Job Description

The Development Executive Group is assisting LINPICO, a leading international development consultancy, in finding a Senior Manager to head the company’s activities related to Anglophone projects.

Position Summary:

Established in 1991, LINPICO is a small company with a Head Office of 5 permanent staff and a turnover of €3.5 million. They provide high quality advisory services in the fields of economic and social development to donor agencies and national governments in developing countries. LINPICO specialises in the following areas:

- Macroeconomic analysis and Public Finance Management
- Public administration reform
- Decentralisation and local development
- Enhancement of the role of civil society
- Education (primary, secondary and higher)
- Vocational Education and Training
- Information and Communications Technology
- Private Sector Development
- Agriculture and rural development
- Institutional Strengthening
- Aid Management
- Support to democratisation

Services provided by the company include:
- Project Identification and formulation
- Project Management and provision of technical assistance
- Monitoring and Evaluation
- Sector studies
- Macroeconomic appraisals
- Public expenditure and procurement reviews (including PEFA assessments)

Clients include International Financial Institutions, bilateral and multilateral Donor Agencies, National Governments and Private Sector Companies.

LINPICO has carried out over 150 assignments worldwide. Advisory services are provided by permanent staff as well as by more than 2000 experts that form the company’s network of registered consultants.

Following a period of steady growth, LINPICO is now looking to expand its business and is seeking a Senior Manager to head up all activities relating to its Anglophone projects.

Responsibilities will include:
- Business Development (new business strategy development and implementation, including managing the tendering process)
- Project Management (use of appropriate project management tools to ensure client satisfaction; liaison with project teams and client)
Qualifications:
- Masters Degree
- 10-15 yrs experience in international development with donor agencies (particularly EC, DFID, and World Bank)
- Proven track record in developing growth and business development strategies and achieving tangible results
- Highly skilled in multi-stakeholder engagements
- Strong Management skills: ability to lead, motivate and coach team members. Preferably the candidate will have had 5+ years experience in a senior management position in a development consultancy
- Willing to relocate to the South of France and commit on a long-term basis

This position will require short-term travel for business development and project start-up backstopping.
