Job Description

The USAID Southern Sudan Mission has been funding the Capacity Project for 3 years to support the Government of Southern Sudan (GOSS) to plan and implement a Human Capacity Development (HCD) program that will support both the public and NGO sectors. The Capacity project program responsibilities have grown over time and a second technical team member is now required to support the work of the Country Coordinator and to provide technical expertise and advice in aspects of the work.

PRIMARY RESPONSIBILITES

The Technical Advisor will provide support to the Country Coordinator in designing, planning, implementing, monitoring and evaluating Capacity Project activities in South Sudan. The Advisor will from time to time deputize for the Country Coordinator in the day to day management of Capacity South Sudan activities. He/she will, in cooperation with the Counrty Coordinator and the point person in Chapel Hill, take forward the development of the Capacity project South Sudan strategy, focusing on program development and implementation and ensuring complimentarily and synergy with other partners and with the GOSS. The incumbent will provide technical support in workforce development activities.

The Technical Advisor will be accountable for meeting the specified goals of her/his work to the Country Coordinator in the first instance.

ESSENTIAL FUNCTIONS

* Provide technical support in development of plans and preparation of technical reports and take responsibility for the final quality of plans and reports.
* Work with the Country Coordinator, Point Person in Chapel Hill and Technical Support Teams to prepare high quality proposals for funding.
* Manage overall project planning, monitoring and reporting including development of project reporting systems and tools.
* Account to the Country Coordinator on the delivery of strategic project objectives and regular reporting on monthly, quarterly and annual basis.


EDUCATION/EXPERIENCE REQUIREMENTS

* First degree in health or social sciences with postgraduate degree in public health, health management, human resources development or related subject
* At least 10 years experience in project and program development, with at least 2 years in a managerial position
* Programme/project management including development, implementation, monitoring and evaluation, and reporting in both public and private institutions/organizations
* Knowledge and experience related to human resources for health (HRH) development, either in project management in that field, or actual experience in management of HRH
* Demonstrated ability to manage complex issues
* Demonstrated track record of writing grant winning proposals
* Experience in managing capacity building/ HR development programmes
* Demonstrated experience of documenting and sharing project experiences
* Strong team leader and player
* Excellent conceptual and analytical skills, including the ability to solve complex problems and assess risks related to program development
* Ability to develop proposals relating to strengthening the health workforce and health systems
* Ability to balance conflicting priorities and to deliver quality results under pressure and tight deadlines
* Excellent communication and interpersonal skills
* Excellent networking skills
* Strong organizational skills
* Negotiating skills, especially with senior government officials and donors
* Excellent listening and problem-solving skills
* Familiarity with computer programs, including power point, excel, word and outlook. Ability to search for data on the web.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS

* Travel throughout South Sudan will be necessary, entailing some journeys by rough roads and long waiting times for irregular flights
* Minimum noise levels in an office environment
* Office environment requiring sitting at a desk most of the day, using hands to operate a computer and other office equipment
* Requires lifting of 0-10 lbs occasionally or as needed
