IOM Jakarta is looking for a Training and Development Consultant according to the terms of reference below.

General Functions:

Under the direct supervision of the Project Manager, Management and Care of Irregular Immigrants Project (MCIIP), the successful candidate will be responsible in producing a training package for the Indonesian Directorate General of Immigration (Immigrasi). The consultant will work as part of a team consisting of the Training and Development Consultant, Indonesian Immigration Specialist and the Project Manager, MCIIP.

The objective of the Management and Care of Irregular Immigrants Project (MCIIP) is to strengthen and enhance Indonesia’s capacity to manage irregular migrants intercepted in Indonesia. Project components will seek to:

A) Provide for improved quarantine facilities in Tanjung Pinang and Jakarta for intercepted irregular migrants taken into custody by Imigrasi;

B) Develop guidelines together with associated training for the management and care of such persons in accordance with international human rights standards and relevant international obligations; and

C) Train and resource a dedicated unit to facilitate the expeditious voluntary return of intercepted irregular migrants who have stated their intention to return to their country of origin.
This consultancy will be directed at supporting the MCIIP Project Manager to achieve the objectives of the second component of the MCIIP project. The MCIIP has developed manuals for immigration detention staff drawing from international best practice and utilising international human rights standards as a framework. This manual will be adopted by the Directorate General of Immigration as a Standard Operating Procedures for Indonesia immigration detention officers.

The consultant is expected to develop a training package based on the procedures manual. This package will be delivered to Immigrasi trainers who will then carry out a national training program under the supervision of the MCIIP project manager.

Deliverables

Phase 1(to take place between 31 March 2008 and 9 May 2008:
-Develop a training package for Imigrasi detention staff
-Develop a training manual to be utilised in the national training program

Phase 2 (to take place between 2 June and 20 June 2008:
-Conduct a Train the Trainer program with Imigrasi training staff utilising the materials developed in Phase 1.

Desirable Qualifications:

University degree in Law, International Relations, Political and/or Social Science Or other related fields. Minimum five years of experience in development of training programmes. Experience in training programmes design as well as in carrying out training programmes including training of trainers. Proven ability to facilitate discussion in seminars and moderate working group. In depth understanding of the Indonesian migration environment.

Excellent communication and interpersonal skills. Personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking. Ability to work harmoniously with colleagues from different culture and professional background.

Thorough knowledge of English. Knowledge of Bahasa Indonesia is an advantage.
