Job Description

OVERALL RESPONSIBILITIES

The C&GA Cost Proposal Unit: Budgeter prepares proposal budgets, budget notes, assists in the management of the cost proposal process and helps ensure that deadlines are met. These activities include, but are not limited to: developing and amending budgets for submission in coordination with the Proposal Manager in New Business Development (NBD), the technical budget point(s) of contact, the Senior Contract Officer and ensuring budgets are in compliance with donor regulations, as well as develop and maintain subcontractor relationships during the proposal process.

SPECIFIC RESPONSIBILITIES

I. Cost Proposal Development and Submission:

1.- Gather and analyze information for developing and revising complex proposal budgets in accordance with donor requirements, while utilizing advanced spreadsheet techniques. Draft explanatory budget notes to accompany budget in cost proposal for review by Senior Contracts Officer (SCO).
2. Coordinate with the proposal team on strategic issues involving the cost proposals. Ensure that the proposal team is educated on donor requirements for the cost proposals.
3. Document all cost assumptions and certify cost data. Obtain local cost information and/or analyze historical costs of similar MSH projects, contact vendors when necessary, and obtain quotes for specific line items for business management proposal budgets.
4. Provide templates for forms for financial/budget information required by various donors and complete them in conjunction with senior staff within the unit.
5. Create and/or modify budget spreadsheet templates in accordance with donor requirements.
6. Schedule and manage proposal budget meetings, provide assumptions made on proposed costs, and incorporate changes resulting from proposal meetings.
7. Manage assigned subcontractors as a part of the proposal process and perform aies including: providing budget assumptions, negotiating budgets, reviewing initial contact letter, developing budget templates, monitoring and complying with budget submission deadlines, reviewing budgets and notes, giving related feedback to the subcontractor, negotiating budgetary issues with the subcontractor, and ensuring final submissions conform to donor requirements.
8. Perform integrity checks pertaining to budgets developed by another CBA to ensure accuracy.
9. Update and maintain proposal budget and budget note templates as required for impact of new regulations/ MSH procedures, etc.
10. Assist in developing Standard Operating Procedures for proposal process.
11. Be responsible for developing smaller cost proposal submissions for a variety of donors, including negotiating with the donor. Activities include: developing budgets based on the technical scope of work, managing deadlines and training the SPA to develop/negotiate small proposal budgets
12. Ensure that donor forms related to the budget/cost submission are completed as required in each proposal process.
13. Develop Rough Order of Magnitude (ROM) budgets as assigned.
14. Attend and participate in transition meetings of successful awards from the proposal stage to C&GA Contract Officer and internal MSH implementation team.
15. Assist the SCO in working with NBD to create and update a knowledge base, references on all donor specifications, and MSH’s institutional memory/experience with individual donors in the cost proposal process.
16. Assist the SCO in working with NBD to create and update a knowledge base and references on all collaborating partners including a history of their negotiation strategies etc.
17. Assist CGA with pipeline, math checking, integrity checking, and budget amendments when necessary.

II. Additional Responsibilities:

1. Participate in the development of C&GA Office workplan.
2. Attend weekly C&GA staff meetings. Prepare and present on assigned topics at the weekly C&GA staff meetings.
3. Review procedures and suggest improvements on topics assigned.
QUALIFICATIONS

1. Bachelor’s Degree or equivalent relevant experience; advanced training
desirable.
2. Strong microcomputer skills and advanced knowledge of spreadsheets and
word processing; MS-Excel and MS-Word preferred.
3. Flexibility to assume a workload which frequently necessitates an adjustment
of priorities.
4. Good interpersonal skills.
5. Ability to write clearly and concisely.
6. Strong organizational skills for managing and coordinating a variety of tasks simultaneously.
7. Firm understanding and sense of the importance of paying attention to detail.
8. English language skills required. French and/or Spanish skills preferred.
9. Ability to work in a team-oriented environment.
