et sociale des entreprises, notamment en matière d'outils, interventions, partenaires, stratégie, etc. ;
- Apporter une expertise sur les actions, outils et modalités de travail et assurer la qualité des actions ;
- Assurer la formation du personnel en matière de gestion de projet et en matière de responsabilité sociale et environnementale des entreprises ;

- Représenter Groupe One auprès des autorités locales, provinciales et internationales ainsi qu'auprès des bailleurs de fonds ;

- Assurer une présence médiatique régulière de Groupe One dans les médias locaux ;

PROFIL RECHERCHE

Qualifications et compétences requises

- Formation universitaire à orientation économique et de gestion (ou toute formation similaire).
- Formation en environnement est un atout.
- Passion pour le développement durable et les problématiques environnementales en Afrique.
- Expérience en matière de contrats de financement et bailleurs de fonds institutionnels.
- Expérience de gestion d'équipe ;
- Expérience professionnelle en Afrique Sub-saharienne est souhaitable, en RD Congo est un atout.
- Bonne maîtrise des outils informatiques classiques (MS office ou OpenOffice).
- Bonne maîtrise orale et écrite du français et de l'anglais, connaissance du Swahili est un atout

Logistics Coordinator in Sudan (the) (Juba)

The International Rescue Committee currently seeks a Logistics Coordinator for its Southern Sudan program, based in Juba with extensive travel to the field.

The Logistics Coordinator will head the IRC Southern Sudan logistics team, under the direct supervision of the Deputy Director Operations. S/He will provide strategic direction to the department's work in terms of ensuring quality and effective logistical support to programs. S/He also and has overall policy and management responsibility for various functions in the Logistic Department. The Logistics Coordinator is expected to provide the field teams with the tools necessary to provide effective and efficient logistical support to the programs being implemented in their field site. The position has linkages with the Program Technical Coordinators, Finance, Grants and IRC Technical Unit to support and strengthen IRC's programming in Southern Sudan. The Logistics Coordinator is expected to travel extensively to provide technical support to the field offices. S/He would supervise Logistics Manager in Juba and a Logistics Officer in Kenya. S/He is expected to spend 50% of the time in the field.

RESPONSIBILITIES:

* Provide quality leadership and oversight of all IRC Southern Sudan Logistics functions, including procurement, asset and stock management, transport and communications.
* Establish, maintain and ensure that IRC Southern Sudan Logistics staff and systems are meeting the needs of end users in a timely and efficient manner.
* Ensure proper planning and expenditure of all Logistical funds, review of Budget vs. Actual expenditure reports and monthly Logistics reports and give feed back to all field sites and the DDO.
* Work closely with Finance, Admin and Program Departments and Field Offices to ensure a smooth flow of information on matters pertaining to Logistics, particularly with the Operating Budget, budget development, Grant Opening/Mid-term/Closing meetings, procurement planning and donor reporting.
* Liaise with IRC Kenya, Uganda and Sudan, as necessary, to ensure procurement done outside the country is done efficiently.
* Ensure that all IRC Southern Sudan Logistics policies and procedures are compliant with relevant IRC, donor (USG, EU and UN), and Government of Southern Sudan regulations and legislation.
* Ensure that IRC Southern Sudan Logistics Manual and Policies are up-to-date, and that all staff is trained in and conversant with the same.
* Within the first 4 months of assignment, design and begin implementation of a program of systematic training and support to all field-based staff to improve their awareness of and compliance with Logistics systems and procedures.
* Design and implement a program of capacity-building for all logistics staff designed to strengthen the capacity for autonomous action of the Juba and field-based Logistics departments.
* Maintain current knowledge of local government requirements related to logistical matters and ensures compliance with legal requirements
* Develop a long-term plan for continued quality leadership of the IRC Southern Sudan Logistics Department, including developing the senior logistics staff at each site.
* Participate in IRC Southern Sudan Security Management Planning, and assist the DCR / DDO with operational security matters.
REQUIREMENTS

