Job Description

EMM is seeking a Program Manager (Refugee Resettlement) to assist in the effort to improve services to refugees delivered by Episcopal Migration Ministries (EMM) local affiliate offices, while simultaneously ensuring adherence to program guidelines.

GENERAL PURPOSE OF POSITION

- The Program Manager performs grant management functions for each EMM grant received by his/her assigned affiliates. The PM monitors each affiliate for contract compliance and provides technical assistance as required.
- The PM also works with affiliates in developing new programming and resources and serves as EMM’s principal liaison the US Department of State, Bureau of Population, Refugees, and Migration and with the assigned affiliates.
- As one of two Program Managers, you will provide oversight and leadership in managing EMM refugee resettlement programs as carried out by approximately 16 of 31 EMM affiliates. This is an opportunity to use your skills in management, leadership, public relations, development, collaboration, and social services in the field of refugee resettlement. - We are looking for an organized leader with experience in the management of multiple sites, projects or functions who will be based in New York.
- The Program Manager will supervise an Assistant Program Manager and will work closely with other colleagues at Headquarters and throughout EMM’s nationwide network.
- He or she will be a vital connection to resettlement agencies, US Government funders, service providers, state refugee coordinators and other relevant individuals and institutions. He or she will help develop and implement innovative and appropriate programs which can enhance and support EMM’s resettlement work.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

1. Manage the Reception and Placement Program and its contract requirements.
2. Serve as primary liaison with contractors for assigned contracts.
3. Manage each EMM grant received by assigned affiliates, including provision of regular technical assistance to assigned affiliates via email and telephone or during on-site trainings.
4. Monitor affiliates to ensure contract compliance, observe local programs and analyze program deficiencies and needs. Prepare reports as required.
5. As part of the management team, create and implement new initiatives designed to strengthen affiliate capacity.
6. Design, prepare and submit proposals and program reports for new and existing contracts as assigned.
7. Plan and facilitate sessions at EMM national conferences and other conferences and trainings.
8. Serve on inter-agency committees and workgroups as requested.
9. Participate in strategic planning for the organization.
10. Master and stay current with the regulations and requirements of all EMM contracts.
11. Perform other job-related duties as may be assigned.
12. Travel is required for attendance at meetings and for monitoring affiliates.

QUALIFICATIONS

- Bachelor’s degree is required, and an advanced degree in a relevant field is a plus.
- The successful candidate will have a minimum of 3 years experience and detailed knowledge of resettlement work experience working in the US Refugee Resettlement Program.
- At least 5 years experience in social services delivery, administration, staff development and supervision, and have a demonstrated ability to strategically develop and manage complex programs, budgets and grants.
- Excellent communication skills and strong writing skills are required.
- Grants management experience.
- Experience with on-site program monitoring.
- Ability to work under pressure and meet deadlines.
- Must be able to work collegially and constructively with a wide range of government and NGO partners, and have the ability to understand and relate EMM and affiliate needs within the context of the work of the Episcopal Church.
- Experience in non profit social services administration, management of fiscal matters, proposal writing and grants administration and experience overseeing multiple programs or sites will be useful to the successful candidate
