RESPONSIBILITIES:
- Primarily responsible for assuring compliance with federal, state and local laws, regulations, rules, and ordinances regarding reclamation of mined lands, with particular emphasis on permitting and compliance related to wetlands, mining and mitigation. This involves assessment of regulatory applicability, preparation of permit applications, development of plans, negotiations with state and local officials, production of detailed implementation plans and schedules, and monitoring of performance to assure consistency of field work with approved plans and permits. Close coordination is required with operating personnel and outside consultants.
- Knowledgeable of federal, state, and local laws and regulations applicable to Client's mining operations, including those related to wetlands mitigation, mine reclamation, and protection of threatened or endangered species. Prepare and submit permit applications as needed to assure continuous compliance. Participate in negotiations with each of these agencies to obtain approvals and/or permits and releases of completed projects. This item incorporates preparation of maps and text, including use of AutoCad, ArcView, and other computer systems.
- Coordinate implementation of reclamation and wetland mitigation plans with Mine Planning and Mine Services to accomplish the work. Maintain knowledge of current status of work on each project and take actions as required to meet project schedules. Take actions as necessary to correct deficiencies and assure timely completion of projects and acceptance of the work by the relevant agencies.
- Develop, implement and maintain effective systems for monitoring and reporting of progress of reclamation and mitigation, including appropriate and efficient balance of internal and external resources. Prepare or manage preparation of all required reports to federal, state, and local authorities.
- Participate in negotiations with other agencies, such as the River Water Management District, Fish and Wildlife Conservation Commission, and others, whenever reclamation is involved in permitting or information requests with these agencies. Provide information as appropriate on reclamation technology, costs, and performance.
- Conduct research and experimentation on reclamation procedures, materials, and techniques, including cooperative efforts with outside entities such as Florida Institute of Phosphate Research, universities, consultants, and government agencies. Evaluate research results and apply to ongoing work as appropriate.
- Maintain knowledge of current regulatory requirements and technological advances relative to reclamation and mitigation. This item includes participation in the Florida Minerals & Chemistry Council and relevant meetings and conferences.
- Develop training materials and conduct periodic training in environmental compliance for other personnel and other departments for this position’s areas of responsibility.

REQUIREMENTS:
- Bachelors degree in Engineering or environmental science related field is preferred, with knowledge of biology and hydrology desirable. Must have experience in permitting and compliance related to reclamation of wetlands, mining and mitigation.
- A thorough knowledge of environmental regulations, particularly those related to impacts to land, is required.
- Familiarity with or capacity to learn AutoCad and ArcView is highly desirable.

This job may require working rotating shifts and overtime.

Applicants must have a minimum of two years of mine welding/fabricating experience and must be able to air arc, mig and stick weld and read basic blueprints for fabricating responsibilities. Although the company provides a tool allowance, successful applicants must provide their own basic welding trade tools.

PRIMARY PURPOSE OF THE POSITION

The ARC Program Development and Technical Services Team works in four priority areas: 1) Strengthening the ARC programmatic quality via expert technical assistance and guidance to better work with the community, 2) Strengthen specific programs related to technical areas such as health and economic opportunities through assistance and monitoring and evaluation to ensure quality, 3) Development and innovation of proposals and subsequent funds, 4) Integrating ARC’s global approach with awareness of global trends.
The Program Development Advisor will serve as the leader on ARC’s long-term program development strategies, proposal quality assurance, and donor outreach. In this capacity, s/he will set the team’s program development agenda based on needs identified in the field and in close coordination with the field, the technical units and the advocacy team. Furthermore, s/he will support the field teams and the technical units in strengthening their capacities to secure diverse and multi-year funding.
To fill this role, ARC is looking for a seasoned, independent and motivated self-starter to join the Program Development and Technical Services Team at ARC as the team focuses strategically on securing a diverse range of donors and multi-year funding with the goal of increasing ARC’s overall impact. The Program Development Advisor will be responsible for cultivating a portfolio of existing donors, as well as developing strategies that lead to the identification and cultivation of new funding sources. S/he will be responsible for fostering new relationships that result in the development of program initiatives and that further ARC’s global leadership priorities. In addition, this individual will serve as a focal point for liaising with the ARC field staff and HQ departments on researching, developing and responding to new opportunities for funding. The Program Development Advisor will be committed to fostering organizational learning and will use creative approaches to facilitate learning in his/her technical area.
A major component of securing funding is building credibility. The Program Development Advisor will work with various staff at ARC to ensure the documentation of best practices and select the best methods to document and provide evidence supporting these best practices.

Job Description

OVERALL RESPONSIBILITIES

The C&GA Cost Proposal Unit: Budgeter prepares proposal budgets, budget notes, assists in the management of the cost proposal process and helps ensure that deadlines are met. These activities include, but are not limited to: developing and amending budgets for submission in coordination with the Proposal Manager in New Business Development (NBD), the technical budget point(s) of contact, the Senior Contract Officer and ensuring budgets are in compliance with donor regulations, as well as develop and maintain subcontractor relationships during the proposal process.