* Qualification in Logistics or Supply Chain Management or similar experience.
* Minimum 3 years international experience in logistics management, preferably within an NGO setting.
* Demonstrated excellence in training and capacity-building of specialist and non-specialist staff in logistics management.
* Strong knowledge and practical experience of the logistics policies and regulations of IRC's key donors – particularly USG (USAID, PRM, DRL) and EU. (IRC-experience preferred).
* Strong team-player, excellent leadership, communication and inter-personal skills, ability to work independently.
* Ability to identify and communicate potential problems and propose solutions to the level of management and then effect change.
* Good verbal and written English language skills. Local languages an advantage.
* Must be able to function effectively in complex work environment, set appropriate priorities and deal effectively with numerous simultaneous requirements
* High level of familiarity with computer word-processing, spreadsheet and database packages essential.
* Willingness to travel to and work in remote and/or insecure environments - this position will spend up to 50% of time traveling to IRC Southern Sudan Field Offices.

PRIMARY PURPOSE OF THE POSITION

The ARC Program Development and Technical Services Team works in four priority areas: 1) Strengthening the ARC programmatic quality via expert technical assistance and guidance to better work with the community, 2) Strengthen specific programs related to technical areas such as health and economic opportunities through assistance and monitoring and evaluation to ensure quality, 3) Development and innovation of proposals and subsequent funds, 4) Integrating ARC’s global approach with awareness of global trends.
The Program Development Advisor will serve as the leader on ARC’s long-term program development strategies, proposal quality assurance, and donor outreach. In this capacity, s/he will set the team’s program development agenda based on needs identified in the field and in close coordination with the field, the technical units and the advocacy team. Furthermore, s/he will support the field teams and the technical units in strengthening their capacities to secure diverse and multi-year funding.
To fill this role, ARC is looking for a seasoned, independent and motivated self-starter to join the Program Development and Technical Services Team at ARC as the team focuses strategically on securing a diverse range of donors and multi-year funding with the goal of increasing ARC’s overall impact. The Program Development Advisor will be responsible for cultivating a portfolio of existing donors, as well as developing strategies that lead to the identification and cultivation of new funding sources. S/he will be responsible for fostering new relationships that result in the development of program initiatives and that further ARC’s global leadership priorities. In addition, this individual will serve as a focal point for liaising with the ARC field staff and HQ departments on researching, developing and responding to new opportunities for funding. The Program Development Advisor will be committed to fostering organizational learning and will use creative approaches to facilitate learning in his/her technical area.
A major component of securing funding is building credibility. The Program Development Advisor will work with various staff at ARC to ensure the documentation of best practices and select the best methods to document and provide evidence supporting these best practices.

MAJOR AREAS OF ACCOUNTABILITY

- Support team members in identifying, cultivating and developing new funding opportunities.

Education and Training

7. Develop, in collaboration with the CoP and other stakeholders, an interdepartmental plan for incorporating SGBV learning into overall CRS standards and practice for gender, HIV &AIDS, peacebuilding and emergency/protection programming.

Job Summary

Essential Duties and Responsibilities

* Develop initial medical disaster assessment forms and checklists in line with international standards. Advise on pre-positioning and procurement of medical supplies as well as restocking plans and procedures for disasters. Assist in training field staff and volunteers on disaster response assessments, and preparedness as requested.
* Provide technical advice to existing programs and field health staff as well as volunteer teams as the need arises.
* Actively work with field teams on determining responses and meeting international standards for new medical emergencies in existing programs as well as setting any new health objectives.
* Conduct periodic medical quality reviews of existing disaster programs and advise on any corrective actions needed as well as future priorities and health strategies.

The Somalia Education and Water (SEW) program is a three-year, $12 million program with the aim to support viable Somali institutions, including the Transitional Federal Government (TFG), Regional and Local authorities, and communities to improve access to quality education, water, and sanitation services. It is expected that the SEW program will build upon USAID's and other development partner's on-going education and water support activities.

