DUTIES AND RESPONSIBILITIES

Under the general supervision of Manager, National Forest Programme Facility (Facility) and in liaison with the Senior Regional Forestry Officer for Africa, the incumbent will : * backstop (“coach”), according to the Facility principles and procedures, the ongoing and new Facility supported activities in 3 to 5 Facility partner countries in West and Central Africa;
* advise the staff of the Forestry Departments, non-state forestry organizations and institutions in the countries of the two Sub-Regions on the procedures of the Facility, leading to the establishment of Letters of Agreements, and the successful implementation of the activities;
* provide comments and carry out the technical clearance of reports and outcomes from the activities carried out with Facility support; including the review of proposals made by stakeholders for Facility grants, and the evaluation and ranking reports made by the multi-stakeholder steering committees;
* monitor and evaluate the activities covered under the different Letters of Agreement in the partner countries; complete the evaluation sheets (score-cards) in the on-line Facility database, and upload the finalized documents in the data-base;
* encourage and assist the countries to revise at a regular basis the “nfp-update”;
* Assist, if requested, in the preparation and the delivery of capacity building events and other activities related to national forest programmes organized by the Facility in the countries;
* perform other related duties as required.
* NB: Promotion to this post is for duration of assignment only.

MINIMUM REQUIREMENTS
Candidates should meet the following:

* Advanced University degree in forestry, forest economics, or natural resource management;
* Five years of relevant professional experience in the Africa Region, preferably in West and Central Africa, in forestry related development activities, such as natural resource management, forest policies, participatory processes, non-state stakeholder involvement in policy formulation processes, capacity building and information management;
* Working knowledge of English and French.

SELECTION CRITERIA
Candidates will be assessed against the following:

* Relevance of professional experience in forestry, forestry development, natural resource management; forest policies, participatory processes at national and sub-regional level in Africa;
* Extent of operational skills for project management, capacity building and information management;
* Excellent language and communication skills;
* Networking skills with different types of forestry stakeholders (government and non-government);
* Ability to work autonomously, take initiative, and operate as a team player;
* Extended command of computer programmes for text processing, data base management, calculation sheets, presentations and the use of Internet.

Please note that all candidates should possess computer/word processing skills and should be capable of working with people of different national and cultural backgrounds.
* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

Immediate support by UNDP in response to the Aceh crisis is being linked into medium-term recovery programming, in order to support an effective transition from immediate emergency relief activities towards sustainable livelihood recovery and economic development from the crisis. The programme, providing grant and technical support to enhance the response and recovery efforts of Government and civil society in Aceh, is being undertaken through partnerships with local and national Government authorities, national, civil society groups, the private sector, and international organizations.

The livelihoods programme comprises of three main components namely:

1. Immediate employment through cash for work.
2. Recovery of Livelihoods.
3. Partnership for Economic Development.
4. Livelihood recovery for conflict affected communities

Main Responsibility

The Programme Coordinator specifically is responsible for the efficient and proper management of UNDP’s Livelihood and Economic Development Programmes on the respective areas in respect to programme planning, programme management, needs assessment, implementation, monitoring and reporting.

Organizational Structure

The Programme Coordinator reports directly to UNDP ERTR Team Leader in Banda Aceh. The Programme Coordinator supervises Programme Officers, Programme Associates and Programme Assistants under the component. Programme Coordinator will also monitor and supervise livelihoods and economic development project implementation through district offices.


Specific Duties

The Programme Coordinator will carry out the following specific tasks:

* Undertakes monitoring, evaluation and reporting on projects supported by Livelihoods component;
* Review and analyze livelihoods and economic development proposal and programme;
* Undertakes trouble-shooting of project problems and suggest corrective actions where necessary;
* Develops productive working relationships and coordination with Government, BRR, BAPPEDA Aceh, Non-Governmental institutions and other livelihoods and economic development project partners;
* Review project progress both narrative and financial from implementing agencies;
* Manages and Promote the overall ERTR programme strategy, objectives and activities;
* Coordinates with partners and ERTR Banda Aceh on identifying project initiatives for support within the other programme components;
* Conducts regular meetings with partners to discuss and document lessons learned;
* Prepares periodical programme reports for UNDP ERTR Team Leader;
* Provides leadership to the programme team of UNDP ERTR Livelihoods component;
* Serves as Acting Team Leader in his absence; and
* Performs other relevant duties as required by Team Leader.

Qualifications

* Bachelor degree in development economics, sociology, business administration, or other relevant field; however Master’s degree is desirable.
* For Bachelor's degree : minimum 7 (seven) years of professional experience, preferably in the field of development
* For Master's degree : minimum 3 (three) years of professional experience, preferably in the field of development ;
* Knowledge of the socio-economic conditions of Aceh region is required;
* Broad network and contacts with key economic development actors in Aceh i.e. government, BAPPEDA Aceh, NGO and private sectors is essential;
* Full working knowledge of Bahasa Indonesia and English;
* Ability to speak Acehnese is an asset;
* Strong ability to draft, edit and produce written results-focused reports in English;
* Strong skills in project management including basic finance and budget;
* Proven capabilities with computers to keep records and produce reports;
* Possess pro-active attitude and sound judgment;
* Commitment to the United Nations principles and demonstrated ability to work in harmony with persons of different national and cultural background;
* Good communication, interpersonal and liaison skills;
* Able to work under pressures, handle multi tasking situations, and travel to project sites; and
* Familiar with UN rules and regulation;
* Ability to negotiate and troubleshoot relationships with national and international stakeholders.

Summary of the Post: Under the general guidance of the Chief Field Office, the incumbent :
· will assist counterparts to provide technical assistance in promoting safe drinking water, hygiene and environmental sanitation starting from developing plan, implement, supervise, monitor and evaluate UNICEF funded projects.

· will work closely with Provincial and District level Bappeda, Public works, Education, Health, PKK, Rural Dev, Health Center Staff, Camats, School Principals, School Committees, teachers and community leaders.

· will facilitate the related sectors, NGOs and community to develop plan, implement, monitor and evaluate WES activities supported by UNICEF in NTB province as well as districts of Lombok Tengah, Sumbawa and Bima.


Qualifications:

· Advanced university degree in Social Science or related disciplines.

· S/he should have strong expertise in community processes and development hygiene promotion and will work as a team with another consultant that focused on construction of WES facilities.

· At least 3 years of professional experience, at least partially in water and sanitation activities in planning, implementation, monitoring and management of community process and social mobilization in similar settings and/or Indonesia

· Strong communication skills Indonesian and English in writing and verbally

· Advanced computer skills

· Ability to work productively with government counterparts and NGOs in a multicultural environment

· Analytical and negotiating skills

· Pro-active attitude and good team worker

· Good health and willingness to travel under difficult conditions.
