Project HOPE, an international, non-profit health education organization in the US, is seeking a Monitoring and Evaluation Consultant to provide support and guidance to the programmatic and technical teams. The candidate will establish a rigorous and unified approach to program quality and effectiveness, including project design, monitoring and evaluation, M&E Information Systems, and institutional knowledge (including reflective practice and organizational learning through documentation and dissemination of lessons learned from project M&E). This includes coordination of the development and implementation of M&E standards, guidelines and tools.

Specific qualifications include:
- Master’s degree or higher in public health desired
- Minimum 8 years relevant work experience in designing, implementing, monitoring and evaluation of international public health projects
- Broad knowledge of MCH, HIV/AIDS, TB strategies and interventions used in program development
- Extensive experience implementing and managing M&E systems in a variety of organizational settings, using both qualitative and quantitative methods, as well as logical frameworks or the equivalent
- Familiarity with international development agencies’ requirements for program M&E
- High level of computer literacy, especially with databases and statistical applicants (Epi-Info, SPSS, STATA, SAS); Strong knowledge of web based technologies preferred
- Excellent communication and interpersonal skills; Fluency in English required with a working knowledge of at least one major language desired
- Some international travel may be required