SPECIFIC RESPONSIBILITIES

I. Cost Proposal Development and Submission:

1.- Gather and analyze information for developing and revising complex proposal budgets in accordance with donor requirements, while utilizing advanced spreadsheet techniques. Draft explanatory budget notes to accompany budget in cost proposal for review by Senior Contracts Officer (SCO).
2. Coordinate with the proposal team on strategic issues involving the cost proposals. Ensure that the proposal team is educated on donor requirements for the cost proposals.
3. Document all cost assumptions and certify cost data. Obtain local cost information and/or analyze historical costs of similar MSH projects, contact vendors when necessary, and obtain quotes for specific line items for business management proposal budgets.
4. Provide templates for forms for financial/budget information required by various donors and complete them in conjunction with senior staff within the unit.
5. Create and/or modify budget spreadsheet templates in accordance with donor requirements.
6. Schedule and manage proposal budget meetings, provide assumptions made on proposed costs, and incorporate changes resulting from proposal meetings.
7. Manage assigned subcontractors as a part of the proposal process and perform aies including: providing budget assumptions, negotiating budgets, reviewing initial contact letter, developing budget templates, monitoring and complying with budget submission deadlines, reviewing budgets and notes, giving related feedback to the subcontractor, negotiating budgetary issues with the subcontractor, and ensuring final submissions conform to donor requirements.
8. Perform integrity checks pertaining to budgets developed by another CBA to ensure accuracy.
9. Update and maintain proposal budget and budget note templates as required for impact of new regulations/ MSH procedures, etc.
10. Assist in developing Standard Operating Procedures for proposal process.
11. Be responsible for developing smaller cost proposal submissions for a variety of donors, including negotiating with the donor. Activities include: developing budgets based on the technical scope of work, managing deadlines and training the SPA to develop/negotiate small proposal budgets
12. Ensure that donor forms related to the budget/cost submission are completed as required in each proposal process.
13. Develop Rough Order of Magnitude (ROM) budgets as assigned.
14. Attend and participate in transition meetings of successful awards from the proposal stage to C&GA Contract Officer and internal MSH implementation team.
15. Assist the SCO in working with NBD to create and update a knowledge base, references on all donor specifications, and MSH’s institutional memory/experience with individual donors in the cost proposal process.
16. Assist the SCO in working with NBD to create and update a knowledge base and references on all collaborating partners including a history of their negotiation strategies etc.
17. Assist CGA with pipeline, math checking, integrity checking, and budget amendments when necessary.

II. Additional Responsibilities:

1. Participate in the development of C&GA Office workplan.
2. Attend weekly C&GA staff meetings. Prepare and present on assigned topics at the weekly C&GA staff meetings.
3. Review procedures and suggest improvements on topics assigned.
QUALIFICATIONS

1. Bachelor’s Degree or equivalent relevant experience; advanced training
desirable.
2. Strong microcomputer skills and advanced knowledge of spreadsheets and
word processing; MS-Excel and MS-Word preferred.

I. Background

This post is located in the Office of the Chief, Advocacy and Information Management Branch, Office for the Coordination of Humanitarian Affairs, New York. Within limits of delegated authority, and under the overall guidance and supervision of the Web Advisor and the Chief of the Branch, the incumbent provides substantive support for website and intranet content planning, development and management; and for internal communications in support of AIMB information management projects. - Provide editorial support for online content, addressing style, structure, political sensitivities, accuracy, and all other relevant issues, as required for content produced within AIMB or elsewhere;
- Prepare a diverse range of information products for online use: write texts of varying lengths and for diverse purposes, select/source imagery and write captions, and structure products for appropriate use online;

IV. Qualifications

Education - Advanced university degree (Master’s degree or equivalent) in communication, journalism, public relations, political or social science, international studies, or other related field; A first level university degree with a combination of relevant academic qualifications and extensive professional experience in journalism or emergency-related advocacy and public information work may be accepted in lieu of an advanced university degree.

Experience - Minimum of five (5) years of progressively responsible professional experience in advocacy, communications, public information, journalism and humanitarian affairs, or in a related area. Experience at the international level, experience with online media, experience in developing and/or crisis affected countries are desirable.

Languages - English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and excellent drafting skills in English are required. Knowledge of a second official UN language is desirable.

Other Skills - Basic knowledge of OCHA institutional mandates, policies, and good knowledge of core UN guidelines related to humanitarian affairs.

GENERAL POSITION SUMMARY:

As a member of the Recruitment Team, the Recruitment Assistant (RA) will provide administrative support to ensure the timely and responsive recruitment of team members for international and domestic positions. The RA will interface extensively with other Mercy Corps departments as well as with external stakeholders; thus, mature, professional representational skills are key. The RA will manage multiple tasks and track the progress of longer-term assignments. Depending on past experience and aptitude, the RA may also assume full recruiting responsibility for certain entry level positions, as identified by the Director of Recruitment and Retention.

ESSENTIAL JOB FUNCTIONS:

- Advertise all new positions as requested by recruiters, ensuring professional, comprehensive presentation of the open position appropriate to the venue. - Diversify Mercy Corps' sourcing of potential candidates by identifying alternate advertising venues and hiring pools, to support objectives to recruit a highly qualified, diverse team. - Conduct reference and background checks on final candidates, as requested. - Advertise, screen, interview and recommend finalist candidates for consideration for selected entry level positions. - Track metrics relevant to the recruiting function, including time to hire, quality of hire, and others as deemed appropriate by the Director of Recruitment. - Ensure that all required information is kept up-to-date on Mercy Corps’ Applicant Tracking System, including creating and maintaining user logins and passwords, basic data entry, and filing, when necessary.- Manage the administrative responsibilities associated with maintaining an efficient and world-class recruitment operation, including preparation of all documents required for the final offer letter.- Conduct informational interviews with external parties, as requested by the Director. - Liaise with Donor Services in responding to general recruitment-related queries received from external parties. - Perform other duties as required.

- Formal training in human resources, business administration or other relevant field. - Proficiency in Microsoft Office (Word, Excel, Power Point) required.- Minimum 2 years administrative support experience in a fast-paced office setting required; previous recruiting experience preferred.- Excellent problem-solving, interpersonal and organizational skills required- Previous experience in international or non-profit work or a demonstrated interest in these fields preferred - Excellent written and spoken communication skills essential.