The proposed program will utilize an integrated approach to improve access to basic education and clean water throughout Somalia. The integrated approach will utilize communities and local governments as a focal point to improve education and water services. The program will focus on five inter-related activities: 1) Schools Rehabilitated and Constructed; 2) Water and Sanitation Facilities Improved; 3) Improving Teaching and Learning; 4) Support School Education Committees; and 5) Strengthen Somali capacities to improve education, water and sanitation services.

The SEW program will work with the TFG and local government counterparts on strategic planning, policy development, site selection, training, mobilizing community support, monitoring, and identifying effective strategies and practices to improve social services. Implementing partners will be expected to demonstrate how their program will involve and support ongoing efforts to improve education and strengthen local governance. The program will work with local NGOs that have experience and a successful track record of program implementation. Due the sensitive and complex nature of variations across the regions, the program will work directly to support national and regional education plans. This will include support to the TFG and the Ministries of Education in Somaliland and Puntland. At the national level, the program will support the TFG to develop and implement sound education policies and programs especially relating to improved access and quality for primary education.

It is expected that the SEW program will be implemented nationwide; however implementation efforts will be determined, in part, by security and access. Implementation shall also focus in geographic areas where USAID has on-going governance programs (e.g. in Middle Shabelle, Hiran, Gedo and Bay and Bakool).

Proven ability in the management of large integrated programs in developing countries; familiarity with USAID programs specially in education and water and sanitation, their history and their development; mastery of USAID regulations governing such programs; ability to integrate teams of professionals around common goals; demonstrated accomplishment in working with host-country professionals, ministries and with donor colleagues in country; leadership of large and diverse teams; diplomacy; strong presentation skills, speaking and writing. English speaker preferred.

Background

The linguistic development in Timor-Leste was strongly influenced by the historic experience of the young nation, whose Constitution recognizes Portuguese and Tetum as official languages, and Bahasa Indonesia and English as working languages. The Constitution defines Timor-Leste as a bi-lingual State and special requirements arise from this provision, including the publication of legislation in both official languages. The development of Tetum as a fully functional national official language is another requirement stemming from the Constitution.

Following the arrival of the international community in Timor-Leste in May 1999, there was an urgent need for interpreters and translators, compounded by the overall poor capacity of local human resources and the adoption of Tetum and Portuguese as official languages. Initially, local language assistants were recruited by the international community to enable basic communication between foreigners and Timorese. But the need for skilled translators and interpreters was soon deemed paramount to facilitate communication with the local communities, between the various State bodies as well as with the international community.

The need for improved skills was deemed particularly urgent in the justice sector. In collaboration with the Ministry of Justice, UNDP designed and implemented a Pilot Project for the justice sector aimed at creating a pool of skilled Timorese professionals, contributing to the development of Tetum as a full working language in the judiciary and setting professional standards for the two professions. As an outcome of the Pilot Project, a pool of trained translators and interpreters was established that currently provides translation and interpreting services to justice sector institutions.

Despite the outcome of the Pilot Project, the current numbers and quality of interpreters and translators in Public Administration, National Parliament and the Courts remain well below desired levels. Moreover, several audit and review missions (Pilot Project Assessment Mission, Justice Sector Mid-term Reviews and other external assessment reports) have stressed the urgent need for a much larger number of translators & interpreters and have recommended the development of Tetum and the production of materials in this language in various fields of endeavour.

Given the requests by different State institutions, UNDP considers that the time has come to revisit such recommendations and to build on the valuable lessons learned from previous experiences, particularly the Pilot Project, with a view to extending the concept to the entire public administration. In order to support the National Parliament, the civil service, and the justice sector, UNDP is planning a Mission to assess their needs and to formulate a project to train a new pool/pools of translators and interpreters that will provide assistance to these national institutions. Such Mission will be supported and undertaken in joint collaboration with the UNDP Civil Service project, the Parliament project and the Justice project.

