Background

The Conflict Prevention and Recovery Team of the Technical Advisory Services Cluster is responsible for providing intellectual leadership and technical advisory services to UNDP Country Offices in the areas of DDR, Small Arms Control, Mine Action and Rule of Law (ROL) / Justice and Security Sector Reform (JSSR). As part of the Conflict Team, the JSSR Unit is responsible for the development of, and the provision of support for, the effective implementation of UNDP’s JSSR policies, strategies and programmes. The JSSR unit also actively contributes to UN system wide Rule of Law/JSSR efforts, while also enhancing the capacity of UNDP country offices to implement integrated Rule of Law/JSSR programmes.

Under the direct supervision of the Senior JSSR Adviser, the JSSR Programme Specialist will actively contribute to the day-to-day activities of the JSSR team and will provide technical and substantive programmatic support to UNDP Country Offices on Rule of Law/JSSR issues. He/she will work closely with JSSR colleagues in Geneva and New York, as well as with colleagues in the Conflict Team and other BCPR teams and UNDP Bureaux.Duties and Responsibilities

Summary of key functions:

* Provide programmatic and technical support on Rule of Law/JSSR programming to UNDP Country Offices within his/her portfolio;
* Support the Senior JSSR Adviser and the JSSR Adviser in maintaining collaborative, operational and programmatic partnerships as well as intellectual leadership on Rule of Law/JSSR with the UN Secretariat and New York-based UN agencies; and,
* Contribute to knowledge management on Rule of Law/JSSR programming in conflict and post-conflict countries.
* Expected result 1: Provide programmatic and technical support on Rule of Law/JSSR to UNDP Country Offices within his/her portfolio
* Contribute to technical assessments and strategic planning on Rule of Law/JSSR assistance in conflict and post-conflict countries;
* Provide substantive technical support to UNDP Country Offices and UNDP’s Regional Bureaux in establishing and managing comprehensive and integrated Rule of Law/JSSR programmes, including support to programme design, implementation, monitoring and evaluation;
* Assist in mobilizing financial and human resources to support timely and adequate interventions on Rule of Law/JSSR; and,
* Support policy dialogue with national stakeholders, the UN system and donor partners.
* Expected result 2: Support the Senior JSSR Adviser and the JSSR Adviser in maintaining collaborative, operational and programmatic partnerships as well as intellectual leadership on Rule of Law/JSSR with the UN Secretariat
* Support the Senior JSSR Adviser in engaging with the Rule of Law Coordination and Resource Group and the Rule of Law Unit in the Deputy Secretary-General’s Office on a day-to-day basis; and,
* Prepare concept notes and talking points for inter-agency meetings and donor consultations on Rule of Law/JSSR in New York.
* Expected result 3: Contribute to knowledge management on Rule of Law/JSSR/Protection programming in conflict and post-conflict countries within his/her portfolio
* Provide support for collating, analysing, consolidating and disseminating lessons learned and best practices directly linked to in-country programming on Rule of Law/JSSR;
* Contribute to the development of new research, policy and UNDP knowledge products/tools on Rule of Law/JSSR issues;
* Contribute to developing and strengthening linkages with the Rule of Law/JSSR Community of Practice both inside and outside the UN system; and,
* Conduct research and prepare papers for presentation on Rule of Law/JSSR issues in conflict, post-conflict and recovery settings.

Required Skills and Experience

* Advanced University Degree in Law, Political Science and relevant fields;
* A minimum of five years of experience on Rule of Law/JSSR/Human Rights/Protection areas, including a minimum of three years experience of implementing Rule of Law/JSSR programmes in a conflict and/or post-conflict situation;
* Proven technical experience in policy development and project management in the Rule of Law/JSSR/Human Rights/Protection sectors;
* Experience of working in inter-UN agency processes, and in partnership with a range of UN agencies and national counterparts both in headquarters and in the field;
* Knowledge of UNDP and UN system policies and programming in crisis and post-conflict; and,
* Excellent communication and drafting skills in English and Spanish required. Working knowledge of other UN official languages would be an asset.
