Norwegian People's Aid (NPA) is an international aid agency operating in thirty-three countries worldwide. In Africa, NPA is present in South Africa, Angola, Mozambique, Rwanda, Tanzania, Ethiopia, Somalia and Southern Sudan. The NPA Juba office is the headquarters for Southern Sudan Programme. In Southern Sudan NPA is involved in developmental and humanitarian activities in the fields of Food Security, Agriculture, Health, Vocational Skills Training, Clearing of Land Mines, Land and Resource Rights, Women Empowerment, supporting Media for Freedom of Expression and various capacity building projects with civil society organizations. NPA is now seeking to employ a livestock development project coordinator.

1. POSITION - Livestock Development Project Coordinator
2. WORK STATION - Southern Sudan
3. UNIT/DEPARTMENT - Food Security/Rural Development
4. REPORTS TO - Rural Development Programme Manager

5. PURPOSE OF THE POSITION

Provide effective management of the Livestock development project under different donors and ensure they are implemented in accordance with the approved budgets and work plans.

6. MAJOR DUTIES AND RESPONSIBILITIES

a) Preparation of project proposals for Livestock development activities including:

* Prepare proposals using the required format issued by the donor in close cooperation with staff and partners.
* Establish appropriate implementation targets showing clear process and impact evaluation indicators.
* Prepare accurate project budgets in line with donor and NPA guidelines, including established work and staff support policies.

b) Implementation of the Livestock development projects according to donor guidelines and in consultation with relevant staff and partners:

* Document activities of the Livestock development projects including progress and evaluation reports on a quarterly basis.
* Recommend ways to overcome constraints in the projects in consultation with other related managers.
* Supervise all veterinary staff.
* Be responsible for proper utilization and accounting of all project funds (ECHO, MDTF etc).
* Liaise closely with the Logistics department for timely requisitions and receipt of project items.
* At time of closure of any project activities, ensure exit strategy is followed and lead on hand over to relevant authorities.


c) Coordinate the training function and ensure compliance with HR policies and practices.

* Coordinate with other agencies and relevant ministries on training programmes, materials and opportunities.
* Identify and arrange suitable internal training opportunities for NPA veterinary staff in order to build capacity.
* Recommend training budgets to be included in all proposals and identify Sudanese staff to be forwarded for advanced training in the region.
* Perform the above in coordination with HR Manager and after documented performance appraisals.
* Ensure compliance with HR policies for all staff under the veterinary project.


d) Responsible for strategy development in the veterinary project

* Recommend veterinary and livestock development strategies to the line manager after consultation with staff and partners.
* Liaise and coordinate with other agencies, partners and UN bodies to ensure NPA Livestock development activities are well known, recognized and not duplicating work of others in same areas.
* Represent the line manager in meetings as required.


e) Management and Supervision of NPA staff

* Responsible for building and maintaining positive relationships between all departments and members of staff to ensure achievement of NPA's goals and objectives.
* Monitor all security related information in field locations and report to Security Officer accordingly for advice to management.
* Undertake any other duty that may be reasonably allocated by the line manager or Country Director.


7. KNOWLEDGE, SKILLS, AND ABILITIES

(The knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training)

a) LEVEL OF EDUCATION/ACADEMIC QUALIFICATION

First degree level in veterinary science or Livestock development related field.

b) SPECIALISED TRAINING/PROFESSIONAL QUALIFICATIONS PREFERRED

* Advanced degree level in veterinary sciences
* Certificate or diploma in project management.


c) OTHER COMPETENCIES/ABILITIES/SKILLS REQUIRED

* Office management skills.
* Budget/accounting skills.
* Interpersonal Skills
* Proficient computer skills. (MS Office or relevant training).
* Excellent communication, organizational and prioritization skills and the ability to multi-task and support and/or fill multiple positions at one time.
* Demonstrated sensitivity to the people and issues in Sudan and the region.
* Demonstrated attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with team members


d) LANGUAGE SKILLS REQUIRED

* Good English (working language), both written and spoken.
* Intermediate Arabic is an added advantage


e) RELEVANT JOB EXPERIENCE

* At least 3 years' experience developing and managing veterinary and livestock development projects (conflict and post-conflict settings),
* Demonstrated experience working in countries in transition and difficult security environments.
* Significant experience building and supervising large and culturally diverse teams.