The Mission

1. To contribute to an assessment of the existing situation of translation and interpreting in Timor-Leste.

2. To assess the needs of the National Parliament, Public Administration and Justice Sector, as regards human resources and the language combination requirements.

3. To design and propose a sustainable strategy to meet the translation and interpretation needs of Timor-Leste in the short-, medium- and long-term.

4. To design and propose a short-, medium- and long-term strategy to organize translation and interpreting services in a multilingual administration, parliament and judiciary based on the linguistic options enshrined in the Constitution, the National Development Plan and the National Institute of Linguistics's guidelines for the development of tetun ofisiál.

5. To detail the design of a project aimed at coordinating all actions concerning language mediation in the three sectors. In particular, to address short-, medium- and long-term requirements in these sectors, including recruitment of national and international translators, interpreters and trainers, organization of intensive training courses, training of national trainers and preparation of a future higher education course in translation and interpreting.

6. To assess the needs concerning the development of Tetum as a fully functional language and propose actions aimed at empowering and staffing the authority for the national languages.

Position Description

The Expert in Translation and/or Interpreting Training will be responsible for coordinating the Mission's work regarding training and capacity-building issues. He/she will be responsible for surveying existing initiatives in this field and proposing a short-, medium- and long-term strategy for developing translation/interpreting skills in Timor-Leste, including drafting curricula and setting goals and standards for future training courses. He/she will report directly to the Team Leader.

Note: The timing and duration of this consultancy will be determined by UNDP after consultation with the Team Leader.

Qualifications and Professional Experience

* Studies in translation and/or interpreting
* Certified translator and/or interpreter with minimum5 years of professional experience

1. To contribute to a survey of the current situation of translation and interpretation of the National Parliament, Public Administration and Justice Sector as regards human resources and the language combination requirements against the backdrop of Timor-Leste's linguistic constitutional options.

2. To review past and existing language and translation & interpreting courses, their outcomes, etc. and to compare them with training courses elsewhere.

3. To assist in carrying out a survey on the translation and interpreting requirements/market to assess the recruitment of national and international of translators and interpreters to meet most pressing needs.

4. To take part in interviews with Ministries, relevant institutions and bodies of sovereignty as well as with international institutions currently operating in Timor to identify the current and predictable future language/staffing needs of the country.

5. To design a strategy aimed at coordinating all actions concerning language training and mediation in the three sectors. The design will address short-, medium- and long-term requirements in these sectors, including recruitment of national and international translators, interpreters and trainers, organization of intensive training courses, training of national trainers and preparation of a future higher education course in translation and interpreting.

6. To devise a strategy to attract candidates to the training courses on the short term;

7. To devise a strategy for the ongoing/further development of existing/future translation & interpreting skills in TL.

8. To review existing methods and criteria for the evaluation /certification of translators & interpreters and propose a model in line with internationally accepted standards

9. To contribute to an assessment of the current status of development of tetun ofisiál and the needs of the National Institute of Linguistics from a teaching/training viewpoint;

10.To assess the feasibility of considering other national languages in the future process and the corresponding training requirements

11. To contribute to the drafting of the Mission's report and recommendations.

12. To assist in the drafting of the project document based on the mission's deliverables

Language requirements

In addition to English, a thorough knowledge of Tetum and/or Portuguese is a requirement.
The knowledge of other national languages and/or Malay Indonesian would be an asset.

OVERALL RESPONSIBILITIES
SCMS Rwanda requires the services of a procurement specialist who will manage the placement and tracking of all SCMS Rwanda commodity orders.

SPECIFIC RESPONSIBILITIES
1. Participate in meetings of the SCMS Team and coordinate meetings with MoH departments, CAMERWA, clients, and donor agencies.

7. Daily tracking of Firm Price Quotations (FPQs), Requisition Orders (ROs), Sales Orders (SOs), Purchase Orders (POs), Advance Shipment Notices (ASNs), and Delivery Notes (DNs) in ORION and Resource Manager.
8. Production of weekly reports on status of all active procurements for review by LRA and CAMERWA.
9. Production of monthly and quarterly reports of procurement actions and status.
10. Perform other specific assignments as agreed

I. SUMMARY

This document sets out terms of reference for expertise to establish and maintain a coordinating capacity within the “socio-economic risk & security threat mapping and analysis” component of the Strategic Planning Support Team of UNDP Sudan.

II. BACKGROUND

UNDP Sudan is carrying out a restructuring of many of its programme units, with the idea of integrating its security programmes (DDR, Mine Action) with the Natural Resource and Resource-based conflict Unit, its Community Recovery and Rehabilitation Unit and its Recovery and Rehabilitation Programme presently within the Trust Funds Management Unit. The objective of this restructuring is to address and correct multiple overlapping within programmes and projects, to identify and build on potential strategic synergies between them, rationalizing and optimizing the use of resources, particularly in terms of staffing. Finally, and possibly more importantly, the objective is to assure that the overall programming in the new Unit is responsive to strategic national needs and priorities, internally coherent, and appropriately integrated within the overall strategy of UNDP Sudan.

The complexity and breath of Sudan’s security enhancement and socio-economic recovery and development challenges call for strategic planning tools that are capable of clearly identifying and presenting the multiplicity of the security threats and the socio-economic recovery risks, and of detailing their inter-linkages, while supporting the process of priority-setting in terms of selected responses and interventions.

Based on the existing security threat mapping methodology being developed within UNDP’s Interim DDR Programme (IDDRP), and calling upon UNDP Sudan (and other key international partners’) prior experience with socio-economic risk mapping, together with BCPR tools and experience in conflict and risk analysis, it is proposed to create a socio-economic risk & security threat mapping and analysis team (termed the TRMA), initially focused on Eastern Sudan, 3 Areas and other key (mostly southern) states in Sudan.

The TRMA team should have the capacity to support both UNDP and its’ key counterparts, particularly community, regional and state-level authorities, in the strategic selection and planning of interventions, through both the presentation and definition of the critical challenges, and the facilitation of effective analysis and scenario building. It will also be a key facilitator of effective coordination, by clearly evidencing gaps and overlaps of the selected interventions.

The unit will additionally provide, through the periodic updating of its’ mapping, a dynamic tool for M&E and impact assessment of the interventions.

III. ACTIVITIES

The socio-economic risk & security threat mapping system, at present, is a manual process and needs to acquire a GIS capacity in order to institutionalize it as an operational tool.

The GIS Officer will undertake the following activities:

- Update the socio-economic risk & security threat mapping database based on the output requirements;
- Develop and maintain socio-economic risk & security threat geographic datasets and maps and disseminate these products based on the output requirements using server-based GIS technology;
- Identify needs and advise on the GIS products and services the socio-economic risk & security threat mapping and analysis team requires in order to develop and maintain a dynamic threat-/risk mapping system;
- Develop a strategy and mechanisms for threat-/risk mapping data collection and management;
- Liaise with other organizations (UN, NGOS, international agencies, national counterparts) in order to identify existing geographic datasets, support inter-operability and data exchange, promote data management best practices, and provide technical support;
- Provide strategic guidance to the Strategic Planning Support Team on data and information management needs for the threat-/risk mapping system;
- Assist the Head of the TRMA in threat-/risk mapping sensitization, security threat-/socio-economic risk analysis, training, and design activities;
- Develop strong links with other GIS staff and spatial data providers in Sudan to promote co-ordination and information sharing between organizations;
- Participate in sector working groups to identify information needs and provide technical support;
- Other duties as may be required by the Head of the TRMA.

- Set of GIS threat-/risk mapping system guidelines and SOPs;
- Mobile mapping/GIS techniques
- Other outputs as may be required by the Head of the TRMA.

VI. REPORTING

The GIS Officer will report directly to the Head of TRMA and liaise daily with members of the TRMA Team and partners as required. He/She will produce reports on various activities as required by the Head of TRMA, as well as a final end of assignment report reviewing activities undertaken.

VII. QUALIFICATIONS

The following educational and professional requirements apply for the selection of this position:

- Advanced university degree (Master's degree or equivalent), preferably in preferably in Geographic Information Systems, computer science, or related field; A first level university degree or a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

- At least five years of progressively responsible experience in Information planning and management, at least 2 years of that experience at the international level;
- Strong practical knowledge and experience in GPS, GIS and cartography, including knowledge of current GIS software (ArcGIS, MapInfo) and the use of server-based GIS technology;
- Knowledge of related software and systems (database, word processing, desktop publishing);
- Knowledge of Remote Sensing and raster – vector integration techniques;

The Analyst/Programming specialist will undertake the following activities:

- Support the development of the security threat and socio-economic risk mapping and analysis project based on the output requirements;
- Support the develop the “Priority Information Requirements” for the TRMA with all relevant information collection providers and stakeholders to ensure effective threat and risk mapping by the Information Collection Team, through the TRMA collection plan, with the support of the GIS teams;
- Support maintenance and coordination of “Priority Information Requirements” with all relevant information collection providers and stakeholders and ensure regular update of the TRMA collection plan;
- Based on the preliminary threat and risk mapping, support the work of the Conflict Advisory Group (s), the State Strategic Planning groups and the RC-coordinated Working Groups, in developing a multi-stakeholder conflict analysis and promote participatory planning for the required responses/interventions, through the work of the TRMA Analysis and Mapping teams;
- Provide appropriate support given for the capacity-building of partners/counterparts, both within State/national government and within the UN agancies/NGOs, through the RCO;
- Provide timely briefings to senior UN staff and key national counterparts, both on a periodic basis and as needed;
- Contribute to timely production and quality of products (strategic assessments, risk and threat assessments; early warning/critical information reports, thematic reports) produced by the TRMA;
- Ensure that the appropriate level of confidentiality for TRMA products is maintained and prepare standard operating procedures for the work of the TRMA, as required.

An advanced university degree (Master's degree or equivalent), preferably in political/social science, business administration, international relations or other related field (Police College, Military Staff or War College) is desirable.
- At least 5 years progressively responsible experience in policy analysis and strategy development in an advisory and/or managerial position. Experience in an intelligence collection environment with emphasis on source management concepts and operations. Experience in drafting high quality analytical products as well as experience in military, security, political and/or economic development. Previous experience in a peacekeeping operation is an advantage.;
- Experience in coordinating the development of enhanced data management and visual display facilities, including the integration of Geographic Information Systems (GIS) into operational support tools;
- Knowledge of or experience with threat/conflict analysis, security sector, DDR, Arms Reduction/Control, and/or post-conflict recovery programming would be an asset.

The Database Officer will undertake the following activities:

- Develop and maintain a multi-language socio-economic risk & security threat mapping database based on the output requirements & guarantee its compatibility with the web based application;
- Identify needs and advise on database functionalities the socio-economic risk & security threat mapping and analysis team requires in order to develop and maintain a dynamic threat-/risk mapping system;
- Develop a strategy and mechanism for socio-economic risk-/ security threat mapping field data collection and management (downloading and uploading of datasets);
- Liaise with national and international counterparts in South Sudan to identify existing databases, support inter-operability and data exchange and promote co-ordination and information sharing;
- Provide technical support to the TRMA team on data information management;
- Prepare training module exercises for national capacity building;
- Data entry;
- Basic mapping and other duties as may be required by the Head of the TRMA.
